Engineering Division does not recommend approval of the site plan at this time. The following items need to be addressed: SITE PLAN COMMENTS: This project consists of a greater than 25% expansion per the Zoning Section review. The greater than 25% expansion requires that the entire site is reviewed and brought up to current full code requirements of the Development Standards and Land Use Code (this includes that all details and dimensions be shown on the proposed plan). 1) Make sure that all dimensions, details, sections, keynotes, proposed improvements and all other aspects of this project meet the minimum requirements within DS Sec.2-02, 3-01, 3-05 and 6-01 and are reflected on the site plan sheets. Restated. 2) Complied. 3) Complied. 4) Complied. 5) Complied. 6) Complied. 7) DS Sec.2-02.2.1.A.8: Revise the site plan to show a minimum unobstructed radius of 5 feet that is required at PAAL intersections, specifically at the PAAL access point and the start of the vehicular use area. This comment was not addressed. 8) Complied. 9) Complied. 10) Complied. 11) DS Sec.2-02.2.1.A.11: Revise the site plan to provide the required 25-foot radii at the PAAL entry point. Label the 25-feet radii and concrete curbs per City of Tucson Transportation Access Management Guidelines (TAMG), Section 5.5 at the driveway entrances located on 1st Avenue. Refer to DS Sec.3-01.3.2.C for street development standards. This requirement has been verified with TDOT Permits and Codes and is required. This comment was not addressed. 12) Complied. 13) Complied. 14) Complied. 15) DS Sec.2-02.2.1.A.12: Revise the site plan to show that all existing and proposed offsite handicap access ramps within the public right-of-way meet the design requirements per the public standard detail #207. Provide details and minimum slope requirements at all transitions from pedestrian circulation to vehicular circulation. Required 25-foot radii at entry point will require a redesign that may require the use of ramps for the public sidewalk, verify. This comment was not addressed. 16) DS Sec.2-02.2.1.A.12: Refer to comments from Ron Brown, RA Structural Plans Examiner for all onsite handicap and ANSI Standard requirements that apply to this project. Specifically the pedestrian access path that crosses in front of he 2nd loading zone inside the building. 17) Complied. 18) DS Sec.2-02.2.1.A.17: Provide the cut and fill quantities on the site plan. The comment "Not Applicable" does not satisfy this Development Standard. If cut and fill quantities are zero then provide a note on the site plan stating; "Cut- 0 Fill- 0." This comment was not addressed. 19) Complied. 20) Complied. 21) Complied. 22) Acknowledged. 23) Complied. 24) DS Sec.2-02.2.1.A.20: Verify that all existing and proposed easements are drawn with recordation information, location, width, and purpose of on the site plan. One example is the 1-foot no access easement adjacent to the front property line per the last approved Development Plan (Book 10, Page 003). The comment "Title Report Not Available" does not satisfy this comment. Since the easement is on the previously recorded Development Plan it must be shown on the new proposed site plan to be in conformance with the last approved plan, revise. This comment was not addressed. 25) Complied. 26) Complied. 27) DS Sec.2-02.2.1.A.32: Revise the site plan to provide a detail and dimensions for the proposed refuse containers. Refer to DS Sec.6-01 (Figure 3) for all required refuse enclosure dimensions and construction details. Per aerial view of the site the existing refuse containers are not located as shown on the proposed plan. It is acknowledged that the 2 containers can be located on one portion of the parcels; however a detail must be shown to verify that the refuse containers are constructed or will be constructed in conformance with DS Sec.6-01. Specifically, the 10'x10' clear inside dimension, bollards, CMU wall enclosure, approach apron and slope, gate, etc. This comment was not addressed. 28) DS Sec.2-02.2.1.A.32: Verify the maneuverability for the refuse containers. Provide approval from Andy Vera, Environmental Services, Andy.Vera@tucsonaz.gov to verify that refuse collection is acceptable to the Environmental Services Department. Refer to DS Sec.6-01 for all refuse requirements. This comment was not fully addressed. Due to the nature of the proposed vehicular use area and the tight corners, review and approval by Environmental Services is required prior to site plan approval. 29) Restated: Be advised that further comments may be forth coming on resubmittal of the site plan due to the full code requirement status. GRADING PLAN: 30) Restated: DS Sec.11-01.2.1: A grading permit may be required for this project depending on the proposed cut and fill quantities. A grading plan and a grading permit application will be required after site plan approval and prior to any construction activity. A grading permit may not be issued prior to site plan approval. 31) Restated: Please ensure that any future grading plan will be consistent with the Site Plan and Drainage Report Statement. Per discussion with Phil Veneziano the review of this site plan will be done with the use of Automotive Service and Repair - Major for the entire site. 2. DS 2-02.2.1.2 The south property line of the east lot is indicated as 158.93 in length, the north property line is indicated as 143.93'. Clarify. 3. Revise the proposed use in the project data portion of sheet SP-1 as follows: Automotive - Service and Repair "30", subject to: Sec. 3.5.13.5 4. DS 2-02.2.1.12 Clearly indicate that the sidewalk indicated on the west lot is physically separated from the vehicular use area. The indicated curbing along the new building is not required but a striped pedestrian refuge area is required in this area. The sidewalk from where the handicap access aisle meets the concrete to the gate is required to be physically separated. 5. Revise note for sign on the gate (to remain open during business hours) to include the 24' rolling gate also. 6.
