This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC). Per D.S. 2-02.2.2.B. The proposed project encompasses five (5) parcels (133-22-500E, 133-22-500F, 133-22-500G, 133-22-500H, 133-22-4970), and it appears to be four (4) different owners. Parcel 133-22-4970 is a stand alone site and due to the expansion requires full code compliance for the entire parcel. The remaining parcels, 133-22-500E, 133-22-500F, 133-22-500G, 133-22-500H, act as one site. As a building area expansion calculation was not provided, but it appears that the proposed INO will not exceed a 25% expansion full code is required for the areas of work only. 2. As this project comprises several parcels provide a copy of a cross access cross parking agreement that provides for pedestrian, vehicle access and cross parking for all parcels on site including 133-22-4970. 3. Provide a copy of the last approved site plan. 4. Remove all references to "EXISTING TO BE DEMOLISHED" and the associated dashed lines from the plan. A separate demolition plan will be required. 5. There are numerous strings of text and dimension that to not meet the minimum twelve (.12) point text size. Revise as required. 6. Provide a note on the plan stating "THAT THE PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA: SEC. 2.8.3, MAJOR STREETS AND ROUTES (MS&R) SETBACK ZONE; SEC. 2.8.4, GATEWAY CORRIDOR ZONE" 7. D.S. 2-02.2.1.A.2 Provide a property description (legal description) on the site plan. 8. D.S. 2-02.2.1.A.3 Provide a property address on the site plan. 9. D.S. 2-02.2.1.A.4 Provide a Location Map that meets the requirements of D.S. 2-05.2.1.D on the site plan. 10. D.S. 2-02.2.1.A.5 Clearly show all property lines one the site plan along with dimensions and bearings. 11. D.S. 2-02.2.1.A.6 For all proposed and existing buildings and structures, provide the size, height, identify any overhangs, canopies. 12. D.S. 2-02.2.1.A.7 Per LUC Section 3.2.6.5.B the required building setbacks, street perimeter yards, are measured from the building to the back of curb, existing or future. For this project provided a building setback dimension from the back of existing curb to the building. 13. D.S. 2-02.2.1.A.7 The setbacks shown under "INO - BUILDING SETBACKS" is not correct. Based on a Zoning Administrators determination all street setbacks for any development on a street shown on the City of Tucson Major Streets & Routes map will comply with LUC Section 3.2.6.5.B 14. D.S. 2-02.2.1.A.8 Provide a typical parking space details for both handicapped and standard spaces. 15. D.S. 2-02.2.1.A.9 Provide a detail for off-street bicycle parking, including materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports. 16. D.S. 2-02.2.1.A.9 As it does not appear that the INO expansion will exceed the 25% expansion the number of bicycle parking spaces for the INO will be based on the number of vehicle parking spaces required for the INO gross floor area of the building and outdoor seating. For you information LUC Section 3.3.7.8.A allows any use providing less than fifty (50) motor vehicle parking spaces may substitute Class 2 spaces for Class 1 spaces. This said based on 3965 sq. ft / 200 = 20 vehicle parking spaces required. 20 x 8% = 1.6 or two bicycle parking spaces required, all Class 2. Also a single inverted "U" bicycle rack can hold two (2) bicycles. 17. D.S. 2-02.2.1.A.9 Show the required bicycle parking for parcel 133-22-4970. 18. D.S. 2-02.2.1.A.10 Show existing and if applicable show future sight visibility triangles (SVTs) on the plan. 19. D.S. 2-02.2.1.A.11 Provide widths for all egress and ingress locations. 20. D.S. 2-02.2.1.A.12 Per D.S. 3-05.2.1.C.2.a the proposed pedestrian circulation/accessible route shown running from Kolb Road to the INO may not cross the stacking area for the drive through. 21. D.S. 2-02.2.1.A.12 Per LUC Section 3.4.3.4 Use of Loading Area. A loading space shall be used only for the purpose it is intended. This said the proposed pedestrian circulation/accessible route shown running from Kolb Road to the INO may not through the loading space. 22. D.S. 2-02.2.1.A.12 Show the required pedestrian circulation/accessible route for the proposed development on parcel 133-22-4970, see D.S. 2-08.0. 23. D.S. 2-02.2.1.A.12 For the parking shown along the north and west side of the development on parcel 133-22-4970 provide wheel stop curbing to prevent vehicles from over hanging the property and required landscape area, see D.S. 3-05.2.3.C.1. 24. D.S. 2-02.2.1.A.12 Provide dimension for the backup spur shown at the south end of the parking on parcel 133-22-4970. 25. D.S. 2-02.2.1.A.12 It does not appear that there is any type of curbing or barriers are proposed to prevent vehicles form leaving the paved areas of parcel 133-22-4970. 26. D.S. 2-02.2.1.A.13 For all existing and proposed signs show the type, size, and height on the site plan. 27. D.S. 2-02.2.1.A.14 The proposed loading space for parcel 133-22-4970 does not meet the size requirements 10' x 18' of LUC Section 3.4.5.6. 28. D.S. 2-02.2.1.A.18 Label both Kolb Road and Broadway Blvd. and MS&R and Gateway Routes. 29. D.S. 2-02.2.1.A.20 If applicable show all easements of record must be graphically shown on the plan together with recording docket and page reference. 30. D.S. 2-02.2.1.A.25 If applicable show all existing and proposed site lighting layout and type. 31. D.S. 2-02.2.1.A.28 Provide existing zoning of parcel and adjacent parcels, including those across streets and alleys. 32. D.S. 2-02.2.1.A.31 Provide the existing and proposed use on the plans for the INO. The proposed use should be listed as "FOOD SERVICE "30", SUBJECT TO: SEC. 3.5.4.6.C AND SEC. 3.5.13.5". 33. D.S. 2-02.2.1.A.31 Provide the existing and proposed use on the plans for parcel 133-22-4970. The proposed use should be listed as "GENERAL MERCHANDISE SALES "31", SUBJECT TO: SEC. 3.5.9.2.A". 34. D.S. 2-02.2.1.A.32 Show the proposed refuse container location for parcel 133-22-4970 on the plan. 35. D.S. 2-02.2.2. Provide calculations; Floor Area Ratio (FAR), Vehicle and Bicycle parking, Loading space, and Percent of Building Area Expansion, for parcel 133-22-4970 and separate from the remaining parcels 133-22-500E, 133-22-500F, 133-22-500G, 133-22-500H combined. For all calculations provide the required and provided. The building area expansion for parcels 133-22-500E, 133-22-500F, 133-22-500G, 133-22-500H maybe a negative percentage but is necessary as building area expansions are cumulatively and may effect future development. 36. D.S. 2-02.2.2.A.4 Please clarify what parking calculation you are using. It appears that you are using LUC Section 3.3.5.6 General Merchandise Sales: Shopping Centers. Where the gross floor area of a shopping center is fifty thousand (50,000) square feet or more, the parking requirements are as follows. Motor Vehicle Spaces. One (1) space for each two hundred (200) square feet of GFA. Based on this LUC Section and the 582 parking spaces shown for the main shopping center the center is short 35 vehicle parking spaces. A Board of Adjustment for Variance will be required for this reduction. 37. D.S. 2-02.2.2.A.4 If you are proposing to use the LUC Section 3.3.5.6 General Merchandise Sales: Shopping Centers vehicle parking space calculation provide a tenant list by LUC Use and square footage so that zoning can verify that the definition of a Shopping Center is met, see LUC Section 6.2.19. 38. D.S. 2-02.2.2.A.4 If you are proposing to use LUC Section 3.3.5 MIXED USE PARKING REQUIREMENTS provide a parking calculation the lists each use by LUC Use and square footage and the number of parking spaces required. 39.
