COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance.

2. As it appears that there is some new development planned for the southern end of parcel 115-05-167A provide a copy of the last approved site plan for this parcel.

3. Based on the most current aerial photos it appears that this project will block access to parcel 115-05-1680. Provide a copy of the last approved site plan for parcel 115-05-1680 so that zoning can verify that access to required parking is not being eliminated.

4. As it appears that parcel 115-05-167A will be utilizing parcel 115-05-169B for parking and pedestrian circulation is proposed between the two parcels provide either a lot combination or a copy of a cross assess and parking agreement. This agreement should cover pedestrian and vehicle access and parking.

5. For clarity remove all landscape from the site plan.

6. D.S. 2-02.2.1.A.6 The street perimeter yard setback shown under "REQ. ZONING INFORMATION, PERIMETER YARD DD" is not correct. This parcel would be considered "DEVELOPED AREA" therefore the required street perimeter yard setback would be 20'-0" or 1 ½ the height of the exterior wall of the proposed building. Zoning acknowledges that the proposed building will meet the required setback.

7. D.S. 2-02.2.1.A.8 Per D.S. 3-05.2.1.3 the vehicle parking space shown directly north of the refuse enclosure is required to be 10'-0" wide.

8. D.S. 2-02.2.1.A.9 Show the required 5'-0" access aisle on detail 10/SI-02, see D.S. 2-09.5.2.

9. D.S. 2-02.2.1.A.10 As a future curb is shown on the plan show the future sight visibility triangles (SVTs) on the plan.

10. D.S. 2-02.2.1.A.12 Provide a dimension from the back of spurs, one located at the east end of the parking area and one located at the south end of parcel 115-05-167A, to the fence shown on the plan. Per D.S. 3-05.2.2.D the minimum distance is three (3) feet.

11. D.S. 2-02.2.1.A.13 If applicable show the location, type, size, and height of existing and proposed signage on the site plan.

12. D.S. 2-02.2.1.A.14 The proposed 12x50 loading space shown on the plan does not meet the requirements of LUC Section 3.4.5.2, this loading space should be 12x55.

13. D.S. 2-02.2.1.A.14 It does not appear that sufficient maneuvering area is provided for the loading space, demonstrate the vehicle maneuvering on the plan.

14. D.S. 2-02.2.1.A.19 Please clarify why you are showing a future right-of-way and future curb on the plan.

15. D.S. 2-02.2.1.A.20 If applicable show all easements of record graphically on the plan along with the recordation information, docket and page.

16. D.S. 2-02.2.1.A.25 If applicable show all existing and proposed site lighting layout and type on the site plan.

17. D.S. 2-02.2.1.A.32 Provide documentation from Environmental Services that approves the location of the refuse enclosure.

18. D.S. 2-02.2.A.4 Zoning acknowledges all the vehicle parking information on the site plan but was not able to locate the required number of vehicle parking spaces. Provide the number required and provided in the same location on the plan.

19. D.S. 2-02.2.A.4 Zoning acknowledges all the bicycle parking information on the site plan but was not able to locate the required number of bicycle parking spaces. Provide the number required and provided in the same location on the plan.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the site plan (T09CM01102) and unsealed Hydrologic/Hydraulic Report (Stanley Engineering & Drainage, Inc.) for the above referenced property. Engineering Division does not recommend approval of the site plan at this time. The following items need to be addressed:


SITE PLAN COMMENTS:

1) DS Sec.10-02: The site plan submittal did not include a signed and sealed Hydrologic/Hydraulic Report from a civil engineer. The site plan can not be fully reviewed until a sealed and signed HH Report is submitted for review showing all proposed drainage infrastructure and that the site plan conforms to the proposed HH Report.

2) DS Sec.2-02.2.1.A: Revise the site plan sheet to remove all proposed landscaping and unnecessary shading. All shaded symbols must be clearly labeled and any symbol used must be shown in the legend. The symbols used for landscaping must be removed from the site plan for clarity.

3) DS Sec.2-02.2.1.A.8: Revise the site plan to show a minimum unobstructed radius of 5 feet that is required at PAAL intersections, unless the PAAL is designated as a fire lane or access for refuse collection then a minimum unobstructed radius of 18 feet is required per DS Sec.3-05.2.1.3.b.

4) DS Sec.2-02.2.1.A.12: Revise the site plan and Keynote #13 to show that all proposed offsite handicap access ramps within the public right-of-way meet the design requirements per the public standard detail #207 (and the proposed grading plan sheet). Provide details and minimum slope requirements at all transitions from pedestrian circulation to vehicular circulation.

5) DS Sec.2-02.2.1.A.12: Refer to comments from Ron Brown, RA Structural Plans Examiner for all onsite handicap and ANSI Standard requirements that apply to this project.

6) DS Sec.2-02.2.1.A.14: Clarify on the site plan the maneuverability for the proposed loading zone as shown. It appears that the landscape planter might be in conflict. Refer to AASHTO for the national standards for turning radii.

7) DS Sec.2-02.2.1.A.16: Revise the site plan to label all proposed flow arrows onsite to verify stormwater drainage from the vehicular use area, roof drainage, etc. to be in conformance with the proposed Hydrologic/Hydraulic Report.

8) DS Sec.2-02.2.1.A.16: Revise the site plan and all proposed areas of water harvesting to meet the requirements within the HH Report and the proposed grading plan. Provide a note on the site plan that states "Water Harvesting Areas to be depressed a minimum of 6-inches per "City of Tucson Water Harvesting Guidance Manual, Ordinance # 10210." Keynote #28 conflicts with the overall proposed drainage scheme for the site, clarify.

9) DS Sec.2-02.2.1.A.21: Clarify on the site plan the existing and/or proposed curb location within the public right-of-way. Verify if the existing curb is to remain or if a new curb is to be constructed for this project.

10) DS Sec.2-02.2.1.A.27: Provide a General Note stating that all fences or walls will require a separate permit for review and approval by all necessary Development Services Departments.

11) DS Sec.2-02.2.1.A.32: Provide approval from Andy Vera, Environmental Services, Andy.Vera@tucsonaz.gov to verify that refuse collection is acceptable to the Environmental Services Department at the proposed location.

12) DS Sec.2-02.2.1.A.32: Revise the site plan to verify the maneuverability, label and dimension the required 36-foot and 50-foot radii for the refuse container; clearly label these in plan view. Provide the required 14-foot by 40-foot clear approach. Refer to DS Sec.6-01 for all refuse requirements.

13) Review and approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. Refer to the following links for TDOT Forms and applications:
