2. Provide the rim elevation of the next upstream sanitary manhole. Determine the need for a backwater valve per Section 710.1, UPC 2006, as amended by the City of Tucson.
3. The total flow for the private sewage collection system for this project appears to be in excess of 3000 gallons per day. The design for the system must be submitted to the Pima County Department of Environmental Quality for their approval prior to obtaining a permit for constructing the sewage collection system from the City of Tucson. Reference: A.R.S. 49-104 (B) (13).
4. Provide cleanouts in the building sewer at intervals not exceeding 100 feet. Reference: Section 719.1, UPC 2006.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the site plan (T08CM03838) and Drainage Statement (DCC, 27AUG08) for the above referenced property. Engineering Division does not recommend approval of the site plan application at this time. The following items need to be addressed:


DRAINAGE STATEMENT COMMENTS:

1) Revise the discussion on Page 3 of the Drainage Statement and exhibits to show that the outlet to the proposed trench drain is designed to contain the 10-yr flow under the pedestrian access. The trench drain must either extend to the PAAL or a scupper must be provided to ensure that the required 10-year flow is contained under all pedestrian access points.

2) Revise the Developed Watershed Map located in Appendix D of the Drainage Statement to label and dimension the limits of the FEMA Special Flood Hazard Area Zone AE per the Flood Insurance Rate Map (FIRM) 04019C1639K, effective date February 8, 1999 (as shown in Appendix B of the Drainage Statement).


SITE PLAN COMMENTS:

3) DS Sec.2-02.2.1.A.8: Revise the site plan to dimension the minimum 24-foot PAAL widths for all two-way traffic (12-foot for one-way traffic unless used as a Fire Access Lane then 20-foot minimum) at all locations on the site plan. Clearly indicate the width and direction of travel for the PAALs which do not meet the minimum width requirement of 24 feet for two way traffic.

4) DS Sec.2-02.2.1.A.10: Revise the site plan to label the future sight visibility triangles per the last approved site plan. Refer to DS Sec.3-01.5.1 for sight visibility requirements.

5) DS Sec.2-02.2.1.A.12: Revise the site plan to show the location of all proposed scuppers under the pedestrian circulation for the proposed roof drainage for the new buildings and the new covered patio along with the outlet for the proposed trench drain. Provide a separate keynote call out for the scuppers referencing a Standard Detail for Public Improvement meeting the requirements in order to convey the 10-year flow under the pedestrian circulation at all discharge locations.

6) DS Sec.2-02.2.1.A.14: Provide (label and dimension) the required onsite maneuvering areas for any required loading zones on the site plan, if applicable through Zoning). Refer to AASHTO for the national standards for turning radii. All radii must be shown to scale.

7) DS Sec.2-02.2.1.A.15: Revise the site plan to accurately label and dimension the limits of the FEMA Special Flood Hazard Area Zone AE per the Flood Insurance Rate Map (FIRM) 04019C1639K, effective date February 8, 1999. The flood plain limit shown per Keynote #24 does not represent what is shown on the FIRM panel.

8) DS Sec.2-02.2.1.A.15: Revise Keynote #24 or provide a separate General Note on the site plan to state; "The subject property is partially located within a mapped 100-year FEMA Special Flood Hazard Area Zone AE per the Flood Insurance Rate Map (FIRM) 04019C1639K, effective date February 8, 1999."

9) DS Sec2-02.2.1.A.16: Provide flow arrows on the site plan to identify drainage patterns for the vehicular use area and for the roof drainage to verify downspout and scupper locations and to verify how the stormwater from the vehicular use area drains into the required landscaping

10) DS Sec2-02.2.1.A.19: Revise the site plan to label Fort Lowell as an MS&R- Arterial Street. Provide the dimension (100-feet) for the future right-of-way widths for Fort Lowell per the last approved site plan.

11) DS Sec2-02.2.1.A.19: Revise the site plan to label and dimension the future sidewalk areas for the MS&R Arterial street per the last approved site plan.

12) DS Sec.2-02.2.1.A.32: Revise the site plan and Detail 4 on Sheet C3.0 to correctly label all dimensions and design requirements to verify that the enclosure meets the minimum requirements of DS Sec.6-01 (refer to enclosed Figure 3 provided from Environmental Services). Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction.

13) DS Sec.2-02.2.1.A.32: Revise the maneuverability (label and dimension turning radii in plan view) for refuse vehicles that are shown in plan view. Revise the refuse container location so that the refuse vehicle has the required 14-foot x 40-foot clear approach and the required 40-foot back-up distance. Verify that the radii as shown in plan view are feasible when operating the vehicle.

14) Be advised that further comments may be forth coming on resubmittal of the site plan.


GENERAL COMMENTS:

Please provide a revised site plan and Drainage Statement that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. DS 2-02.2.1.4 Provide a location map on the first sheet of the site plan.

2. DS 2-02.2.1.6 Provide the maximum allowed height of buildings and the proposed height of all buildings.

Clearly indicate the location of the porch structures covering the walkways around the administration building.

3. DS 2-02.2.1.7 Provide dimensions for the distances between the buildings.

The indicated "canopy" located near the northeast corner of the property does not appear on the last approved site plan. A permit is required for the canopy. The canopy is considered an outdoor activity use and must meet the requirements of LUC Sec. 3.5.3.7.D Outdoor Activity. All outdoor activity shall be held more than fifty (50) feet away from the property line where adjacent to R-3 or more restrictive zoning. The use of loudspeakers, amplifiers, or similar type equipment outdoors is not permitted on the school site within one hundred (100) feet of the property line where adjacent to R-3 or more restrictive zoning. Provide dimension from the north property line (adjacent to RX-1 zoning) to the canopy and indicate the area, by dimension, where loudspeakers, etc. are not allowed.

4. DS 2-01.2.1.9 Detail 5-C3.0 indicates a distance of 1'-5" in front of the bicycle parking rack. Per DS 2-09.5.1.B the minimum clearance between a bicycle rack and a perpendicular wall is 36". See Figure 9 and revise detail.

5. DS 2-02.2.1.11 Provide widths of all PAALs on the site plan. Min. width for a 2 way PAAL is 24'.

6. DS 2-02.2.1.12 Provide the width of all sidewalks for the entire site.

Clearly indicate the sidewalk along the west side of the administration building. As required per the last approved site plan and full code compliance for this site.

Clearly indicate how the pedestrian circulation path connects to the right of way along the east side of the property to Martin Ave to the pedestrian circulation path to all buildings.

Cross reference the details for the standard and handicap parking spaces indicated in the details with the site plan.

7. DS 2-02.2.1.13 If applicable, provide the location, type, size and height of existing and proposed signage.

8. DS 2-02.2.1.20 If applicable, provide the location, purpose, size of all easements on the plan, together with recording docket and page reference.

9. DS 2-02.2.1.25 If applicable, provide the existing and proposed lighting layout and type.
