T09CM01616 Site Plan (1st Review) TRANSMITTAL DATE: June 25, 2009 COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for code full compliance due to a greater than 25% expansion of building and vehicle use area. 2. A lot combination is required for this project. Provide a copy of the approved Pima County Combination Request form and a copy of the recorded Covenant Regarding Development and Use of Real Property. The above documents must be provided prior to approval of the site plan. 3. Based on the information provided it appears you are proposing to separate principle uses, admin office and commercial storage. If this is the proposal two (2) separate Certificates of Occupancy will be required. If this is proposed to be one (1) principle use as the title "CUPPS INDUSTRAIL SUPPLY, INC. appears to show. It also appears based on the information provided in the title block that this is a wholesale use. Please clarify what the intentions are. 4. D.S. 2-02.2.1.A.6 All existing and proposed buildings and structures provide the height on the site plan. 5. D.S. 2-02.2.1.A.9 Off-street bicycle parking provide a detail, including materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports. For your information a single inverted "U" can support two (2) bicycles. 6. D.S. 2-02.2.1.A.9 The proposed location of the bicycle parking does not appear to meet the requirements of D.S. 2-09.4.1. Clearly identify the main entrance of both buildings so that the requirements of D.S. 2-09.4.1 can be verified. 7. D.S. 2-02.2.1.A.10 The sight visibility triangles shown for the parking area access lane (PAAL) entrance off of 44th Street are not shown correctly. See Engineering comments. 8. D.S. 2-02.2.1.A.11 Provide a dimension for the entrance PAAL off of 44th Street. 9. D.S. 2-02.2.1.A.12 Per D.S. 2-08.3.1 provide the required pedestrian circulation/accessible route to the sidewalk within the right-of-way (ROW) along 44th Street. 10. D.S. 2-02.2.1.A.12 Provide a dimension for the sidewalk shown along the northwest side of the existing and proposed structures. 11. D.S. 2-02.2.1.A.12 Per D.S. 2-08.4.1.B and 3-05.2.2.B.1 a minimum four (4) sidewalk and a five (5) pedestrian refuge area must be provide between the PAAL and the southwest side of the proposed building. 12. D.S. 2-02.2.1.A.12 Once the required four (4) sidewalk and a five (5) pedestrian refuge area is provide between the PAAL and the southwest side of the proposed building, see comment 11 above, it does not appear that the minimum 24' wide PAAL will be provided for the access to the southern most parking spaces. Provide a dimension for this PAAL. 13. D.S. 2-02.2.1.A.13 If applicable show any proposed signage on the plan along with the type, size and height proposed. 14. D.S. 2-02.2.1.A.20 If applicable show all existing and proposed easements on the site plan. 15. D.S. 2-02.2.1.A.25 If applicable show the proposed site lighting on the plan. 16. D.S. 2-02.2.1.A.31 Once comment 3 has been addressed the proposed use can be verified. 17. D.S. 2-02.2.2.A.4 Until comment 3 has been addressed the vehicle and bicycle parking calculation cannot be verified. 18. D.S. 2-02.2.2.A.4 For your information per LUC Section 3.3.7.8.A. Any use providing less than fifty (50) motor vehicle parking spaces may substitute Class 2 spaces for Class 1 spaces. This said your required bicycle parking can be all Class 2 19. D.S. 2-02.2.2.A.5 Based on the information provided the loading space calculation is not correct. Per LUC Section 3.4.5.2 and a storage use square footage of 2700 the required loading space size is 12 x 55 not 12 x 35 as shown on the plan. Engineering Division does not recommend approval of the site plan at this time. This project consists of a greater than 25% expansion per the Zoning Section review. The greater than 25% expansion requires that the entire site is reviewed and brought up to current full code requirements of the Development Standards and Land Use Code. The following items need to be addressed: DRAINAGE STATEMENT: 1) Provide a Drainage Statement to include calculation sheets, tables, hydrographs, etc to verify that balanced basin requirements per DS Sec.10-01 and 10-02 have been addressed. Or verify that all balanced basin criteria has been addressed in an overall Master Drainage Report or grading plan for the entire subdivision. 2) Provide a Drainage Statement to include calculations and locations for all proposed scuppers under pedestrian circulation paths for storm water drainage and roof drainage. The Drainage Statement must verify that all scuppers convey the 10-year flow under the pedestrian circulation areas. 3) Provide a Drainage Statement to include calculations and locations for all proposed curb cuts adjacent to the vehicular use areas and detention basin (landscape areas) to allow drainage for stormwater. Provide pre- and post-exhibits for development showing the existing and proposed watershed areas. Clearly label the basin inlet and outlet (or provide infiltration tests to show the basins meets the maximum allowed drain time). SITE PLAN COMMENTS: 4) Due to the full code expansion requirement verify that all dimensions, details, sections, keynotes, proposed improvements and all other aspects of this project meet the minimum requirements within DS Sec.2-02, 3-01, 3-05, 6-01, and 10-01 and be reflected on the site plan. 5) DS Sec.2-02.2.1.A.5: Clarify the proposed lot lines as shown on the site plan. Per the last recorded Assessor map, this project proposes a lot combination clarify. All lot combinations will require approval from the Zoning Section of the City of Tucson Development Services Department prior to site plan approval. 6) DS Sec.2-02.2.1.A.5: Revise the site plan to provide property corner pins at all new property corners. 7) DS Sec.2-02.2.1.A.8: Revise the site plan to dimension the minimum 24-foot PAAL widths at all locations on the site plan. Specifically adjacent to the refuse container door when open and adjacent to the 12'x55' loading zone location. 8) DS Sec.2-02.2.1.A.8: Revise the site plan to dimension the entry width for the PAAL access point at 44th Street. 9) DS Sec.2-02.2.1.A.8: Revise the site plan to label and dimension the setbacks from the proposed PAALs to the existing catch basins and telephone poles (fire hydrants if applicable) per Tucson Code Chapter 25-40 a & b. 10) DS Sec.2-02.2.1.A.8: Revise the site plan to show a minimum unobstructed radius of 5 feet at all PAAL intersections, unless the PAAL is designated as a fire lane or access for refuse collection then a minimum unobstructed radius of 18 feet is required per DS Sec.3-05.2.1.3.b. 11) DS Sec.2-02.2.1.A.10: Revise the site plan to correctly label the near side sight visibility triangle for the PAAL access point at 44th Street. The stem side needs to extend parallel to the curb line out to the right of way, per the site plan it is currently proposed within the PAAL. 12) DS Sec.2-02.2.1.A.11: Revise the site plan to label the minimum 18-feet radii and concrete curbs per City of Tucson Transportation Access Management Guidelines (TAMG), Section 5.5 at the PAAL access point at Evans Boulevard. Refer to DS Sec.3-01.3.2.C for street development standards. 13) DS Sec.2-02.2.1.A.12: Revise the site plan to dimension the required 5-foot sidewalk within the public right-of-way of both public roads (Evans Blvd and 44th Street) per DS Sec.3-01.3.3.A. Revise all keynotes and details to label the sidewalk width at the required 5 feet. 14) DS Sec.2-02.2.1.A.12: Revise the site plan to show scuppers at all locations under the pedestrian circulation path for storm water drainage. The pedestrian circulation paths also cross the proposed landscape areas where scuppers are required in order to convey the 10-year flow. Provide a keynote or Standard Detail reference for all proposed scuppers. Verify the design meets the Drainage Statement requirements. 15) DS Sec.2-02.2.1.A.12: Revise the site plan to clearly label and dimension the minimum 4-foot width for all onsite pedestrian circulation areas. Pedestrian circulation must provide a clear 4-foot minimum width unless adjacent to a PAAL which would require a 5-foot width. 16) DS Sec.2-02.2.1.A.12: Revise the site plan to label (keynote #12) all offsite handicap access ramps within the public right-of-way on both streets to verify they meet the design requirements per the Public Standard Detail #207. Provide details and minimum slope requirements at all transitions from pedestrian circulation to vehicular circulation. 17) DS Sec.2-02.2.1.A.12: Refer to comments from Ron Brown, RA Structural Plans Examiner for all onsite handicap and ANSI Standard requirements that apply to this project. 18) DS Sec.2-02.2.1.A.16: Provide the Improvement Plan reference number for the existing catch basins and storm drains located along both 44th Street and Evans Blvd. All existing drainage improvements that are shown on the site plan must have the referenced improvement plan for site verification. 19) DS Sec.2-02.2.1.A.16: Revise the site plan and any necessary changes to the grading plan sheet to label and dimension all drainage infrastructure locations for the proposed detention basin to include but not limited to, basin inlet and outlet, proposed scuppers, curb openings, vehicular use area drainage, etc. for design purposes. Verify that all drainage improvements that are within the Drainage Statement are clearly labeled with details and dimensions on the revised site plan and grading plan sheets. 20) DS Sec.2-02.2.1.A.16: Per Division Directive all basins must be designed to eliminate standing water and mosquito infestation. Infiltration test will be required prior to site plan approval to ensure that the basin drains within the 12-hour requirement. Or the site plan must label and dimension a proposed basin outlet and bleeder pipe to ensure positive drainage. Provide the location and dimensions of the bleeder pipe in detail for the basin (minimum 18-inch RCP is required within a public right-of-way). 21) DS Sec.2-02.2.1.A.16: Provide flow arrows on the site plan to identify drainage patterns within the vehicular use area and for the roof drainage to verify drainage concentration locations. 22) DS Sec.2-02.2.1.A.19: Revise the site plan to clearly label the dimensioned 40-foot ½-right-of-way for both roads. 23) DS Sec.2-02.2.1.A.20: Verify that all existing and proposed easements are drawn with recordation information, location, width, and purpose of on the site plan. 24) DS Sec.2-02.2.1.A.21: Provide dimensions from the street monument lines to the existing curb, proposed sidewalks, driveways and utility lines. 25) DS Sec.2-02.2.1.A.21: Revise the site plan to clearly label the existing poles for the overhead electric lines. Per aerial view there are 2 electric poles adjacent to the property along Evans Blvd. Verify that the pole locations due not conflict with the proposed PAAL access point. 26) DS Sec.2-02.2.1.A.27: Provide a General Note stating that all fences or walls will require a separate permit for review and approval by all necessary Development Services Departments. 27) DS Sec.2-02.2.1.A.32: Provide approval from Andy Vera, Environmental Services, Andy.Vera@tucsonaz.gov to verify that refuse collection is acceptable to the Environmental Services Department at the proposed location. The refuse vehicle can not back up over the sidewalk within the public right-of-way, all maneuverability must be onsite. 28) DS Sec.2-02.2.1.A.32: Verify the maneuverability, label and dimension the required 36-foot and 50-foot radii for the refuse container; clearly label these in plan view. Provide the required 14-foot by 40-foot clear approach. Refer to DS Sec.6-01 for all refuse requirements. 29) Review and approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. GRADING PLAN: 31) DS Sec.11-01.2.1: A grading permit is required due to the proposed cut and fill quantities. A grading permit application is required for grading plan review and approval and prior to any construction activity. A grading permit may not be issued prior to site plan approval. 32) The grading plan sheet submitted was redlined and the following are preliminary comments prior to the grading permit application review. a) Revise the grading plan so that the keynotes shown in plan view reflect the labels within the keynote legend. An example is keynote #4 is shown within the proposed building footprint however it is labeled as handicap parking, revise. b) Revise the grading plan to label all proposed drainage infrastructure with dimensions and details for construction purposes. Specifically the curb cuts, scuppers, basin inlet and outlet, basin design, etc. c) Revise the grading plan to show that the basin areas (proposed landscape areas) are depressed (per site plan and keynotes). Per the spot elevations shown these areas are not depressed but raised. Revise to reflect the required Drainage Statement for balanced basin stormwater drainage design. d) Revise the grading plan to label all proposed improvements for construction purposes. Specifically the sidewalks, pedestrian circulation areas, refuse container, landscape planters (curb openings for stormwater), handicap access ramps, etc. Provide the minimum Standard Detail reference for construction purposes or provide a detail that meets or exceeds the Standard Details for Public Improvement. e) Revise the grading plan to include the reference to the Geotechnical Report (if applicable) prepared for this project. Provide the date, job number, engineer who prepared the report, etc. f) Provide a general note on the grading plan to state the following: "Call for a Pre-construction meeting prior to start of earthwork.
