COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the entire site.

2. The site plan cannot be approved until this comment has been addressed. D.S. 2-02.2.1.A.5 It appears that some type of lot split or lot line realignment is proposed. Provide documentation that shows the lot split or lot line realignment has been processed through and approved by the City of Tucson. The lot split or lot line realignment must be approved prior to approval of the site plan.

3. This comment was not fully addressed. The "SETBACK PROVIDED" should match what is shown on the plan. D.S. 2-02.2.1.A.7 The setbacks shown under "SITE PLAN NOTES AND CALCULATIONS" are not correct, see redline.

4. D.S. 2-02.2.1.A.12 Provide a dimension on the plan from the proposed sign called out under Keynote 34 to the adjacent vehicle parking space. This dimension needs to be 1'-6" minimum or the vehicle parking space needs to be 10'-0" wide.

5. Revise "CLASS 1 BICYCLE PARKING REQUIREMENTS" to read "BICYCLE PARKING REQUIREMENTS". D.S. 2-02.2.2.A.4 Please clarify the bicycle parking calculation, provide a required and provided number on the plans. Per LUC Section 3.3.3.5 Bicycle Parking Requirements. The number of required bicycle parking spaces is calculated as a percentage of the total number of motor vehicle parking spaces provided.

6. Depending on how the above comments are addressed addition comments may be forth coming.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the site plan (T09CM00519) and Hydrologic/Hydraulic Report (Stanley Engineering & Drainage, Inc., 06MAR09, 16APR09) for the above referenced property. Engineering Division does not recommend approval of the site plan application at this time. The following items need to be addressed:


HYDROLOGIC/HYDRAULIC (HH) REPORT:

6) Revise the post developed work map to include all details or keynotes for all proposed hydraulic structures. Label the basin inlet and outlet, curb openings for the basin and vehicular use area, rock riprap locations, etc. This comment was not fully addressed on resubmittal.

7) Provide calculation sheets and a discussion within the HH Report for all proposed hydraulic structures for the proposed detention/retention basin. All aspects of the proposed drainage improvements/scheme must be clearly detailed in the report, including filter fabric, retaining wall design, weir outlet structures, etc. Not all aspects of this comment were addressed on resubmittal.

22) DS Sec.2-02.2.1.A.16: Revise the site plan to label the minimum dimension of 15 feet for the proposed basin access ramp. It is acknowledged that the specific details for the proposed hydraulic structures for the proposed detention/retention basin is not required on the site plan, however at a minimum all lengths and slopes are required to be shown. A basin access ramp must at a minimum meet the minimum dimension of 15-foot wide with a maximum 15% slope.

24) DS Sec.2-02.2.1.A.19: Since dedication or existing/future pedestrian improvements are not required through TDOT at this time for Benson Hwy then at a minimum label and dimension the future MS&R sidewalk area and curb location (12 feet for a future 150-foot right-of-way).

GRADING PLAN:

27) A grading permit application has been submitted for review to Development Services. Comments for the grading plan are under a separate review letter posted under T09BU00626. Please refer to those comments for any corrections required prior to grading plan approval. The grading plan can not be approved prior to Site Plan approval.

28) The submitted Floodplain Use Permit will be approved and conditioned based on the approved grading plan application.

29) Please ensure that any future grading plan will be consistent with the Site Plan, Hydrologic/Hydraulic Report, and Geotechnical Report. Grading standards may be accessed at:

30) The proposed SWPPP and exhibits meet the minimum requirements of the AzPDES Construction General Permit (CGP). However the SWPPP and Exhibits can not be stamped approved until approval of the grading plan. Provide both copies with resubmittal for stamp approval.


GEOTECHNICAL REPORT:

31) Restated: DS Sec.10-02.14.2.6: A geotechnical evaluation needs to be submitted for review, addressing the following:

a) Soils report should provide conformance with DS Section 10-02.14.2.6 regarding 30-foot boring for the basins, and provide a discussion of the potential for hydro-collapsible soils. Report should address building setback from the proposed detention/retention basin.

b) Provide slope stability recommendations for all proposed constructed slopes and recommendations for the proposed retaining wall.

c) Provide pavement structure design recommendations.

d) Acknowledged: A proposed 6-inch bleed pipe will drain the basin within the allotted time (DS Sec.10-01.3.5.1.3.a) per the HH Report.


GENERAL COMMENTS:

Please provide a revised site plan, HH Report, and Geotechnical Report that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.
