SUBJECT: Blue Sky Grading Plan Engineering Submittal Review REVIEWER: Elizabeth Leibold LOCATION: T15S R14E Section 6 REFERENCE: S07-085 ACTIVITY NUMBER: T09BU01689 SUMMARY: The Grading Plan, a copy of the Tentative Plat, Drainage Report, and Pattison-Evanoff Geotechnical Engineering Report Addendum No.2, and SWPPP report were reviewed by Engineering. Engineering does not recommend approval of the Grading Plan at this time. The Drainage Report was reviewed for Grading Plan purposes only. GRADING PLAN COMMENTS: 1) City of Tucson Development Standards (DS) Section No.2-03.5.2: The grading plan cannot be approved unless it is in conformance with an approved tentative plat. The access ramp for Old Nebraska Wash needs clarification on the grading plans - provide additional details and planview information clarifying construction, easements, and dimensions/slopes. 2) Add grading permit application activity number T07BU00961 on the plans. 3) Address the following drainage / floodplain related comments: a) Provide capacity analysis at inlet along property line between lots 31/34. Show a detail on grading plan indicating WSEL during 100-yr event between walls. b) Label name of Old Nebraska Wash on planview sheet 5. c) Provide spot elevations along bottom of basin access ramp that reflects ramp slope and a minimum of 1% slope within basin bottom for positive drainage. 4) DS Sec.11-01.4.1.C: Address the following geotechnical engineering report related comments: a) Provide full set of geotechnical report and addenda with resubmittal. Further comments may be pending. b) On sheet 2, detail 9, show any A/C unit / utility pads if located along the side yards with minimum setback (usually an additional 3-ft). This setback must be recommended/referenced in the Geotechnical Report. Otherwise add note that A/C units shall not be located on side yards. 5) Label more existing contour lines on planview sheets. 6) On sheet 1, address the following comments: a) Please add reference for subdivision case number (S07-085). b) Remove accepted signature line and provide area for approval stamps for grading permit. c) Regarding Legend, add disturbance/grading limits line to legend. d) Provide local benchmark location on or closer to site for grading plan and provide datum. e) Add the following as general grading notes to help facilitate finalizing and inspections for the grading permit: i) There shall be no disturbance or stockpiling outside of the approved Grading Limits as shown on the Grading Plan. Stop Work Order or other penalties may be issued if there is any disturbance in Old Nebraska Wash. ii) Please update references to DSD to PDSD (Planning & Development Services Department). 7) Address the following detail comments on sheet 2: a) DS Sec.11-01.9: Per TDOT, 2-ft minimum offset applies to all grade breaks / change in slopes at any lot or parcel boundary adjacent to right-of-way including Old Nebraska Wash. Clarify grading limit line with 2-ft minimum offset on profile details 4, 5, & 6. b) Show some heavy duty construction fencing for grading/disturbance limits along Old Nebraska Wash. c) Clarify Floodplain limit on detail 5. d) On detail 7, extend erosion protection for all areas that are not adjacent to walls. e) Provide access ramp detail. f) "Detail 1 on sheet 10" reference on detail 4 - check whether this should be "…10 on sheet 2". g) Reference detail 10 for detail 7 on sheet 2. h) On this sheet, please consider adding note that states that inspection is required for toedown or other subsurface structures before backfilling. i) Detail 6 on sheet 2, clarify Project Boundary - whether this is parcel boundary limit. j) Provide wall opening detail for any future walls. 8) On sheet 3 address the following comments: a) Provide detail 3 referenced in keynote I. b) Explain reference to sheet 4A for keynote A on sheet 3. c) For Section detail 2, provide callout/reference for the easement/ ROW Use permit information for the offsite construction of spillway. 9) On sheet 4 address the following comments: a) Provide section detail to clarify change in elevations in proposed wall along rear of lots. b) Label more existing contour lines in adjacent offsite area. c) Explain easement type of area at the rear of lot 8 on sheet 4, as to whether this is an access easement for maintenance of Old Nebraska Wash. 10) On sheet 5 address the following comments: a) Provide section detail with WSEL at the area between lots 31 and 34. b) Detail 1 on sheet 5 will need to be reviewed by TDOT maintenance - PDSD will contact TDOT for acceptance. 11) For survey and boundary data, clarify the following: a) Boundary data needs to match title report exhibit, provide exhibit of legal description. Label as measured, calculated or recorded. b) On planview sheets, clarify locations and make legible all survey monuments to be set and found. c) Provide a more local benchmark for project and show on a planview. Clarify datum and local basis of elevation. d) Provide copy of most current title report with next submittal to compare easement information. Assure all easements are shown. e) Clarify the delineation / linetype for all planviews on all sheets. 12) Contact Fire Department regarding application for fire box for proposed gate. An application will be enclosed with the grading plan package. 13) Tucson Code Chap.26 Art.2: The Stormwater Pollution Prevention Plan (SWPPP) does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to the following comments: a) Address the following general SWPPP comments: i) For inspection purposes, please fill out the enclosed City of Tucson's "AZPDES - Posting Requirements" green sheet, and post it or the NOI at construction entrance of the site at beginning of construction activities and maintain this posted document throughout project construction. ii) Label and provide leader line that identifies the receiving waters (Old Nebraska Wash) on the plan view exhibit map in report. iii) For resubmittal package, provide 2 copies of revised SWPPP report with exhibit, copy of NOI, blank copy of NOT, and general permit. b) Address the following comments for the SWPPP Report: i) Table of contents show specific page numbers yet numbering of appendix is either inconsistent or incorrect. Check appendix page numbering/location to match table of contents. ii) Revise Operator Certification Statements to include in the statement that they act as Operator and that they have operational control over the construction plans and specifications, including the ability to make modifications to those plans and specifications (e.g., owner, EOR, or developer of project), or that they have day-to-day operational control of those project activities that are necessary to ensure compliance with a stormwater pollution prevention plan for the site or other grading permit conditions. iii) Provide list of contractors and subcontractors to be filled out at commencement of grading construction activity and to be updated on site and kept with the SWPP. Indicate in the SWPPP the name(s) of the party(ies) with day-to-day operational control of those activities necessary to ensure compliance with the SWPPP or other permit conditions. Provide a table for recording the names and responsibilities for each party responsible for activities necessary to ensure compliance with the SWPPP or other permit conditions. (Part IV.B.1.d) iv) Provide sequential list of grading construction activities for this project. The sequence of major activities should state whether establishment of erosion and stormwater controls are to occur prior to clearing and rough grading of this site. v) Provide a copy of the form for the NOT. See the weblink: http://www.azdeq.gov/environ/water/permits/download/constnot.pdf c) Address the following comments for the SWPPP exhibit sheets: i) Show limits, dimensions, and designated locations on the planview for both temporary stockpile area, concrete washout area, and material / construction vehicle storage areas, with appropriate controls. ii) Temporary material or vehicle staging / stockpile area, and designated concrete washout locations should not be located in or near basins, washes/river, floodplain, or water harvesting areas. Show on plans where the relocated areas minimize conflict with water harvesting, basins, washes, and/or floodplain areas. iii) Show stabilized entrances. Dimension minimum depth and minimum length (50-ft) of stabilized entrance on SWPP exhibit. Label rock size for construction entrances (typically 3-in min, 6-in max). iv) Revise boundary controls according to the following comments: (1) Revise location of controls and grading/disturbance limits at edge of project to be included within the parcel boundary limits. v) Provide the following general notes on the SWPPP cover sheet: (1) Add note stating a water truck or other temporary water source will be provided for dust control, otherwise explain how wind erosion/dust control will be achieved and provide specific practices. (2) Provide note stating that adjacent street shall be cleaned daily of sediment and other construction debris. Specify that when sediment escapes the construction site, offsite accumulations of sediment must be routinely removed and at a frequency sufficient to ensure no adverse effects on water quality. (Part IV.D.2.a) (Part IV.D.2.c) (3) Add notation regarding restriction of storage or placement of construction material and vehicles within basin area or near wash. (4) Add note that on-site adjustments of type of stormwater controls to basin inlet at scupper may be necessary to accommodate for reduction of sediment build-up or prevent ponding. Otherwise, provide additional controls at proposed scupper entrances when paving is in place (ie prior to final grading inspection), or revise plan to show a control measure that can be installed when asphalt is in place. 14) Check redlines. 15) Resubmit two copies of the revised grading plan, redline copy, current title report, Drainage Report, one copy of Tentative Plat, two copies of revised SWPPP, two copies of the geotechnical report and all addenda, and comprehensive response letter.
