COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. DS 2-02.2.1.2 Provide the legal description of the property on the site plan.

It appears that right of way dedication is happening at this time. Provide documentation that the dedication has been accepted by the Real Estate Division of the City of Tucson. Provide on the plans the recording docket and page information for the dedication. This will be required prior to approval of the site plan by zoning.

The indicated right of way - property line at the southwest corner of the property does not appear to be correct. This area is affected by the required intersection widening and should show some tapering as it is greater than 300' from the center line of Ft. Lowell.

2. DS 2-02.2.1.3 Provide the address of the project on the site plan.

3. DS 2-02.2.1.4 Please revise location map to a more readable configuration. Street names and section corners are not clearly legible.

4. DS 2-02.2.1.6 Provide dimensions on the footprints of both structures, building and canopy.

5. DS 2-02.2.1.7 Provide dimensions from the back of future curb along Ft. Lowell to both structures. See later comment regarding the indicated location of this future curb.

6. DS 2-02.2.1.9 Please provide a plan view detail of the proposed class 2 bicycle parking spaces. Single rack spaces placed in a row will allow a minimum of seventy -two (72) inch length per bicycle parking space and a minimum of thirty (30) inches between outer spaces of racks. A five (5) foot wide access aisle measured from the front or rear of the seventy-two (72) inch long parking space will be provided beside each row. Lighting will be provided such that all facilities are thoroughly illuminated and visible from adjacent sidewalks, parking lots, or buildings, during working hours. The surface of the facility can be surfaced the same as for motor vehicle parking or with a minimum of one (1) inch thickness of one-fourth (1/4) inch aggregate material. DS 2-09.5.1, DS2-09.5.2, DS 2-09.5.4, & DS 2-09.6.2

Bicycle parking provided on the site plan does not meet the requirements of revised DS (Development Standard) 2-09. Per DS 2-09.4.1 Class 2 bicycle parking facilities will be located no more than fifty (50) feet from the main building entrance(s) and will be along the front side of the building as well as along other sides of the building that has an entrance.

Please provide a dimensioned detail for the class 2 bicycle rack(s) clearly indicating the type of rack proposed.

FYI: Class one bicycle parking spaces are not required when there are less than 50 parking spaces provided. All required bicycle parking spaces can be class 2. Each class 2 rack can provide 2 parking spaces.

7. DS 2-02.2.1.10 The indicated future sight visibility triangles along Ft. Lowell are not located correctly. Per the MS&R maps a ninety (90) foot right of way has a ten (10) foot sidewalk area. It appears that the indicated distance on the site plan is fourteen (14) feet. Revise.

8. DS 2-02.2.1.11 The indicated backup spur near the northeast corner of this project does not meet the criteria of DS 3-05.2.2.D. A back-up spur will be provided at the end of a row of parking if no ingress or egress is provided at that end. The spur will be a minimum of three (3) feet in depth, will have a three (3) foot radii, and will have a wheel barrier to prevent encroachment onto any unsurfaced areas. A minimum distance of three
(3) feet will be provided between the back of spur and any property line, wall, screen, or other obstruction over six (6) inches in height. Revise and provide dimensions.

Clearly indicate by keynote or other means the location of all curbing.

9. DS 2-02.2.1.12 Per DS 2-08.3.1 Within all development, a continuous pedestrian
circulation path is required. This path must connect all public access areas of the
development and the pedestrian circulation path located in any adjacent streets. The
areas within the development which must be connected include, but are not limited to, all
buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas,
and all other common use areas. Provide a pedestrian circulation path to the sidewalk located in the ROW along 1st Ave and to the trash enclosure. (Note: the sidewalk cannot pass through or in front of the loading zones or the trash enclosure.)

10. DS 2-02.2.1.25 Provide a dimensioned elevation of the proposed parking lot lighting fixture. Clearly indicate the minimum required height of 15' above the vehicular use area to the bottom of the light fixture.

Per LUC 3.7.3.2.C.3, fences or walls constructed in a single continuous line shall extend into the 10-foot street landscape border no more than the actual width of the fence or wall. Where a fence or wall incorporates offsets or similar design features, a screen may extend a maximum of three (3) feet into the 10-foot street landscape border. In addition, per DS 3-05.2.2.B.3, a minimum setback distance of 2 feet must be maintained between a PAAL and wall. Revise plans accordingly.

2. The length of the landscape border along Fort Lowell Road as stated in the table (175 feet) does not match with what is shown on the landscape plan drawing (157 feet). Revise to be correct and consistent.

3. Dimension the length and width of landscape planter areas for canopy trees on the landscape plan per DS 2-07.2.2.A.2.f. An unpaved planting area, which is a minimum of thirty-four (34) square feet in area and four (4) feet in width, must be provided for each canopy tree.

4. Canopy trees must be evenly distributed throughout the vehicular use area. Every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk).
Revise the landscape plan as necessary. LUC 3.7.2.3.A

5. Revise the landscape plan to show the extent of supplementary irrigation in each planting area provided by water harvesting methods. Show the amount and disposition of flow and indicate drainage points from buildings and paved areas. DS 2-07.2.2.C

The Site Plan (SP) and Drainage Statement (DS) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Site Plan:

1. Please include a response letter to the comments along with the corrected copies of the SP.
2. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207.
3. All lettering and text (upper or lower case), and numbering, to be a minimum of 3/32 inches in height to assure the plan will be legible during review and when digitized and/or reduced for archiving per DS 2-01.
4. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10. Major Streets and Routes (MS&R) intersection widening is required for this project.
5. Fully dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14.
6. Show the limits of the 100-year floodplain and water surface elevation per D.S. 2-02.2.1.15.
7. Provide 2' depressed curb openings or show how the stormwater will be directed into the water harvesting areas.

18. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
19. 6 foot sidewalks are required on all projects that have frontage with a MS and R street.
20. Water harvesting areas cannot be located in the present or future R/W. Relocate water harvesting areas or obtain permission from Permits and Codes for location of water harvesting areas in the R/W.
21. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable.
22. A floodplain use permit is required. Although the note on sht. 3 of 3 claims there will be no grading in the flood plain, the construction of S/W's, ramps, water harvesting are required. How can this be?

Drainage Statement:
1. Please include a response letter to the comments along with the corrected copies of the DS.
2. Include a comparison between the volume of the stormwater in all the water harvesting areas and the required 5-year threshold retention amount in the DS.
3. Show/call-out all perimeter walls on the property lines with drainage blocks.
4. Provide 2' depressed curb openings or show how the stormwater will be directed into the water harvesting areas.
5. Call out peak discharges entering and exiting the site.
6. Show details of all surface and subsurface drainage devices including aprons and basins.
7. Show the project address or administration address on the cover sheet of the DS.
