SUMMARY: DSD Engineering Division has reviewed the plan package submittal for Site Plan review, and recommends approval of the project. DSD Engineering Division has provided the following permit conditions to be addressed at construction. From field visit 11FEB09, looking at the master plan documents, and performing general runoff calculations, 10001 S Wilmot project will not be required to provide a hydrology report. Runoff at the 10001 S Wilmot location is less than jurisdictional flow of 100 cfs for the 100-yr event. For the Hayden-Udall CAP site and 10001 S Wilmot site solar projects, no Floodplain Use Permit applications will be needed for submittal. Other projects will be further checked to determine if Floodplain Use permit reviews are needed.

CONDITIONS OF PERMIT:
ADMIN.DIR.1.07-6.III.A, DS SEC.11-01.4.C: The following 15 conditions apply to permit T09CM00406:
1) Call for DSD Engineering Inspection meetings. For a DSD Engineering Inspection, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 837-4888, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html
2) A copy of the approved Plans and Permits shall be kept at the site at all times, until final site approval.
3) Disturbance limits, staging area, and access will include disturbance limits as shown on sheet C2.0 as well as west existing gravel drive and northeast existing asphalt drive. In the north 'triangular area' north of the array, there shall be no disturbance - see Landscape Inspector. Construction of switch pad and trenching for electrical manhole connection is included in disturbance limits.
4) Total disturbance and staging area is estimated at 5 acres. SWPPP is required to be submitted under a grading permit activity and approved prior to commencement of construction.
5) Interim erosion and sediment controls may be needed at limits of disturbance and placed per Engineer of Record within boundary limits and shall be maintained throughout the life of the project.
6) Compaction shall be per Speedie and Associates geotechnical report. For utility trenches below 2' in depth must be compacted to 95%. Backfill of trenches may be carried out using native excavated material provided over-sized material (>3") is removed first. This condition pertains to trench between MVSW-1 and the MH#8 point of interconnection. Geotechnical field reports for trenching backfill are required.
7) It is recommended that the concrete pad for the electrical switch located at the northwest corner of the project be elevated to a minimum 1-ft above adjacent natural grade for incidental flows during storm events.
8) See sheet C2.0 for Benchmark information.
9) At final construction stage, gravel is to be added to west existing gravel drive in location of staging and construction activity.
10) There shall be no disturbance outside of project parcel boundary without right of way use permits or construction easements for offsite work.
11) If construction is expected to last longer than the expiration date of the permit, contact DSD to renew/extend the Permit. If Final Inspection has not been completed before the Permit expires, and the permit has not been renewed, additional fees and reviews may be required.
12) Prior to request for final engineering inspection approval, all permanent erosion control improvements shall be installed and accepted by DSD including rock / established revegetation for all disturbed areas if not improved as per approved plan.
13) The permitee shall notify the DSD when the operation is ready for final inspection. Final approval shall not be given until all work, including backfilling of trenches and all permanent erosion control measures have been completed in accordance with the approved plan, geotechnical report, and permit, and all conditions of permit are completed.
14) Engineer of Record should be consulted for any revisions to plans. Proposed revisions to design have been discussed with Division Administrator and Civil Engineer at City of Tucson Development Services Department Engineering Division. Prior to final inspection for project, as-built submittal is required for review and approval prior to final project approval. As-built package shall include 2 copies of the as-built plan sheets with any additional details.
15) Letters of certification from Engineer of Record and Geotechnical Engineer for project substantial completion of project and As-built Plans are required along with geotechnical field reports and compaction statement for backfilling of electrical trench, and shall be submitted prior to final inspection. As-built shall have disturbance limits and areas of reseed and gravel placement shown on planview as well as labeling for utility lines, manholes, elevation of switch pad, compacted trench locations, any security fencing existing, and other as-built features.
