T09CM01357 Site Plan (2nd Review) TRANSMITTAL DATE: July 6, 2009 COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance. 2. Zoning acknowledges you comment response. The lot combination/lot split will need to be approved prior to approval of the site plan. It appears that there is some type of lot combination/lot split proposed. Please clarify what is proposed. The lot combination/lot split will need to be approved prior to approval of the site plan. 3. Based on the pedestrian/vehicle access proposed across the parcel to the east this site will act as a single site. This said a Covenant Regarding Development and Use of Real Property will need to be recorded and the following note provide on the site plan, "COVENANT REGARDING DEVELOPMENT AND USE OF REAL PROPERTY RECORDED UNDER DOCKET _____, PAGE _____. 4. As the parcel to the east was part of the previous use, Auto Sales, show how access is provided to this parcel. This parcel has no access to Beverly and it appears that there is a site wall along the entire street frontage along Speedway. Based on recent aerial photos parcel #127-02-2540 located to the east, has vehicle access through this parcel. Demonstrate how this access will be maintained. 5. D.S. 2-02.2.1.A.9 Per D.S. 2-09.5.1.B A minimum of thirty-six (36) inches will be provided between a bicycle parking space and a perpendicular wall or other obstruction measured from the end of the bicycle rack to the perpendicular wall. This said provide the dimension on the detail. 6. D.S. 2-02.2.1.A.12 As zoning looks at loading spaces the same as a vehicle parking space per D.S. 2-08.4.1.F sidewalks or pedestrian refuge areas may not be located between any motor vehicle parking space and the PAAL providing access to the space. This said the proposed pedestrian circulation/accessible route that is connecting to Speedway Blvd. may not be located between the loading spaces and the PAAL providing access. 7. D.S. 2-02.2.1.A.12 the proposed "ASPHALT PEDESTRIAN PATH" does not meet the requirements of D.S. 2-08.5.1.C, revised to meet this requirement. Also remove the reference to "TO BE REMOVED" from the note as this is a required pedestrian circulation/accessible route and cannot be removed from the plan. 8. D.S. 2-02.2.1.A.13 The proposed sign shown within the future sight visibility triangle will require an approved Development Standards Modification Request (DSMR) prior to approval of the site plan. If the DSMR is approved on the plan provide: DSMR Number, Date of Approval, what was approved, and any conditions of approval. 9. D.S. 2-02.2.1.A.13 As monument signs are proposed adjacent to a vehicle parking space the vehicle parking space width is required to be a minimum of ten (10) feet wide, see D.S. 3-05.2.1.3. 10. This easement will need to be abandoned prior to approval of the site plan. D.S. 2-02.2.1.A.20 There is a "16' ELEC. ESMT." called out on the plan that runs under the proposed building. This easement will need to be abandoned prior to approval of the site plan. 11. Based on the definitions of Floor Area and Gross Floor Area the fuel canopy does not count toward total gross floor area. This said the FAR does not include the fuel canopy. D.S. 2-02.2.2.A.3 The Floor area ratio (FAR) shows a proposed FAR of 0.17 (11,062 SF) and under "SITE PLAN CALCULATIONS #2" the total floor area shown is 4,551 SF. Please clarify the total building square footage so that the correct FAR can be verified. 12. The proposed pedestrian circulation/accessible route and vehicle access PAAL located on the parcel to the east require a pedestrian/vehicle access easement be recorded prior to approval of the site plan. Provide the docket and page on the plan. 13. The proposed dedication of public right of way will need to be completed prior to approval of the site plan. 14. Speedway Blvd. Site Plan T09CM01357 (Second Review) T13S, R14E, Section 31 RESUBMITTAL REQUIRED: Site Plan. The Site Plan (SP) cannot be approved as submitted. Please address the following review comments prior to the next submittal. Site Plan: 1. Please include a response letter to the comments along with the corrected copies of the SP. 2. Fully dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14. This comment is pertaining to the refuse enclosure. See redlines. 3. Edit note no. 8 to include that a floodplain use permit and elevation certificate will be required for the new building. 4. List what datum was used, ie: NAVD88 or NGVD29. 5. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. The site plan and grading plan are combined so the detail shall be shown on the detail sheet fully dimensioned. The service vehicle cannot reverse in excess of 50' in order to exit the site. See redlines. Drainage Statement: 1. The DS has been accepted by engineering. 2. It appears that the WSEL at the upstream portion of the building is too low. Perhaps a WSEL of 2510.65 should be used. As per the large scale front parking and entrance detail, a 5'8" dimension is shown. With the door open, a 2'8" clear landing space is available.
