This review is for a Scenic Corridor Zone (SCZ) overlay review (LUC Section 2.8.2). The purposed site is for a single family residential (SFR) in the SR zone (LUC Section 2.2.4.2.A.1). The Development Designator is "C" (LUC Section 3.2.3.1.A) and the Perimeter Yard Indicator is BB (LUC Section 3.2.6.4). 2. This property is located on North Houghton Road, which is on the Major Streets and Routes (MS&R) Setback Zone (LUC Section 2.8.3). Please demonstrate compliance with the MS&R requirements by providing the existing and future right-of-ways (ROWs) and the existing and future curb locations (DS 2-02.2.1.A.19). 3. North Houghton Road is also within the SCZ. A thirty (30) foot landscaping buffer is required along the SCZ measured from the edge of the future ROW (LUC Section 2.8.2.4). 4. There is an addition front setback requirement (See comment # 4 for the site review T08CM03315). The house must also be set back three (3) times the height of the structure's walls facing the SCZ line (LUC Section 2.8.2.5). The maximum building height is twenty-four (24) in the SCZ (LUC Section 2.8.2.5.A.3). This height limitation must be stated on the plans. 5. All structures within the SCZ must have colors that match those that "are predominant within the surrounding landscape, such as desert and earth tones" (LUC Section 2.8.2.10.A). Provide this statement on the plans. 6. All building heights must be stated on the plan (see site plan model). Also provide fully dimensioned elevations. 7. Please be aware that there shall be additional comments relative to the Overlay procedure and submittals, changes in the plans submitted and/or additional information provided. 8. Please see review for plot plan T08CM03315. The plot plan and the SCZ plan should be identical. 9. There are no comments concerning the ERZ from Zoning Review. |

Engineering Division does not recommend approval of the overlay applications at this time. The following items need to be addressed: SCZ OVERLAY COMMENTS: 1) Revise the Site Plan sheet to include the following notes for SCZ Overlay: a) "Exposed cut and fill slopes shall be no greater than 3:1 (H: V) within the 30-foot undisturbed Natural buffer." b) "Per LUC Sec.2.8.2.4.A The 30-foot undisturbed natural buffer is to be preserved and maintained in its natural state." c) "This development is subject to the review and approval of the special application for the Scenic Corridor Overlay. The Overlay case number is T08SA00370 .The special application has been reviewed and approved, approval date ______." Note any conditions of approval on the SCZ site plan. Provide the case number 'T08SA00370'on the lower right corner of the revised site plan. d) "No grading beyond what is necessary for siting of buildings, drives, private yards, and structural improvements. All viable vegetation with a caliper of 4-inches or greater and all saguaro cacti will be preserved or relocated on the site per the Native Plant and Preservation Ordinance." e) "All new utilities for development on private property or public right-of-way along Houghton Road will be underground. Trenching is permitted for the placement of utilities lines, area is to be re-vegetated in accordance with Land Use Code Sec. 3.7.5.2.D" f) "Building or structure surfaces, which are visible from Houghton Road will have colors, which are, predominate within the surrounding landscape." g) "Fencing and freestanding walls facing Houghton Road will meet material restrictions in Land Use Code Sec. 3.7.3, Screening Requirements." 2) Revise the Site Plan sheet to demonstrate compliance with the Major Streets and Routes (MS&R) Setback Zone (LUC Section 2.8.3). Providing the existing and/or future right-of-ways (ROWs) for Houghton Road along with the existing and/or future curb and sidewalk locations per the Development Standards and the Transportation Access Management Guidelines. 3) Revise the Site Plan sheet to show the required 30-foot landscaping buffer for the SCZ measured from the edge of the future ROW. The 30-foot landscaping buffer can not be located within the existing or future ROW. 4) Revise the Site Plan sheet to show the natural set aside area delineated in a surveyable manner and designated by legal description on a document recorded with the Pima County Recorder. Per the Flood Insurance Rate Maps (FIRM), Community- Panel No. 040073-04019C-2257K, effective date July 24, 2000 this property is located within a Shaded Zone X 500-year floodplain which is outside of the Special Flood Hazard Area where finish floor elevations are not required. Provide any supplemental information regarding the 100-year floodplain determination for the Tanque Verde Wash. SITE PLAN COMMENTS: 9) The Overlay Site Plan must match the proposed Site Plan for the single-family residence. All comments posted under the site plan review, Activity #T08CM03315, must be shown on both site plans prior to approval.
