The grading plan and SWPPP cannot be approved as submitted. Address the following comments and include a response letter clearly describing the revisions made to address each comment. If you have any questions or wish to set up a meeting contact Loren at loren.makus@tucsonaz.gov.

SWPPP:
1. Include a copy of the current construction general permit. Review the permit to ensure that it fully complies with the new permit. (For example, the new permit requires the SWPPP to indicate the percent imperviousness before and after construction instead of run-off coefficients.)
2. Clearly identify in the SWPPP which of the operators are responsible for each of the operator requirements listed in Part 3.B.2 of the permit.
3. Include a description of the soils at the site and their erosion potential.
4. Certification statements for all known operators must be complete and included in the SWPPP.
5. Show the location and details for the stabilized construction entrance.
6. Provide details for the proposed temporary drainage pipe and show how it will be installed and maintained to prevent the migration of sediment off site.
7. Revise the inspection schedules to be consistent with the current permit.
8. Revise the report and notes on the site map to be consistent with each other.
9. Section IV.1 of the report indicates that stabilization methods are shown on the site map. Provide descriptions and locations of stabilization methods on the site map.
10. Identify the location of drywells on or near the site or specifically state that there are none.
11. Provide details or specifications for all referenced BMPs. Clearly identify where each is to be used and clearly provide references to the appropriate specifications.
12. Along with your response letter, provide a copy of the ADEQ SWPPP Checklist. The checklist should be completed by clearly identifying where each item has been addressed in the SWPPP.

Grading:
13. Add a General Note instructing the contractor to contact the City of Tucson (C.O.T.) engineering and grading inspector prior to any changes to the approved Grading Plan.
14. Clearly show by details how the perimeter of the site, including walls, gates, fences and the solid waste enclosure relate to the property lines and the adjacent properties.
15. Add the grading permit activity number T08BU02765 to the permit and clearly indicate that T08CM 02765 is the site plan activity number.
16. The site plan indicates a fence in various locations on the site. Show the fence on the Grading Plan and in affected details. Clarify how the fence will impact the electrical easements on the parcel.
17. Revise the labels on the plan to refer to the appropriate details where applicable. For example ramps labeled as "Type 2 Ramp" should reference the detail number instead of the description. Note that all ramps and other improvements in the right-of-way must be specified and constructed in accordance with the COT/PC Standard Details.
18. Clearly identify locations of vertical curb throughout the site. Provide a detail for the curb or reference a COT/PC Standard Detail.
19. Clearly show the required vertical separation (generally 6 inches) between all sidewalk areas and vehicle use areas. Identify all locations where detail 9 is applicable.
20. Provide spot elevations and symbols to clarify how the grades through the driveway entrance will be constructed. The two grade break symbols and the grades shown are not clear. Show how the valley gutter location functions with these grade breaks as well.
21. Clearly show how site drainage will be directed to the water harvesting areas to the maximum extent practicable in accordance with LUC 3.7.4 and LUC 3.7.4.3.B.
22. Clearly show how water harvesting will be accomplished in the landscape areas along Fair Street. The proposed grade contour lines show up to a 2-foot grade difference in the landscape areas and the site plan has a note in these areas "GRADE TO PROVIDE WATER HARVESTING IN THIS AREA." Show how this will be achieved.
23. Clearly label all accessible routes and show that the maximum cross slope for all segments of the route will not exceed 2 per cent.
24. Provide removable post barricades or some other method for preventing unauthorized vehicle access into the basin.
25. Clarify the areas adjacent to the basin that are to be graded to provide water harvesting. Show how run-off will be directed to these areas.
26. Show how the access ramp/basin inlet will be constructed to minimize erosion. Show the extent of the chip seal area between the depressed curb area and the top of the ramp.
Clarify the callout references for the sections show in detail 3. They refer to a plan sheet not included in the grading plan.
27. Provide enough construction detail to show that the water harvesting/landscape areas adjacent to curb access ramps will contain the harvested water and not allow drainage over the ramp. See detail 8 as an example.
28. Provide a detail of the handicap parking sign that reflect the current fine amount.
29. Provide sufficient construction details and elevation information to fully describe the weir and outlet structure for the basin.
