SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed grading plan (T09BU01377), Drainage Statement (Engineering and Environmental Consultants, Inc., 19MAY09) and Stormwater Pollution Prevention Plan (Westland Resources, Inc., 10SEP09) for the above referenced property. Engineering Division does not recommend approval of the grading plan application at this time. The following items need to be addressed:

GRADING PLAN COMMENTS:

1) The grading plan can not be approved until verification that all details, locations, dimensions, and plan profiles match the approved development plan. All items on the grading plan must match the development plan plus provide additional construction information on the grading plan sheets for construction purposes.
2) Revise the grading plan to label the minimum 15% slope for the proposed east basin access ramp. A basin access ramp must at a minimum meet the minimum dimension of having a 15 foot wide access with a maximum 15% slope, clarify.
3) Revise Sheet 3 of the grading plan to provide a label in plan view for Keynote # 8 as described. All Keynotes must be labeled in plan view.
4) Revise Detail G/5 on Sheet 5 to label the proposed filter fabric specifications by type and weight. Verify that all references to filter fabric in the details provide the specifications for the type of fabric being proposed.
5) Revise Details B/5 and F/5 to provide the method of placement for all rock riprap pads on the proposed 3:1 (H:V) slopes for construction purposes. Specifically state if the rock is to be hand placed, dumped, and if the stone is to be angular or round.
6) Revise Detail F/5 to provide the dimension for the proposed bench in the 3:1 (H:V) basin side slope. Verify that all benching meets the recommendation within the geotechnical report.
7) Revise Keynotes # 1 and 2 and plan view on Sheet 6 to correctly dimension the required near and far side lengths for the proposed sight visibility triangles. Refer to the development plan for the correct dimensions.
8) Provide a Grading Note on the grading plan to state the following: "Call for a Pre-construction meeting prior to start of earthwork. To schedule a DSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 791-5550 extension 2101, or schedule inspections online at:

STORMWATER POLLUTION PREVENTION PLAN COMMENTS:

9) The proposed SWPPP and Exhibits meet the minimum requirements of the AzPDES Construction General Permit (CGP). However the SWPPP and Exhibits can not be stamped approved until approval of the grading plan. Provide all copies with resubmittal for stamp approval.

GENERAL COMMENTS:

Please provide a revised grading plan along with 3 copies of the SWPPP that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.

Further comments may be generated upon resubmittal of the grading plan review.

09/30/2009 ANDREW CONNOR NPPO REVIEW Denied Add the following notes to the grading plan:

" Pima Pineapple Cactus / coryphantha scheeri var. robustipina are located on-site. The Plan shall be in conformance with the requirements of the Federal Endangered Species Act and the Arizona Native Plant Law.

" Fencing shall be required during construction per DS 2-06.8.0 Fig.1 for all undisturbed natural desert areas of Protected Native Plants and for individual Protected Native Plants to be preserved-in-place. The area to be fenced shall be beyond the "drip-line" of the vegetation by one-half (½) the distance of the "drip-line" radius. For Saguaros and cacti, the area to be fenced shall be equal to the distance of one-half (½) the height of the plant per DS 2-15.6.0

" NPPO PRE PERMIT INSPECTION MUST BE PERFORMED PRIOR TO GRUBBING OR GRADING.

Ensure that all Engineering comments and concerns are addressed prior to NPP/Landscape approval.

Comments:

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. In addition, we could not verify that the grading plan was in compliance with the approved development plan for Zoning Review. Please submit one copy of the approved and stamped Development Plan, Landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the approved development plan. Additional comments may be forthcoming.
