COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for code full compliance for the parking area restripe, proposed storage container(s) and relocated loading space only.

2. Clarify what the fenced area located around the 8 x 42 storage container is used for. Based on a recent aerial photo there is an additional storage container and to other structures shown within this area. Show these structures on the plan and clarify what they are and there use.

3. D.S. 2-02.2.1.A.8 The 7.5' dimension shown for the width of the handicapped parking space does not meet the minimum width requirements. This width should be 8'-0".

4. D.S. 2-02.2.1.A.9 Based on a recent aerial photo there are no Class 2 bicycle parking spaces located as shown on the plan. As this appears to be new provide a bicycle parking detail that includes materials for lighting, paving, and security; fully dimensioned layout; specific type of rack and the number of bicycles it supports.

5. D.S. 2-02.2.1.A.11 Based on a recent aerial photo there is a fence that runs the entire length of the west property boundary. Show this fence on the plan and provide dimensions for all entrance/exist parking area access lanes (PAALs) based on the gate width. Provide a copy of the plan that approved the fence as shown on the plan.

6. D.S. 2-02.2.1.A.12 As it appears that the fence along Wilmot Road was put in without a permit show where the required pedestrian circulation to the sidewalk within the right-of-way (ROW) is located.

7. D.S. 2-02.2.1.A.12 Please clarify what the Access path is for, that leads from the south side of the building to the parking to the south, as is goes no where.

8. D.S. 2-02.2.1.A.18 Label Wilmot Road as an MS&R.

9. D.S. 2-02.2.1.A.25 Based on a recent aerial photo there is a site light located south of the handicapped parking area that appears to be located in the middle of the PAAL. Show the light on the plan and provide dimensions that show that the minimum PAAL widths are maintained.

10. D.S. 2-02.2.1.A.28 Provide the zoning for the parcels located across Wilmot Road.

11. D.S. 2-02.2.2.A.3 Zoning acknowledges that the allowed Floor Area Ratio (FAR) is shown on the plan. Show the proposed FAR on the plan. The proposed FAR includes the storage container(s).

12. D.S. 2-02.2.2.A.4 The vehicle parking space calculation is not correct. Per LUC Section 3.3.4 CIVIC USE GROUP, Educational Use, Grades 9 -12, One (1) space per five (5) students is the requirement. That said the number of required spaces would be based on 114 students/5 = 23 vehicle parking spaces required.

13. D.S. 2-02.2.2.A.4 The bicycle parking calculation is not correct. Based on 114 students and 15 staff = 129/10 = 13 Class 2 bicycle parking spaces required.

14. Per LUC 3.5.3.7.G. Passenger Drop-Off Areas. Passenger drop-off parking areas shall be provided at a ratio of one (1) motor vehicle parking space (parallel) for every twenty (20) students for which the school is authorized, up to a total of eight (8) spaces using two lanes with the parking on the inside lane. These spaces are in addition to the required off-street parking spaces. This said based on 114 students the required number of Drop off spaces is 6. Revise the calculation and provide one (1) additional drop of space.

06/22/2009 JOE LINVILLE LANDSCAPE REVIEW Denied Revise the plan to demonstrate compliance with the zoning regulations (landscape requirements) in effect at the time the existing development received zoning approval.

The requirements in effect when the site initially received zoning approval were a 5' high screen along the north boundary, a 30" high screen along Wilmot Rd., a five foot wide street landscape border.

Note the specific requirements on the plan.

Identify all existing and new vegetation.

Provide landscape and irrigation plans for any new vegetation.

Screening is required to be located on the site along Wilmot Rd. at least five feet from the property line, unless vegetation is used. The existing landscaping within the Wilmot Road right-of-way is not included.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the site plan (T09CM01411) and building plan (T09CM01411) applications for the above referenced property. Engineering Division does not recommend approval of the plan sets at this time. The following items need to be addressed:

SITE PLAN COMMENTS:

1) DS Sec.2-02.2.1.A.5: Revise the site plan to provide all property corner pins at all existing property corners.

2) DS Sec.2-02.2.1.A.5: Revise the site plan to label and dimension all existing and proposed buildings and structures, including location, size, height, overhangs, canopies, and use. Specifically the additional storage container and the fencing (with gates) that surrounds the property.

3) DS Sec.2-02.2.1.A.8: Revise the site plan to label the required 2.5 foot overhang at the proposed wheel stops and parking spaces dimensioned at 18-feet.

4) DS Sec.2-02.2.1.A.8: Provide a detail for all proposed parking spaces. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. Refer to DS Sec.3-05 for design criteria for parking spaces and access.

5) DS Sec.2-02.2.1.A.8: Revise the site plan to dimension the minimum required entry widths for all existing PAAL access points from Wilmot Road.

6) DS Sec.2-02.2.1.A.8: Revise the site plan to dimension the minimum 24-foot PAAL widths for all two-way traffic (12-foot for one-way traffic unless used as a fire access lane then 20-foot minimum is required). Specifically dimension the area adjacent to the existing light pole in the PAAL.

7) DS Sec.2-02.2.1.A.10: Revise the site plan to label and dimension the sight visibility triangles for the 3-PAAL intersection and Wilmot Road. Provide the dimension for both the near and far side of the triangles per DS Sec.3-01.5.3.

8) DS Sec.2-02.2.1.A.11: Verify and label the 25-feet radii and concrete curbs per City of Tucson Transportation Access Management Guidelines (TAMG), Section 5.5 at the driveway entrances located on Wilmot Road. Refer to DS Sec.3-01.3.2.C for street development standards.

9) DS Sec.2-02.2.1.A.12: Revise the site plan to dimension the shown pedestrian circulation path from the existing building to the required sidewalk located along the frontage of Wilmot Road. The pedestrian circulation must meet the requirements within DS Sec.2-08. The site plan needs to clearly dimension the existing pedestrian circulation path and it connecting to the sidewalk along Wilmot Road.

10) DS Sec.2-02.2.1.A.12: Refer to comments from Ron Brown, RA Structural Plans Examiner for all onsite handicap and ADA requirements that apply to this project.

11) DS Sec2-02.2.1.A.16: Provide flow arrows on the site plan to verify flow patterns across the site.

12) DS Sec.2-02.2.1.A.17: Provide the cut and fill quantities on the site plan.

13) DS Sec.2-02.2.1.A.19: Revise the site plan to label and dimension the required 12-foot setback measured from the future curb to the future right-of-way, for the location of the future curb and 6-foot sidewalk.

14) DS Sec.2-02.2.1.A.19: Revise the site plan to label Wilmot Road as "MS&R Route and Public Street."

15) DS Sec.2-02.2.1.A.19: Revise the site plan to label the shown right-of-way as "Existing/Future."

16) DS Sec.2-02.2.1.A.27: Provide a General Note stating that all fences or walls will require a separate permit for review and approval by all necessary Development Services Departments.

17) DS Sec.2-02.2.1.A.32: Revise the site plan to provide a detail and dimensions for the proposed refuse containers. Refer to DS Sec.6-01 (Figure 3) for all required refuse enclosure dimensions and construction details.

18) DS Sec.2-02.2.1.A.32: Verify the maneuverability, label and dimension the required 36-foot and 50-foot radii for the refuse container; clearly label these in plan view. Provide the required 14-foot by 40-foot clear approach and verify the maximum allowed back up distance for maneuverability. Refer to DS Sec.6-01 for all refuse requirements.

19) Review and approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. Refer to the following links for TDOT Forms and applications:

BUILDING PLAN COMMENTS:

21) Engineering could not verify that the building plan was in compliance with a stamped approved site plan (T09CM01411). Please submit two copies of the stamped approved site plan with the next building plan submittal.

22) Engineering will re-review the building plan on the next submittal to insure compliance with the approved and stamped site plan. Additional comments may be forthcoming.

GENERAL COMMENTS:

Please provide a revised site plan that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.
