This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for all areas of expansion and/or restriping of existing parking. 2. D.S. 2-02.2.1.A.12 Sheet C-6 indicates and area along the main entrance of the building that the sidewalk is flush with the vehicle use area. Per D.S. 2-08.4.1 Sidewalks within a project must be physically separated from any vehicle travel lane by means of curbing, grade separation, barriers, railing, or other means. This said Zoning acknowledges that bollards are called out for a portion of the area where the sidewalk is flush with the pavement on Sheet SP2. The entire area that the sidewalk is flush with the pavement is required to be physically separated. Show the proposed bollards on the civil site plan. 3. This comment was not fully addressed. Provide the docket and page for all easements shown on the plan. D.S. 2-02.2.1.A.20 If applicable show all easements of record graphically on the plan along with the recordation information, docket and page. 4. RESUBMITTAL COMMENTS: 1. THE DEVELOPMENT STANDARDS HAVE BEEN MODIFIED TO ALLOW A MINIMUM FONT SIZE FOR BOTH UPPER AND LOWER CASE, OF 3/32". SHEETS THAT DO NOT MEET THIS REQUIREMENT ARE CS, CA2, CA3 AND CA4. PLEASE CORRECT THESE SHEETS TO THE MINIMUM FONT SIZE OF 3/32" OR LARGER. B. Please provide a site plan showing all the accessible parking changes combined with the modified front entry and all associated accessible route changes and code compliances. RESUBMITTAL COMMENTS 1. OK C. As per ICC/ANSI 117.1, a marked crossing is "A crosswalk or other identified path intended for pedestrian use in crossing a vehicular way." In conjunction with Section 406.12 "Marked crossings that are raised to the same level as the adjoining sidewalk shall be preceded by a 24-inch (610 mm) deep detectable warning complying with Section 705, extending the full width of the marked crossing and Section 406.14 "Where detectable warnings are provided on curb ramps or at raised marked crossings leading to islands or cut-through medians, the island or cut-through median shall also be provided with detectable warnings complying with Section 705, are 24 inches (610 mm) in depth, and extend the full width of the pedestrian route or cut-through." A marked crossing is to be preceded by and terminated with a Detectable Warning. This provides for a detectable and safe passage for visually impaired persons to cross a vehicle way, PAAL, and is required by code as part of an accessible route to the accessible entrance of a building from all accessible parking spaces. 1. Please provide a marked crossing as defined above, for each group of newly modified accessible spaces shown on sheet C-7 to the accessible route at the front entrance of the building. Island cut throughs will be required for each accessible route. RESUBMITTAL COMMENTS: a. THE THREE GROUPS OF ACCESSIBLE PARKING REQUIRE THREE MARKED CROSSINGS AS CLEARLY DEFINED ABOVE IN COMMENT "C". PLEASE PROVIDE ALL NECESSARY MARKED CROSSINGS WITH DETECTABLE WARNINGS AS REQUIRED, SHEETS C-3 THROUGH C-7 AND LARGE SCALE PARKING DETAIL ON SHEET C-9A. 2. As per plan on Sheet C-5 and large scale plans on sheet C-9A, the space between each group of accessible parking does not meet minimum standards. This area is required by code to be an accessible route and as per zoning requirements is to be a minimum of 4' wide and constructed of concrete. The parking signs are to be located just outside the required parking area. The signage mounting shall not reduce the 4' wide accessible route requirement. Reference Zoning comments. RESUBMITTAL COMMENTS: a. MODIFICATIONS SHOWN ON LARGE SCALE PARKING DETAIL ON SHEET C-9A IS OK FOR ACCESSIBILITY HOWEVER ZONING WILL REQUIRE CONCRETE WHEEL STOPS. REFERENCE ZONING COMMENTS. 3. Shown on Details 1/SP-2 and 1/A1 but deleted from detail 1/A5.1 and all civil site drawings, is a 3' wide, Detectable Warning strip around the newly remodeled entry vestibule only. It does not surround the remodeled exit vestibule or the remodeled cart storage area. Please clarify the purpose for this strip because it is not required by the building code, the accessible code and COT development standards. It is non compliant with ICC/ANSI 117.1 because it does not allow for a marked crossing with detectable warnings as defined above in Paragraph "B". The zoning code does accept the bollards at a minimum of 8' o.c. as meeting the requirements for an accessible route and a vehicle way separation. Please reference Zoning comments. RESUBMITTAL COMMENTS: a. CHANGING THE TRUNCATED DOMES TO 6 X 6 PRESSED CONCRETE SQUARES IS ACCEPTABLE TO THIS ACCESSIBLE REVIEWER, HOWEVER ICC/ANSI DICTATES A DETECTABLE WARNING TO BE TRUNCATED DOMES. PLEASE REFER TO THE BAND OF 6X6 SQUARES SOMETHING OTHER THAN A "DETECTABLE WARNING". b. THE CIVIL DRAWINGS SHOW THE ACCESSIBLE ROUTE BEING FLUSH WITH THE PAAL EXTENDING MUCH FURTHER SOUTH THAN THE AREA SHOW FOR BOLLARD PLACEMENT. THE BOLLARDS MAY HAVE TO EXTEND FURTHER SOUTH WITH THE FLUSH AREA SHOWN ON CIVIL DRAWINGS. REFERENCE ZONING COMMENTS. 4.
