1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the grading plan was in compliance with the approved site plan. Please submit two copies of the approved and stamped site, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to insure compliance with the approved and stamped site plan. Additional comments may be forthcoming.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the proposed grading plan (T09BU00642), and an unsealed and unsigned Hydrologic/Hydraulic Report (Stanley Engineering & Drainage, Inc.) for the above referenced property. Engineering Division does not recommend approval of the grading plan application at this time. The following items need to be addressed:


DRAINAGE REPORT:

1) Provide a sealed and signed copy of the proposed Hydrologic/Hydraulic Report (Stanley Engineering & Drainage, Inc.). The grading plan will not be approved until a sealed and signed copy of the report is provided. Arizona Administrative Code R4-30-304. Use of Seals: D. A registrant shall sign, date, and seal a professional document: 1. Before the document is submitted to a client, contractor, any regulatory or review body, or any other person, unless the document is marked "preliminary," "draft," or "not for construction." The sealed and signed report is for record keeping purposes associated with the grading plan activity.


GRADING PLAN COMMENTS:

2) DS Sec.10-02.2: The grading plan submittal did not include a signed and sealed Hydrologic/Hydraulic Report from a civil engineer. The grading plan can not be fully reviewed until a sealed and signed HH Report is submitted for review showing all proposed drainage infrastructure and that the grading plan conforms to the proposed HH Report and approved site plan.

3) The grading plan can not be approved until verification that all details, locations, dimensions, and plan profiles match an approved site plan. All items on the grading plan must match the site plan plus provide additional construction information on the grading plan sheets for construction purposes.

4) Revise the grading plan and the proposed scupper location (Keynote #23) within the proposed right-of-way so that the scupper is perpendicular to the existing/proposed curbing. If angled scuppers are proposed in the right-of-way due to elevation constraints provide tentative approval from TDOT Permits and Codes; Thad Harvison, (520)-837-6592 or Thad.Harvison@tucsonaz.gov for all right-of-way requirements.

5) Revise the grading plan and all details or keynotes to provide the rock rip rap sizing, thickness, method of placement, filter fabric specifications, etc. for all proposed rip rap pads for construction purposes.

6) DS Sec.11-01.9: Revise the grading plan to dimension in plan view and within the details the required 2-foot setback from all property boundaries to the proposed limits of grading, top of fill slopes, and proposed walls (the grading plan is required to label this clearly at all property line cross sections).

7) Revise the grading plan and associated detail to clearly show that the proposed walls and footers are constructed entirely onsite. The proposed details do not clearly show the property lines and 2-foot setback. The footers appear to extend past the existing property line and onto the adjacent property. The wall and footers can be built up to the property line, but must be labeled and dimensioned to clearly show that no encroachment or grading onto adjacent property will happen with the construction of the wall. If offsite improvements are proposed a notarized letter of approval is required from the adjacent property owner(s) and a construction, maintenance and access easement will be required prior to grading plan approval. The easements must be labeled in plan view.

8) Revise the grading plan and Basis of Elevation Section to label the datum reference (NGVD29 or NAVD88) used for the invert elevation.

9) Refer to comments from Ron Brown, RA Structural Plans Examiner for any handicap accessibility comments that maybe associated with this project. Provide a separate detail for all onsite handicap access ramps.

10) DS Sec.6-01: Revise the grading plan and associated details to verify that the refuse enclosure meets the minimum requirements of DS Sec.6-01, Figure 3. Clarify the required 14-foot by 40-foot clear approach. Refer to DS Sec.6-01 for all refuse requirements.

11) DS Sec.6-01: Provide approval from Andy Vera, Environmental Services, Andy.Vera@tucsonaz.gov to verify that refuse collection is acceptable to the Environmental Services Department at the proposed location.

12) Provide a copy of the referenced Geotechnical Report with the next submittal. Provide a note to include the reference to the Geotechnical Report prepared for this project. Provide the date, job number, engineer who prepared the report, etc.

13) Revise Grading Note #23 on the grading plan to state the following: "Call for a Pre-construction meeting prior to start of earthwork. To schedule a DSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 791-5550 extension 2101, or schedule inspections online at:

14) DS Sec.11-01: Provide a general grading note, including a grading/drainage note specifying conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements).

15) Provide a general Grading Note stating that "All proposed fencing and walls will require a separate permit for review and approval by all necessary Development Services Departments."

16) Approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction, if applicable. GENERAL COMMENTS:

Please provide a revised grading plan, sealed HH Report and Geotechnical Report that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.
