COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the effected area only, not considered an expansion of site, building or vehicle use area.

2. This project requires a site review.

3. Provide a site plan that meets the minimum requirements of D.S. 2-02. The following items and/or calculations need to be addressed on the site plan.

4. D.S. 2-02.2.1.A.6 For the purpose of verifying street perimeter yards, setbacks, provide maximum proposed heights for all structures, panel at full height, from design grade to the highest point on the plan.

5. D.S. 2-02.2.1.A.7 Street perimeter yard for Country Club Road is based on the back of future curb. Show the future right-of-way (ROW) and future curb location for Country Club Road and provide setback dimension to proposed structures, panel at full height.

6. D.S. 2-02.2.1.A.7 Please verify what the Average Daily Traffic (ADT) is for Corona Road. Once the ADT is established for Corona the required street perimeter yard can be verified. Provide setback dimensions as required.

7. D.S. 2-02.2.1.A.18 Label Country Club Road as an "MS&R" on the plan.

8. D.S. 2-02.2.1.A.19 Provide future ROW dimensions on the plan.

9. D.S. 2-02.2.1.A.28 Show the existing and proposed zoning of parcel and adjacent parcels, including those across streets and alleys on the site plan.

10. D.S. 2-02.2.2.A.1 Provide a gross lot area for the area of this project only.

02/05/2009 ANDREW CONNOR LANDSCAPE REVIEW Denied 1. A street landscape border, per Sec. 3.7.2.4 of the LUC, is a landscape area with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress.

2. Street landscape borders shall be located entirely on site, except that, if approved by the City Engineer or designee. Obtain permission for any off site landscaping.

3. Fifty (50) percent or more of the street landscape border area must have shrubs and vegetative ground cover per LUC 3.7.2.4

4. Indicate square footage of all landscaped areas and calculation of the percentage of vegetative coverage per DS 2-07.2.2.2.g.

5. One (1) canopy tree must be provided for every thirty-three (33) linear feet of landscape border per LUC 3.7.2.4.

6. A 30" continuous screen along entire street frontages for vehicle use area must be provided per LUC Table 3.7.2-I.

7. The screening requirement is in addition to the landscape requirements. The use of vegetation to satisfy the screen requirement is allowed only to provide for alternative treatment and is not in any way meant to imply that the vegetative screen can also be used to meet the landscape requirement. 8. All disturbed, grubbed, graded, or bladed areas not otherwise improved shall be landscaped, reseeded, or treated with an inorganic or organic ground cover to help reduce dust pollution LUC 3.7.2.7.

SUMMARY: DSD Engineering Division has reviewed the plan set and hydrology statement submittal for Site/Grading Plan review, and does not recommend approval until the following comments are addressed.

SITE/GRADING COMMENTS:
1) DS Sec.11-01.4.1.C: Explain in response letter or clarify on plans project requirements listed on page 4 of hydrology statement. Specifically address the following comments:
a) Label ramp material for detail 1 /2 on sheet 3.
b) On sheet 20, as well as, page 1 of structural calculation pages, and page 4 of the hydrology statement, the notes state that all electrical equipment is to be placed above WSEL. (Electrical components & transformer 2-ft, and other solar equipment 1-ft above 100-yr WSEL.) Regarding the WSEL, address the following comments:
i) Sheet 18 shows cassion embedment sections and 22 only shows underground conduit detail. Provide above WSEL details on sheet 18 showing basin bottom and WSEL elevations to clarify restrictions. On sheet 18 and on grading plan sheets, provide clarification of WSEL's for cross sections and further details for clarification of the locations and foundations for the piles/drilled shafts, cassion structures on the plans.
ii) Notes on sheet 20 refer to underground electrical conduit; provide notation for conduit specifications for above WSEL.
iii) Revise transformer pad detail on sheet 22, to show WSEL and 2-ft clearance to lowest structure elevation of the transformer.
iv) On sheet 3, show cassion / piles on section detail 1/2.
c) Clarify the following spillway comments:
i) Clarify extents of existing fence along Country Club is to be removed.
ii) Provide clarification regarding existing ground elevations and proposed fill / compaction for detail 3/3 sheet 4.
d) Tucson Code Sec. 26-8(a)(2)b: Provide sample basin maintenance log sheet(s) that includes: maintenance of outlet pipe, inlet pipe, slope stabilization, sedimentation, erosion protection, and discussion regarding how the panels within basin will be maintained in such a way as to minimize or eliminate contaminants within basin area.
e) Show and label existing security fence and label to be removed on sheet 3 detail 1 /2.
f) Dimension top of berm for new security fence near surge tank parcel on sheet 6.
2) There is an existing channel and pipe system to the west of the basin, north of Corona Road south of existing PAAL, just west of south entrance from Corona Road. It appears to drain some overflow from the basin, this pipe appears clogged and needs maintenance. Show within grading limits if part of scope of work.
3) Grading plan shall show delineation for disturbance area / limits of grading; provide disturbance area (square feet) - delineate grading limits on a planview.
4) Provide SWPPP, with a copy of General Permit, showing on planview locations of the proposed stabilization practices / interim erosion control methods. The SWPP shall clearly delineate disturbance area / limits of grading.
5) A Floodplain Use Permit application will be needed for next submittal.
6) DS Sec.11-01.16: Add note to sheet 3, that completion documentation including letter confirming basin function, and as-built drawings (sheets 3-6) are required prior to final grading approval.
