SUMMARY: The Grading Plan was submitted and reviewed. Development Services Department Engineering Division does not recommend approval of the Grading Plan at this time until the following comments are addressed.

GRADING PLAN COMMENTS:
1) City of Tucson Development Standards (DS) Section No.11-01: Address the following drainage comments:
a) Label north basin on Figure 3 exhibit and state whether there is proposed improvements to this north basin.
b) Unless a bleed pipe is provided, add general note to grading plan: Post construction infiltration tests are required. A bleed pipe may be required if post construction percolation tests do not provide adequate drain down time.
2) Provide copy of El Paso Gas approval for disturbance / excavation in easement. Otherwise, revise grading to show no disturbance in gas easement.
3) Label north basin on planview.
4) Clearly delineate and label grading/disturbance limits on planview.
5) Provide total disturbance area in square footage with cut/fill estimates on sheet 1.
6) Show / explain where construction entrance is located and where construction vehicle circulation will be provided. In order to provide inspection clarification and prevent onsite traffic conflicts, add temporary traffic control diagram to a planview or as additional sheet to clarify continued commercial uses/access from construction access and maneuverability. Indicate any necessary construction access only signage or other controls.
7) Proposed parking areas need to match Geotechnical Report recommendations; revise grading plan pavement section details on sheet 3, or provide geotechnical assessment of proposed pavement structural design.
8) On sheet 2, label new 40-ft header curb depth/detail/radius dimension for entrances at Wilmot Road.

SWPPP PLAN COMMENTS:
9) Tucson Code Chap.26 Art.2: The Stormwater Pollution Prevention Plan (SWPPP) does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP to according to the following comments:
a) Address the following general SWPPP comments:
i) For inspection purposes, please fill out the enclosed "AZPDES - Posting Requirements" green sheet, and post it or the NOI at construction entrance of the site at beginning of construction activities and maintain this posted document throughout project construction.
ii) For resubmittal package, provide 2 copies of revised SWPPP exhibit, report with the copy of NOI, copy of blank NOT, and general permit.
b) Address the following comments for the SWPPP Report:
i) All operators (known at this time) shall be identified and have separate certification statements. For the Owner/Operator Certification Statements, provide name and signature for the operators with each certification statement.
ii) The Operator Certification Statement should have a statement with name & signature that they act as Operator and that they have operational control over the construction plans and specifications, including the ability to make modifications to those plans and specifications (e.g., owner, EOR, or developer of project), or you have day-to-day operational control of those project activities that are necessary to ensure compliance with a stormwater pollution prevention plan for the site or other grading permit conditions.
iii) At minimum, one operator, either engineer of record or the project manager or owner as listed on the bottom of second page of NOI shall sign one of the operator certifications. Please note that the remaining signatures from the operators must be on the SWPPP on the site copy of the SWPPP (exhibit or report) at or before commencement of construction. (Part IV.C.1)
iv) Provide list of contractors and subcontractors to be filled out at commencement of grading construction activity and to be updated on site and kept with the SWPP. Indicate in the SWPPP the name(s) of the party(ies) with day-to-day operational control of those activities necessary to ensure compliance with the SWPPP or other permit conditions. Provide a table for recording the names and responsibilities for each party responsible for activities necessary to ensure compliance with the SWPPP or other permit conditions. (Part IV.B.1.d)
v) Provide a copy of the form for the NOT.
c) Address the following comments for the SWPPP exhibit sheets:
i) Provide appropriate interim erosion control devices at basin boundary and exit. Silt fence will not be accepted at these locations.
ii) Revise boundary controls according to the following comments:
(1) Depict and label disturbance / grading limits on SWPPP exhibit. Assure grading limits on SWPP exhibit match any revised limits of Grading Plan sheets.
(2) Include note or depict grading limits with 2-ft grading offset from property boundary limits.
iii) Provide the following general notes on the SWPPP cover sheet:
(1) Add note stating a water truck or other temporary water source will be provided for dust control, otherwise explain how wind erosion/dust control will be achieved and provide specific practices.
(2) Add notation regarding restriction of storage or placement of construction material and vehicles within basin areas.
(3) Add note that on-site adjustments of type of stormwater controls to basin inlet may be necessary to accommodate for reduction of sediment build-up or prevent ponding. Otherwise, provide additional controls at proposed basin entrances when paving is in place (ie prior to final grading inspection), or revise plan to show a control measure that can be installed when asphalt is in place.
(4) Consider adding note to SWPP exhibit regarding: no excavation in vicinity of gas line.
10) Resubmittal is required. The next submittal should address all the above items. Submit a revised Grading Plan, revised Drainage Report, copy of geotechnical report, 2 copies of SWPPP package, response letter, and other documentation under the grading and floodplain use permit applications.
