SUMMARY: Engineering Division has reviewed the site plan submittal and SWPPP plan submittal package. Engineering recommends conditional approval; the following grading & SWPP comments need to be addressed under a grading permit application.

COMMENTS:
1) Admin.Dir.1.07-6.III.A, DS Sec.11-01: This project has a total disturbance area of one acre or more, and has provided a SWPPP. Submit a green card / grading permit application card with resubmittal for the grading and SWPPP processing.
2) Although the change in disturbance area is negligible, the proposed electrical connection should be included in your disturbance limits on the plan view for SWPPP and grading inspection purposes. Revise disturbance / grading limits on sheets C1.0 and C2.0.
3) Tucson Code Chap.26 Art.2: The Stormwater Pollution Prevention Plan (SWPPP) does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP to according to the following comments:
a) Address the following general SWPPP comments:
i) Tucson Code Sec.26 Article 2: Provide registrant seals for SWPP report per COT Stormwater Ordinance.
ii) For resubmittal package, provide 2 copies of revised SWPPP exhibit, report, copy of NOI, and general permit.
b) Address the following comments for the SWPPP Report:
i) The Operator Certification Statement should have a statement with name & signature that they act as Operator and that they have operational control over the construction plans and specifications, including the ability to make modifications to those plans and specifications (e.g., owner, EOR, or developer of project), or you have day-to-day operational control of those project activities that are necessary to ensure compliance with a stormwater pollution prevention plan for the site or other grading permit conditions.
ii) At minimum, one operator, either the engineer of record or the project manager or owner as listed on the bottom of the second page of the NOI shall sign one of the operator certifications. Please note that the remaining signatures from the operators must be on the SWPPP on the site copy of the SWPPP (exhibit or report) at or before commencement of construction. (Part IV.C.1)
iii) Provide list of contractors & subcontractors to be filled out and updated on site and kept with the SWPP. Indicate in the SWPPP the name(s) of the party(ies) with day-to-day operational control of those activities necessary to ensure compliance with SWPPP or other permit conditions. Provide a table for recording the names and responsibilities for each party responsible for activities necessary to ensure compliance with SWPPP or other permit conditions. (Part IV.B.1.d)
iv) On page 32, revise runoff coefficients for project - values for B soil in developed conditions should be closer to 0.70 range (with pre-developed: 0.60).
v) Provide copy of completely filled-out NOI that has been sent to ADEQ.
vi) Provide a copy of the form for the NOT.
c) Address the following comments for the SWPPP exhibit sheets:
i) Outfall detail indicates at pipe at the low end of the existing ditch, although there is no existing pipe; correct / delete detail. Also, the detail for end of existing 18-in concrete pipe shows a concrete headwall; clarify whether this is to be constructed, or remove detail.
ii) Address the following legend comments:
(1) Clarify orange area at middle of project. This symbol is not included in legend; clarify.
(2) There are symbols in the legend for staging and concrete wash out areas that need to be identified on planview. A note stating location determined by contractor is not accepted.
iii) Show limits, dimensions, and designated locations on the planview for both temporary stockpile area, concrete washout area, and material / construction vehicle storage areas, with appropriate controls. Temporary material or vehicle staging / stockpile area, & concrete washout locations should not be located in or near basins, drainageways, or floodplain areas.
iv) Revise boundary controls according to the following comments:
(1) The proposed electrical connection should be included in your disturbance limits on plan view. Revise disturbance / grading limits on SWPPP exhibit to include installation and connection to existing electrical box. Assure all construction areas for improvements are included within the disturbance limits and within the control measures.
v) Provide a note to the SWPP plan cover sheet and/or front of SWPP report stating that the operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. The operator shall orally notify the office listed below within 24 hours:

4) For SWPP/grading submittal package, provide a response letter, 2 sets of plans, 2 copies of geotechnical reports), 2 copies of revised SWPPP package, and 2 copies of any other documentation.
