SNELLSTROM, 10251 EAST DISCOVERY DRIVE, RX-2 Pantano East Area Plan January 9, 2009 drcorral The applicant's property is an 25,079 square foot lot developed with a single-family residence located on the northwest corner of east Discovery Drive and south Houghton Road (a Major Streets and Route (MS&R). The applicant proposes to expand the residence with a two-story addition comprised of a garage and additional living space. Tucson Land Use Code (LUC) Sections applicable to this project include, but are not limited to Section 2.3.3 providing design criteria for development in the RX-2 zone, Section 2.8.2. "Scenic Corridor Zone" (SCZ) et seq. which provides the SCZ regulations applicable to the project, and Section 2.8.3 which provides development criteria applicable to Major Streets and Routes. The applicant is requesting those variances necessary to reduce buffer yard and natural buffer yard requirements and reduce the street yard requirements for the project as shown on the submitted site plan. POLICIES The site is within the boundaries of the Pantano East Area Plan, which provides development guidelines applicable to this request. The City's General Plan and the companion Design Guidelines Manual also provide guidance. PANTANO EAST AREA PLAN Plan Goal: Provide guidelines for future growth, while protecting the existing development in the Pantano East Area. Residential Policy 1 Preserve the integrity of established neighborhoods. Policy 3 Ensure the compatibility of new development with existing land uses. CITY OF TUCSON GENERAL PLAN Element 4: Community Character and Design Policy 5 Promote neighborhood identity and visual character. 5.5 Promote upgrades to neighborhood infrastructure, including sidewalks and street lighting, and improvements to the existing housing stock. Policy 6 Promote quality in design for residential, commercial, industrial, mixed-use, and publicly-funded development. 6.2 Residential development should enhance the quality of life for residents by incorporating safe, innovative design that integrates design elements, such as connectivity, open space, pedestrian networks, and landscaped streetscapes. Element 9: Housing Policy 2 Maximize existing housing resources in the community. DESIGN GUIDELINES MANUAL e. Design Context and Neighborhood Character (I.B.2.e) Intent - Improve the character of new projects and reinforce existing architectural character in established neighborhoods. Solution - Harmonize new buildings with existing buildings by incorporating design elements of the adjacent architecture including the following: · Scale and massing of structure · Roof and parapet forms · Door and window-fenestration pattern · Finishes, materials and colors · Site amenities such as walls and landscaping · Traditional or prevailing setbacks and building orientation DISCUSSION The applicant is proposing an addition to an existing residence within the required 30-foot buffer of the Scenic Corridor Zone (SCZ). This will require a variance to reduce the buffer yard and natural buffer yard requirements and reduce of the street yard requirements. A portion of the existing residence is currently within the required 30-foot buffer area, as the home was built before the SCZ overlay zoned was adopted. Also, because the proposed height of the structure will increase to 21.5 feet, about 7 feet higher than the existing structure, the required setback is 64.5 feet; based on the maximum height of the structure being one-third the distance from the future right of way line. If the variance is approved, the provided setback will be five feet. As stated above, the SCZ overlay forces the setbacks not only past the location of the addition but about two-thirds of the way into the existing structure. Without the variance, the entire east side of the site would be rendered non-buildable, as it restricts more than 86% of the existing lot. The existing residence was built in 1973 in accordance with the then zoning requirements, which required a 46' setback from the east property line. If the variances are granted, the proposed addition would still be setback 46 feet from the back of curb of the future right-of-way on Houghton Road. The Pantano East Area Plan, the General Plan, and the Design Guidelines Manual all provide policy direction to preserve the integrity of established neighborhoods by harmonizing new buildings with existing buildings. The applicant's variance requests are not inconsistent with structures in the vicinity. Topographically, the site is lower than adjacent structures and will not affect views. CONCLUSION The proposed improvements do not conflict with the policies and guidelines provided in the Pantano East Area Plan, the General Plan and the Design Guidelines Manual. s:\SHAREDIR\PLCOMMON\CASEREV\BOA\10-09-01.doc |
