SUMMARY: Engineering Division of Development Services Department has received and reviewed the proposed grading plan (T09BU00626), Floodplain Use Permit (T09OT00880), Hydrologic/Hydraulic Report (Stanley Engineering & Drainage, Inc., 06MAR09, 16APR09) and Stormwater Pollution Prevention Plan (Stanley Engineering & Drainage, Inc., 29APR09) for the above referenced property. Engineering Division does not recommend approval of the grading plan application at this time. The following items need to be addressed:

HYDROLOGIC/HYDRAULIC (HH) REPORT:

1) Revise the post developed work map to include all details or keynotes for all proposed hydraulic structures. Label the basin inlet and outlet; curb openings for the basin and vehicular use area, rock riprap locations, etc. Verify that the grading plan matches the site plan in all locations.

2) Provide calculation sheets and a discussion within the HH Report for all proposed hydraulic structures for the proposed detention/retention basin. All aspects of the proposed drainage improvements/scheme must be clearly detailed in the report, including filter fabric specifications, retaining wall design, weir outlet structures, etc.

GRADING PLAN COMMENTS:

3) Revise the grading plan to include the activity number for the grading plan application assigned to this project, T09BU00626, where indicated by "T09CM00519."

4) Revise the grading plan to label the minimum dimension of 15 feet for the proposed basin access ramp. All specific details for the proposed hydraulic structures for the proposed detention/retention basin are required to be clearly labeled and dimensioned on the grading plan. A basin access ramp must at a minimum meet the minimum dimension of having a 15 foot wide access with a maximum 15% slope, clarify.

5) Provide a temporary construction easement (Docket and Page Number) and a notarized signed letter from the adjacent property owner for the proposed temporary fill slope that is shown offsite along the west side of the vehicular use area. All offsite grading and improvements on adjacent properties require a signed written agreement and a temporary construction easement from the owner and adjacent property owner for any proposed improvements. This grading plan will not be approved until after the approval of the temporary construction easement and notarized agreement.

6) Revise the grading plan to provide a detail for Keynotes #14, 39 and 40 for all transitions from the proposed vertical curbing to the concrete curbing (or thickened asphalt edge) at the proposed curb cut locations. All areas on the grading plan should be keynoted at these transition locations for construction purposes.

7) Revise the grading plan to keynote all landscape planters located within the vehicular use area with proposed vertical curbing (Keynote #11).

8) Revise the grading plan and Sheet 2 to label the proposed basin side slopes in plan view. Provide the label for the proposed 4:1 (H: V) basin side slopes as shown in Detail 5a/3 on Sheet 3.

9) Revise Detail 5/3 on Sheet 3 to label the proposed filter fabric specifications by type and weight. Provide all dimensions and labels within the details for construction purposes.

10) Revise Detail 4/3 on Sheet 3 to label the 2.5-foot dimension required for the wheel stop and overhang within the proposed handicap parking stall. Verify that the proposed handicap access sign does not encroach within the 2.5-foot area.

11) DS Sec.10-02.14.3. Provide a note on the grading plan (and site plan if applicable) stating that, "(a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention/retention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities".

12) The submitted Floodplain Use Permit will be approved and conditioned based on the approved grading plan application.

13) Review and approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. Refer to the following links for TDOT Forms and applications:

GEOTECHNICAL REPORT:

15) DS Sec.10-02.14.2.6: A geotechnical evaluation needs to be submitted for review, addressing the following:

a) Soils report should provide conformance with DS Section 10-02.14.2.6 regarding 30-foot boring for the basin, and provide a discussion of the potential for hydro-collapsible soils. Report should address building setback from the proposed detention/retention basin.

b) Provide slope stability recommendations for all proposed constructed slopes and recommendations for the proposed retaining wall.

c) Provide pavement structure design recommendations for the vehicular use area.

d) Acknowledged: A proposed 6-inch bleed pipe will drain the basin within the allotted time (DS Sec.10-01.3.5.1.3.a) per the HH Report.

STORMWATER POLLUTION PREVENTION PLAN COMMENTS:

16) The proposed SWPPP and Exhibits meet the minimum requirements of the AzPDES Construction General Permit (CGP). However the SWPPP and Exhibits can not be stamped approved until approval of the grading plan. Provide both copies with resubmittal for stamp approval.


GENERAL COMMENTS:

Please provide a revised grading plan, HH Report, and Geotechnical Report along with 2 copies of the proposed SWPPP that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.

Further comments may be generated upon resubmittal of the grading plan, HH Report, and Geotechnical Report review.

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the grading plan was in compliance with the approved site plan. Please submit two copies of the approved and stamped site, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to insure compliance with the approved and stamped site plan. Additional comments may be forthcoming.
