SUMMARY: Engineering Division of Development Services Department has received and reviewed the proposed grading plan (T08BU01561), Drainage Report (The WLB Group, Inc., 09JUL08), Geotechnical Engineering Report (LMT Engineering, Inc., 23APR08 with addendum 02SEP08), Stormwater Pollution Prevention Plan (The WLB Group Inc., 12AUG08) and Floodplain Use Permit (T08OT02019) for the above referenced property. Engineering Division does not recommend approval of the grading plan application at this time. The Drainage Report was reviewed for grading plan purposes only. The following items need to be addressed:


GRADING PLAN COMMENTS:

1) Provide a copy of the last stamped approved Tentative Plat (S08-043). The grading plan can not be approved until verification that all details, locations, dimensions, and plan profiles match the approved Tentative Plat. Verify all information associated with the Tentative Plat is shown on the grading plan that will be used as the construction document.

2) Revise the Grading Plan to show the phasing outline as depicted on the approved Tentative Plat. A Grading Plan note or outline should read per the Tentative Plat for Phase I construction.

3) DS Sec.10-02.10.9.1.8: Revise the Grading plan to either 1) provide manholes at the junction of the 2-HERCPs as shown on Sheets 2 and 4 or 2) verify that the angle as shown is equal to or less than 10 degrees. Per the DS "Manholes shall be located at such places as junctions, changes in pipe size, curves and angle points in excess of 10 degrees and points where an abrupt change in grade occurs." Verify that the design conforms to the requirements within this section.

4) Revise or clarify the surface drainage on the east side of the proposed building footprint of Lot 5. Per the slopes on the plan stormwater will flow east into the proposed wall that is along the west side of the proposed channel. Verify that the stormwater does not pond along the wall and/or that the stormwater does not drain and sediment the proposed PAAL to the North.

5) Revise General Grading Note # 9 to include the date and number for all addendums to the Geotechnical Report provided by LMT Engineering Inc. Specifically the Geotechnical Addendum dated September 2, 2008.

6) Revise General Grading Note #13; the statement must be referenced to a found, readily locatable monument. Three general method of establishing bearings are 1) a referenced to a record of survey or a recorded plat, 2) an astronomic (solar or polaris), or 3) assumed.

7) DS Sec.10-02.14.3.2: Provide a note on the grading plan to state that, "(a) the owner or owners shall be solely responsible for operation, maintenance, and liability for all drainage channels, drainage structures and the StormTech underground retention system; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once every 6-months, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage structures and StormTech underground retention system, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities."

8) DS Sec.11-01: Provide a general grading note, including a grading/drainage note specifying conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements).

9) Provide a general note on the grading plan to state the following: "Call for a Pre-construction meeting prior to start of earthwork. To schedule a DSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 791-5550 extension 2101, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html

10) Approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. 11) Please ensure that any future grading plan will be consistent with the Tentative Plat, Drainage Report and Geotechnical Report. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf


FLOODPLAIN USE PERMIT COMMENTS:

12) Provide all improvement/construction plans with details for the proposed StormTech underground retention system. Verify that all construction related information is submitted with the Grading Plan for the design of the underground retention system. Approval of the improvement plan is required prior to Grading Plan approval.

13) Provide on the Improvement Plans the maintenance verbiage per the manufacture recommendations. Provide the recommendations and step by step procedures for the Isolator Row Inspections and Maintenance per Landsaverâ„¢.

14) Provide on the Improvement Plans a reference to the Installation Instructions per Landsaverâ„¢; refer to the Landsaverâ„¢ Design Manual for further clarification.


STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to these comments:

15) Per City of Tucson Code Ordinance 10209, Chapter 26 Section 26-42.2: "For land disturbing activities that fall under the jurisdiction of this Article, a Stormwater Pollution Prevention Plan must be prepared and certified by an engineer, or a landscape architect and submitted along with the application for a grading permit to the City of Tucson Development Services Department." The SWPPP report and exhibits must be signed and sealed by the engineer of record or by a Registered Landscape Architect, revise.

16) Part IV.C.2.e: For future submittal the general location map (e.g. U.S.G.S. quadrangle, portion of a city or county map) must show a 1-mile radius around site.

17) Part IV.C.3.a: Identify on the map the estimated slopes after grading that represent the drainage patterns that are shown on the exhibit.

18) Part IV.C.3.b: Revise the labeled area of soil disturbance on the exhibit so that the area of disturbance is not outside the subject property line.

19) Part IV.D.2.a: Describe the erosion and sediment controls designed to retain sediment on site to the extent practicable. The SWPPP report (Section 2.4.4) must provide specific language that addresses the underground retention system and the undisturbed soil that will surround it until the next phase of the project.

20) Part IV.D.5.a.i: Describe the location, size and retention capacity of the underground retention system and the drainage basin/channels and the areas that drain into them (Section 2.4.4).

21) Part IV.D.8.e: Describe measures to be used to sufficiently stabilize soil at culvert locations. Provide specific language in the SWPPP report that addresses the proposed culvert outlets and the rock rip rap shown on the exhibit.

22) Part IV.F: Include a signed NOI as part of the SWPPP. A signed NOI is required prior to approval of the grading plan or SWPPP Report

23) Part IV.H.6: Revise Section 6.1.10 to correctly reflect the section in the NOI where the retention of the records is to be kept at. Currently the SWPPP references section W on the NOI, clarify.

24) Part IV.J.1: The Owner must sign the Owner's Certification within Appendix C of the SWPPP.


GENERAL COMMENTS:

Provide a revised grading plan, StormTech Improvement Plans and a revised SWPPP that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.

Further comments may be generated upon resubmittal of the grading plan, improvement plans and SWPPP reviews.
