COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for code full compliance.

2. Provide a note on the plan stating that the project is designed to meet the overlay zone(s) criteria: Major Streets and Routes (MS&R) Setback Zone and Sec. 2.8.4, Gateway Corridor Zone.

3. As it appears that cross access is proposed for both the parcel to the north and to the east provide a copy of the recorded cross access agreement.

4. It appears that some sort of cross parking is proposed. Provide documentation that shows there are excess parking spaces available. Based on the last approved site plan for the parcel to the east there are no extra vehicle parking spaces.

5. D.S. 2-02.2.1.A.6 Provide overall dimensions for the proposed buildings.

6. D.S. 2-02.2.1.A.7 The building perimeter yard line shown along Oracle Road is not correct. Per LUC Section 3.2.6.5.B, Table 3.2.6-I the required per perimeter yard is 21' or the height of the proposed exterior building wall, which ever is greatest measured from the back of future curb. Show the future curb along Oracle Road and provide the required dimension for the perimeter yard.

7. D.S. 2-02.2.1.A.8 The wheel stop dimension shown on detail 6/X2 is not correct. See D.S. 3-05.2.3.C.2 and D.S. 3-05.0 Figure 5 for the correct dimension.

8. D.S. 2-02.2.1.A.9 For the off-street bicycle parking, include materials for lighting, paving, and the specific type of rack and the number of bicycles it supports. For your information a single inverted "U" can support two (2) bicycles.

9. D.S. 2-02.2.1.A.12 Per D.S. 2-08.3.1 provide the required pedestrian circulation/accessible route to the sidewalk within the right-of-way (ROW) along Oracle Road.

10. D.S. 2-02.2.1.A.13 If applicable show any proposed signage on the plan along with the type, size and height proposed.

11. D.S. 2-02.2.1.A.19 Show the future ROW for Oracle Road on the plan.

12. D.S. 2-02.2.1.A.20 All easements shown to be vacated must be vacated prior to approval of the site plan.

13. D.S. 2-02.2.1.A.20 Provide documentation that the "19.5 GASE EASEMENT" has been vacated.

14. D.S. 2-02.2.1.A.21 Show the future curb along Oracle Road.

15. D.S. 2-02.2.1.A.25 If applicable show the proposed site lighting on the plan.

16. D.S. 2-02.2.1.A.28 Provide the zoning for the parcels located west of Oracle Road and South of Sahuaro Street.

17. D.S. 2-02.2.2.A.4 Under the "LAND USE REQUIREMENTS, OFF-STREET PARKING" The ration shown "1/00=12" is not correct, this should be "1/100".

18. D.S. 2-02.2.2.A.4 The bicycle parking calculation is not correct. Based on 36 provided vehicle parking spaces 36 x 8% = 2.88 or three (3) bicycle parking spaces required, all Class 2. Based on the two (2) inverted "u" type racks, four (4) spaces are provided.

19. Per LUC 3.5.3.7.G. Passenger Drop-Off Areas. Passenger drop-off parking areas shall be provided at a ratio of one (1) motor vehicle parking space (parallel) for every twenty (20) students for which the school is authorized, up to a total of eight (8) spaces using two lanes with the parking on the inside lane. These spaces are in addition to the required off-street parking spaces. This said based on 114 students the required number of Drop off spaces is 6. Revise the calculation and provide one (1) additional drop of space.

a. At note9, add the detail 1/X2 reference.

2. Zoning will propably require an accessible route connection to the Oracle Road pedestrian R.O.W. Reference Zoning comments. This will need further Accessibility Review once added to plan

SUMMARY: Engineering Division of Development Services Department has received and reviewed the proposed site plan for the above referenced property. Engineering Division does not recommend approval of the site plan at this time. Please address the following review comments prior to the next submittal.

Please include a response letter to the comments along with the corrected copies of the Site Plan.

Site Plan:

1. Please ensure that property description matches Pima County description per D.S. 2-02.2.1.2.
2. Please revise location map to include the identification of section township range and section corners per D.S. 2-02.2.1.4.
3. Label far side sight visibility triangle (SVT) along Sahuaro Street as a pedestrian SVT due to the median per D.S. 2-02.2.1.10.
4. Show all points of egress and ingress including locations and width of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11.
5. DS Sec.2-02.2.1.A.12: Revise the site plan to show the required 6-foot wide sidewalk with curb along the street frontage of Oracle Road. Provide dimensions on site plan to show the 6-foot width. Per the adopted Mayor and Counsel policy all sidewalks along MS&R right-of-ways for arterial and collector streets require 6-foot wide sidewalks.
6. Fully dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14. DS Sec.2-02.2.1.A.14: Provide (label and dimension) the required onsite maneuvering area for the loading zone that is shown adjacent to the proposed building. Refer to AASHTO for the national standards for turning radii. In addition, add wheel stops for loading zone.
7. Please provide drainage patterns per D.S. 2-02.2.1.16.
8. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17. Estimated cut and fill quantities are required to be indicated on the plans so that it is clear to the inspector that no cut in fill is to be taking place. 17. DS Sec.2-02.2.1.A.32: Revise refuse vehicle detail to dimension, minimum inside clear dimension of 10 feet by 10 feet between steel bollards, that are required between the container and the enclosure's rear and sidewalk.
18. DS Sec.2-02.2.1.A.32: Label and show the maneuverability for refuse vehicles in plan view at the proposed refuse container location. Correctly depict 14' X 40' clear approach to trash enclosure, show access dimensioning to proposed trash enclosure. .
19. "A grading permit and Stormwater Pollution Prevention Plans (SWPPP's) may be required for this project.
20. DS Sec.2-02.2.1.A.16: Provide drainage arrows and locations of all concentration points. Specifically show roof down spout locations at pedestrian circulation areas. Indicate drainage symbol in legend. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. A detail for the dimension of the proposed scuppers that are used for collecting onsite roof drainage at all pedestrian sidewalk is required.
21. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
22. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable.
23. Depict median on site plan for Oracle Road and Sahuaro Street.
24. Label dimension for sidewalks on site plan.
25. Indicate pedestrian SVT along Sahuaro Street due to median (20' X 30').
26. Verify that all keynotes match identified notes.

07/01/2009 ANDREW CONNOR LANDSCAPE REVIEW Denied 1. A street landscape border, per Sec. 3.7.2.4 of the LUC, is a landscape area with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress.

2. Street landscape borders shall be located entirely on site, except that, if approved by the City Engineer or designee. Obtain permission for any off site landscaping.

3. Any vegetation higher than thirty (30) inches must be located outside of the sight visibility triangle. Dasyliron weeleri will grow in excess of 4' revise location of plant material within SVT.

4. Provide a copy of the recorded cross access agreement, for joint use parcels.

5. All landscape areas will be depressed to accept water flow from roofs, PAAL, and parking areas. Show by detail how entire landscape areas will accommodate water harvesting.

6. The site plan and landscape plan must show identical site layout to avoid conflict between the two plans. Ensure that all changes to the site plan are reflected on the landscape plan.
