This parcel lies in a FEMA Zone AE (100-year) map number 040076 C 2226K, effective February 8, 1999. Federal law requires that a flood insurance policy be obtained as a condition of a federally backed mortgage or loan that is secured by a building located within a SFHA. The applicant is authorized to use a portion of the flood hazard area in the City of Tucson, Arizona, on the property described as:

1812 N Dragoon Street, Tucson, AZ 85745, A portion of parcel 115-17-125C, EL RIO ACRES LOT 69 EXC N2. In a portion of Township 14 South, Range 13 East, Section 3, for the construction of a Guest House.


The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard, and Watercourse Amenities, Safety and Habitat regulations, and are particularly bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not constitute a waiver of other requirements contained in the Tucson City Code, Land Use Code, or any other Federal, State, County, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under City of Tucson Floodplain and Erosion Hazard Regulations and Watercourse Amenities, Safety, and Habitat regulations require the issuance of an additional Floodplain Use Permit.

The following conditions apply to this permit:

1) This permit becomes invalid and is subject to additional floodplain review, if any required development permit changes the configuration of the improvement, or, if there is any further disturbance within the floodplain other than that outlined in this application. This floodplain use permit may be subject to conditions or restrictions designed to reduce or mitigate the potential damage or hazard to life or property resulting from development within the regulatory floodplain, floodway or erosion hazard areas as determined by the project engineer and accepted by the City of Tucson.

2) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties.

3) The Guest Houses is located within an A FEMA Zone AE (100-year Floodplain, as defined in The Floodplain and Erosion Hazard Management Ordinance, Chapter 26 of the Tucson Code (Ordinance).

4) Hydrology Report for 1812 N Dragoon Street (JE Fuller Hydrology and Geomorphology, 19MAR03), Signed by John Wallace (3-19-03).

5) For purposes of this permit the following flood elevations shall be used:

Base Flood Elevation (BFE) = 2309.6 feet NGVD 1929
Regulatory Flood Elevation (RFE) = 2310.6 feet NGVD 1929

Finished floor of the Guest House and the lowest point of any attached appliances including water heater, air conditioning units, etc. are to be at or above the Regulatory Flood Elevation (RFE).

6) Floodplain Approval of elevation certificate, prepared by an Arizona State Registered Land Surveyor, is required prior to final approval of single family residence or electrical inspection. The Elevation Certificate must include the identity and elevation of the lowest service equipment/machinery servicing the single family residence as well as the identity and location of all other equipment/machinery servicing the single family residence. All elevation certificates are to be returned to Development Services - Engineering Department at 201 N Stone on the 1st floor - for review, approval and the release for inspections.

7) Certification is required by an Arizona State Registered Professional Civil Engineer that the finished floor of the single family residence meets all the requirements of Section 26-9 of the Ordinance.

8) All work shall conform to the approved details and general Site Plan, which are made part of this permit.

9) Within 5 (five) days of issuance of this permit, and through completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "CONSTRUCTION PROCEEDING UNDER REQUIREMENTS OF CITY OF TUCSON FLOODPLAIN USE PERMIT # T09OT00405 FOR INFORMATION PLEASE CALL 791-5550."

10) This Floodplain Use Permit and plans shall be kept in a readily accessible location on site at all times.

11) Any additional future disturbance of the floodplain shall have separate floodplain use permit applications submitted to this office for review and approval.

12) Contractor will need to call for floodplain use permit inspections by Development Services Department Engineering Division Inspection Team (791-5550) prior to and after the installation of the prefabricated storage container.

This Floodplain Use Permit will be automatically revoked and becomes invalid for non-compliance to conditions set forth in this permit. Also, this permit will expire one year from its date of approval. Renewal of this permit will require a new application, review and approval of that application by the City of Tucson, Development Services Department, Engineering Division.

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, we request that you please provide revised plans and calculations, highlighting any changes, along with a written response to each of the noted items indicating action taken.

SCOPE OF REVIEW:
The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2006 International Residential Code, 2006 International Energy Conservation Code, and Arizona State amendments to the 2006 Uniform Plumbing Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL REQUIREMENTS:
All corrections and revisions shall be made on original tracings or a finished reproducible set. Return two sets along with a set of the first submission for reference. Pen or pencil corrections on final prints will not be acceptable. To avoid delays, ensure that all corrections have been made, are complete, and have been coordinated on all applicable detail and note sheets. (Do not cloud the changes made for comment revisions). Incorporate changes on originals and provide two copied sets for review.

All engineers and architects involved in the design of the structure are to seal the related sheets of plans, details and calculations in accordance with the rules of the State Board of Technical Registration.

The City of Tucson adopted the 2006 IRC with amendments on 6/12/2007, the 2006 UPC with amendments on 7/10/2007, effective 1/1/2007 the Inclusive Home Design and starting 3/1/2009 Solar Water Preparation. GENERAL NOTES:

1. Show the minimum 12" footing below the interior bearing walls shown on the Rafter Plan, R403.1.

STRUCTURAL PLANS:

1. Note the size and weight of the HVAC on the roof framing plan for verifying the truss load carrying capacity used for the engineered truss design, M1401.
2. Note scissor truss installation with (TC) slotted ties at one wall connection providing appropriate uplift rating per engineered design, R802.10.5.

SECTIONS - DETAILS:

1. Show the ceiling gypsum board as either 5/8" or ½" sag resistant when applied to 24" o/c ceiling framing, IRC table R702.3.5 footnote d. Show on Detail A/4.

PLUMBING PLANS:

1. Provide consistent Code reference and fixture units. Revise the fixture units using 2006 UPC values.
2. Provide water hammer arresters wherever quick-closing valves are installed in a water distribution system. The devices should conform to ASSE 1010-2004. Water hammer arresters are required for clothes washer, dishwasher and refrigerator water connections, UPC 609.10.

ELECTRICAL PLANS:

1. Specify recessed lighting with 3" separation from combustibles or IC listing, R808, and compliance with energy efficiency leakage, N1102.4.3.
2. Show sub-panel feeder conductor size, E3605.
3. Show two or more 2O AMP small appliance circuits at the kitchen countertop receptacle outlets; they may also serve the breakfast room and dining room, but not other locations, E3603.2 and E3801.3 through E3801.4.5.
4. Note that combination type arc-fault circuit interrupter shall protect bedroom outlets including lights, E3802.12.
