2. As per table 1106.1, Accessible Parking Spaces, two accessible spaces are required and one must be "Van Accessible". Only one space is shown to be provided.
3. Provide detectable warning strips at either end of the marked crossing as per ICC/ANSI 117.1, section 406.12 and 406.14.
4. All pedestrian refuge areas shown along with the accessible route on the side of the accessible spaces and in front of all the North facing parking spaces on the East and West sides will be required by Zoning to be concrete. Reference Zoning comments.
5. The accessible aisle shown as a combination parking aisle and accessible route is not compliant with ICC/ANSI 117.1, Section 502.8. Provide a separate parking aisle.
6. Please provide a large scale detail of the front entrance showing all ramps, accessible routes, entrance door and swings, dimensions and concrete walk separations from the vehicle way as per ICC/ANSI 117.1, Section 402, 404, 405, 406 and Zoning requirements for concrete paved finishes and their separation from the vehicle way.

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. The indicated existing use of this property as a Post Secondary Instructional is not correct. A T.I. was approved on 10-08-08 by zoning for an office use. A C of O for an office use was issued on 12-31-08.

The last approved site plan indicated 25 parking spaces being provided on site which is enough for a office use on this site but not enough for a postsecondary institution, educational use.

The number of required parking spaces for a post secondary educational use is as follows:
One (1) space per two hundred (200) sq. ft. GFA or one (1) space per two hundred fifty (250) sq. ft. of office area plus one (1) space per one hundred (100) sq. ft. of classroom area, whichever is greater.

Per the last approved plan there appears to be 3600 sq. ft. of class room and 752 sq. ft. of office. 3600/100=36 parking spaces + 752/250=3 parking spaces for a total of 39 parking spaces required.

Per LUC Sec. 3.3.3.10 Change of Approved Vehicular Use Area. Whenever zoning approval for a use has been granted and a parking plan for the use has been approved, zoning approval for a subsequent use on the property is conditioned upon the continued compliance with the parking provisions contained in the approved parking plan. Any change of the vehicular use area as shown on the approved parking plan must comply with the requirements of this Division.

2. Because of the change of use requiring additional parking spaces for this site, full code compliance for the entire site is required.

Provide a site plan showing compliance with DS 2-02.

05/04/2009 PETER MCLAUGHLIN LANDSCAPE REVIEW Denied The Landscape Section does not recommend approval of the plans at this time due to inconsistencies with adopted codes and standards. The plan was reviewed for compliance with the Land Use Code (LUC), Development Standards (DS) and other applicable standards and guidelines referred to in the comments.
Revise the plans as necessary to comply.

1. The canopy trees proposed are not found on the approved drought tolerant plant list and the photinia does not meet the definition of a canopy tree. Revise landscape plan. Refer to Arizona Department of Water Resources Low Water Use Plant List. Trees required within street landscape borders and vehicular are required to be canopy trees as defined in LUC 6.2.3 "A woody plant, other than a palm tree, with a mature crown diameter of at least fifteen (15) feet and having a trunk that, at maturity, is kept clear of leaves and branches at least six (6) feet above grade".

2. The site is required to include screening per LUC Table 3.7.2-I. Revise landscape plan to provide screening for the parking lot from Grant Road per 2-07.A.3. Screens are to be located so that the landscaping is visible from the street per DS 2-06.3.7.B.2

3. The proposed change of use requires full code compliance and interior landscape borders and screening are required along perimeter lot lines for the proposed educational use per LUC Table 3.7.2-I. Where motor vehicle parking spaces or parking area access lanes (PAALs) are located next to the property line, an interior landscape border is not required if:
a. An equivalent number of trees are planted elsewhere on the site between the building(s) and the property line.
b. The trees are evenly distributed over the site; and
c. The minimum planting area required in Sec. 3.7.2.3.A.1.c is provided for each canopy tree.

4. Both the proper and common name of each type of plant material must be listed. Indicate locations, size, and name of all existing vegetation to remain in place.

5. Remove the word "FUTURE" from the label "10-FOOT FUTURE STREET LANDSCAPE BORDER" on sheets L-1 and L-2.

6. The landscaping information may be removed from the site plan sheets C-1, C-2 and C-3 as it is only necessary to show landscape details on the landscape plan.

7. Fifty (50) percent or more of the street landscape border area must have shrubs and vegetative ground cover per LUC 3.7.2.4.

8. The sight visibility triangles on sheet C-2 are drawn incorrectly. SVT's are to be dimensioned from face of existing and future curb location, not from right-of-way lines. Revise as necessary. DS 3-01.5

9. Dimension the minimum width and label the square footage measured from the inside of tree planters in the vehicle use area. An unpaved area, which is a minimum of thirty-four (34) square feet in area and four (4) feet in width, must be provided for each canopy tree.

The Site Plan (SP) and Drainage Statement (DS) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Site Plan:

1. Please include a response letter to the comments along with the corrected copies of the SP.
2. Provide all existing and proposed buildings and structures, including location, size, height, overhangs, canopies, and use per D.S. 2-02.2.1.6.
3. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10. The SVT's are not shown correctly.
4. Show all points of egress and ingress including locations and width of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11. Will there be a cross access agreement with the property to the West?
5. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12. Connect the interior sidewalk with the new sidewalk along Grant Road.
6. Fully dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14. The loading space will require the service vehicle to back in excess of 100'. This is extreme. Perhaps moving the parking zone south would alleviate some of the back up distance. Revise as required.
7. Please provide Drainage patterns and finished grades per D.S. 2-02.2.1.16.
8. Please show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19. Six foot sidewalks are required along an arterial designated street.
9. Sidewalks, curbs and wheelchair ramps are required where applicable per D.S. 3-01.3.0 and installed with "Detectable Warnings" per ADAAG. Extruded curbs are not allowed in the public right-of-way. Call out all curbs on the plans.
10. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21.
11. Please provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23.
12. Show all fences, walls, or vegetation for screening and sight visibility by type, material, height, location and spacing per D.S. 2-02.2.1.27.
13. Show Site plan number (T09CM00862) on all sheets per D.S. 2-02.2.1.29.
14. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. Aerial photographs of the previous site showed a refuse enclosure, east of the building. Show where the refuse enclosure is relocated. Pedestrian access to the dumpster enclosure is required.
15. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
16. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable.
17. Call out all surface materials used on the legend as well as on the plans.
18. List the consulting engineer and the owner/developer on the plans with the pertinent information.
19. Add note: "Depress all landscaped areas 6" maximum for water harvesting".
20. Sidewalks must be physically separated from any vehicular travel lane by means of curbing, grade separation, barriers, railings, or other means, except at crosswalks.


Drainage Statement:
1. Please include a response letter to the comments along with the corrected copies of the DS.
2. A Drainage Statement is a brief description of drainage conditions applicable for a site which are not affected by 100 year flows of 100 cfs, of more……per S.M.D.D.F.M., chap. II, 2.1.2. The DS must be submitted along with the site plan and accepted with the approval of the grading plan.
3. The content and format of the Drainage Statement should follow S.M.D.D.F.M., chap. II, 2.2.
4. Show the project address or administration address on the cover sheet of the DS.
5. If applicable, add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DS.
