Comments:

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the grading plan was in compliance with the approved site plan. Please submit two copies of the approved and stamped site, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to insure compliance with the approved and stamped site plan. Additional comments may be forthcoming.

RESUBMITTAL REQUIRED: Grading Plan, Drainage Statement and SWPPP

The Grading Plan (GP), Drainage Report (DR) and Stormwater Pollution Prevention Plan cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Grading Plan:
1. The Grading Plan, Drainage Report and SWPPP cannot be approved prior to the approval of the Site plan. Additional comments to the GP may be forth coming due to the changes that may occur on the site plan.
2. This project is located in a FEMA designated AE zone flood plain. A flood plain use permit is required.
3. Please include a response letter to the comments along with the corrected copies of the GP.
4. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207.
5. List administrative address/site address on plans.
6. List Site plan number (T09CM01358) and Grading Plan number (T09BU00777) on the plans.
7. Show cross section with transverse and longitudinal slopes.
8. Call out surface paving material.
9. Curb and Gutter elevation include drainage flow with percent slope.
10. Show details of all surface materials.
11. A permit or a private improvement agreement might be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
12. Show the 100-year flood peak discharge.

The site plan and grading plan are combined so the detail shall be shown on the detail sheet fully dimensioned. The service vehicle cannot reverse in excess of 40' in order to exit the site.
18. Show/call-out all perimeter walls on the property lines with drainage blocks.
19. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
20. 6 foot sidewalks are required on all projects that have frontage with a MS and R street.
21. Water harvesting areas cannot be located in the present or future R/W. Relocate water harvesting areas or obtain permission from Permits and Codes for location of water harvesting areas in the R/W.
22. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable.
23. Although the note on sht. 3 of 3 claims there will be no grading in the flood plain, the construction of S/W's, ramps, water harvesting are required. How can this be?
24. Show the limits of the 100-year floodplain and water surface elevation per D.S. 2-02.2.1.15.
25. Provide 2' depressed curb openings or show how the stormwater will be directed into the water harvesting areas.
26. Provide bollards for the 7' depressed curb for water harvesting.
27. Properly depict the cross-sections A/1 and B/1.
28. Call out extruded or vertical curb details and locations.
29. Please show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19. The correct future R/W for Ft. Lowell is 100' (50' half) and for First Ave. is 120' (60' half). Also see comment no. 4.
30. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21.
31. List the source of the "Basis of Bearing" in the BOB note.
32. All lettering and text (upper or lower case), and numbering, to be a minimum of 3/32 inches in height to assure the plan will be legible during review and when digitized and/or reduced for archiving per DS 2-01.
33. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10. Major Streets and Routes (MS&R) intersection widening is required for this project.
34. Fully dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14.

Drainage Statement:
1. Please include a response letter to the comments along with the corrected copies of the DS.
2. Include a comparison between the volume of the stormwater in all the water harvesting areas and the required 5-year threshold retention amount in the DS.
3. Show/call-out all perimeter walls on the property lines with drainage blocks.
4. Provide 2' depressed curb openings or show how the stormwater will be directed into the water harvesting areas.
5. Call out peak discharges entering and exiting the site.
6. Show details of all surface and subsurface drainage devices including aprons and basins.
7. Show the project address or administration address on the cover sheet of the DS.

Stormwater Pollution Prevention Plan
1. Show the concrete wash-out area on the site map.
2. Use arrows to show the direction(s) where stormwater will flow for all areas within the project limits (This is for the period during construction, not final contours. Flow direction may change as project grading progresses; when this occurs, maps are to be updated.). Part III.C.3.a.
3. Show areas of soil disturbance and areas that will not be disturbed. Part III.C.3.b.
ADMINISTRATIVE:
4. Ensure the SWPPP is signed be an arson meeting the certification requirements of Permit Part VIII.J. Part III.A.3, Part VIII.J.2.
5. Include a copy of AZPDES permit (AZG2008-001) with the SWPPP. Part III.D.1.
6. Include a copy of the completed NOI form that was submitted to ADEQ. Part III.D.2.
7. Include a copy of the authorization certificate received from ADEQ. Part III.D.3.
8. Identify any city or county which received a copy of the authorization certificate. Part III.D.4.
9. Any reference to the permit shall be from the current General Permit No. AZG2008-001. Change any reference from permit no.AZG2003-001.

10. Add a note stating that the operator(s) shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. The operator shall orally notify the office listed below within 24 hours:

Signature Requirements
11. Include a certification and signature for each operator in accordance with Part VII.K. (Part IV.J.1).
12. All NOIs must be signed and certified as follows:
a) For a corporation: By a responsible corporate officer. For the purpose of this Part, a responsible corporate officer means:
i) A president, secretary, treasurer, or vice-president of the corporation in charge of a principal business function, or any other person who performs similar policy or decision-making functions for the corporation; or
ii) The manager of one or more manufacturing, production, or operating facilities, provided, the manager is authorized to make management decisions which govern the operation of the regulated facility including having the explicit or implicit duty of making major capital investment recommendations, and initiating and directing other comprehensive measures to assure long term environmental compliance with environmental laws and regulations; the manager can ensure that the necessary systems are established or actions taken to gather complete and accurate information for permit application requirements; and where authority to sign documents has been assigned or delegated to the manager in accordance with corporate procedures.
b) For a partnership or sole proprietorship: By a general partner or the proprietor, respectively; or
c) For a municipality, state, federal, or other public agency: By either a principal executive officer or ranking elected official. For purposes of this section, a principal executive officer of a Federal agency is the chief executive officer having responsibility for the overall operations of a principal geographic unit
