COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the entire site.

2. D.S.2-02.2.1.A The site plan is to be drawn at a standard engineering scale no larger than 1" = 60' not at an architectural scale.

3. D.S.2-02.2.1.A.5 Provide the lot dimensions and bearings for all lot lines on the site plan.

4. D.S.2-02.2.1.A.6 Provide overall dimensions and the height for the proposed building within the footprint of the building and clearly identify all overhangs and or canopies.

5. D.S.2-02.2.1.A.7 The setbacks listed under LUC ANALYSIS are not correct. As Oracle Road is shown on the City of Tucson's Major Street and Routes map building setbacks to street property are based on LUC Section 3.2.6.5.B. This said the setbacks for both Oracle and Sahuaro should be listed as 21' or H (height of the proposed building exterior wall); which ever is greatest, measured from the back of future curb.

6. D.S.2-02.2.1.A.7 The setback dimensions shown on the plan are not shown correctly, see comment 5 above. Zoning acknowledges that once shown correctly the proposed building will meet setbacks.

7. D.S.2-02.2.1.A.8 The provided details for both the handicapped and standard vehicle parking spaces do not match what is shown on the plan.

8. D.S.2-02.2.1.A.9 Show the proposed location for the Class 2 bicycle parking on the site plan.

9. D.S.2-02.2.1.A.9 On the provided Class 2 bicycle parking detail 11/C1 provide the materials for lighting, specific type of rack and the number of bicycles it supports.

11. D.S.2-02.2.1.A.12 Provide a dimension for the parking area access lane (PAAL) located along the east side of the building. Also a cross access will be required for the proposed access to the parcel to the north.

13. D.S.2-02.2.1.A.12 It does not appear that there have been pedestrian circulation/accessible routes provided to the pedestrian circulation located within the right-of-ways (ROWs) for both Oracle and Sahuaro, see D.S. 2-08.3.1.

14. D.S.2-02.2.1.A.13 If applicable show the location, type, size and height of existing and proposed signage on the site plan.

15. D.S.2-02.2.1.A.18 Label Oracle Road as a "MS&R & GCZ".

There appear to be numerous easements not shown on this plan some of which are located under the proposed building and will need to be abandoned prior to approval of this site plan. Once the easements are abandoned provide the docket and page on the site plan.

19. D.S.2-02.2.1.A.28 Provide the existing zoning of the adjacent parcels, including those across streets and alleys.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the proposed site plan for the above referenced property. Engineering Division does not recommend approval of the site plan at this time. Please address the following review comments prior to the next submittal.

Please include a response letter to the comments along with the corrected copies of the site plan.
Site Plan:

1. Provide North arrow and use engineering scale for site plan per D.S. 2-02.2.1.1.
2. Please provide location map per D.S. 2-02.2.1.4.
A. DS Sec.2-02.2.1.A.4: Provide project location map. A small project location map shall be drawn on the first sheet of the development plan, preferably in the upper right corner. The map should cover approximately one (1) square mile, be drawn at a minimum of 3" = 1mile, and provide the following information:
1. Show the subject property approximately centered within the one (1) square mile area.
2. Identify conditions within the square mile area, such as major streets and watercourses.
3. Section, Township, and range; section corners; north arrow; and scale will be labeled.
3. Please label lot dimensions and bearings per D.S. 2-02.2.1.5 for site plan, sheet A1.1.
4. Label and dimenstion existing and future sight visibility triangles per D.S. 2-02.2.1.10.
5. Label all points of egress and ingress including locations of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11.
6. Provide a dimension for the parking area access lane located along the east side of the building. Provide a copy of the recorded access agreement along with all pertinant information such as book and page. Add appropriate notes on the plan for easy reference.
7. DS Sec.2-02.2.1.A.11 & DS Sec.3-01.3.2.C: Call out radii for concrete curbs per City of Tucson/Pima County Standard Detail 213 (PC/COT SD 213) at the driveway entrance along Sahuaro Road. The curbs should be constructed at the edge of pavement and entirely on the subject property, which must also be depicted on the site plan.
8. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12.
9. DS Sec.2-02.2.1.A.12: Provide dimensions of sidewalks on the site plan to show the required 6-foot wide sidewalk with curb along the street frontage of Oracle Road. Per the adopted Mayor and Counsel policy all sidewalks along MS&R right-of-ways for arterial and collector streets require 6-foot wide sidewalks.
10. Clearly identify where each sidewalk is located call out and dimension on site plan.
11. Fully dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14. DS Sec.2-02.2.1.A.14: Provide (label and dimension) the required onsite maneuvering area for the loading zone that is shown adjacent to the proposed building. Refer to AASHTO for the national standards for turning radii.
12. Please provide Drainage patterns and finished grades per D.S. 2-02.2.1.16.
13. DS Sec.2.02.2.1.A.16: Provide drainage arrows and locations of all concentration points. Specifically show roof drainage direction along with down spout locations for proposed buildings at pedestrian circulation areas. A detail for the dimension of the proposed scuppers that are used for collecting onsite roof drainage at all pedestrian sidewalk is required, refer to City of Tucson details. Any scuppers proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Provide a drainage statement showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk.
14. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17.
15. Please show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19. Indicate and label existing and future right of way.
16. DS Sec.2-02.2.1.A.18: Revise the site plan to call out Oracle Road as a Major Streets and Routes (MS&R). Provide a note stating that the site plan is in conformance with the MS&R overlay zone criteria.
17. DS Sec. 2-05.2.4.H.2: Provide the right-of-way (ROW) recordation information for Oracle Road and Sahuaro Street.
18. Label streets as Public.
19. DS Sec.2-02.2.1.A.19: Label the future sidewalk and curb area on the site plan to verify that all improvements are located outside of the future ROW.
20. Verify that all easement of record have be graphically shown on the plan together with recording docket and page per D.S. 2-02.2.1.20.
21. DS Sec.2-02.2.1.A.12: Indicate on the site plan and in details that all handicap access ramps are located in the appropriate locations. Location of handicap parking space shows area for loading/unloading but it is unclear of access to sidewalk. Curb is depicted, ramp will be required see H/C review comments.
22. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21.
23. Please provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23.
24. Provide contour interval on site plan located beneath the north arrow and scale.
25. Verify that all fences, walls, or vegetation for screening and sight visibility have been shown by type, material, height, location and spacing per D.S. 2-02.2.1.27.
26. Show site plan number in the lower right hand corner of all appropriate sheets per D.S. 2-02.2.1.29.
27. DS Sec.2-02.2.1.A.32: Provide a detail with dimensions for refuse container on the site plan, the enclosure must have a minimum inside clear dimension of 10 feet by 10 feet, between steel bollards that are required between the container and the enclosure's rear and sidewalk. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. See enclosed Solid Waste Distposal (Refuse) detail for reference.
28. DS Sec.2-02.2.1.A.32: Label and show the maneuverability for refuse vehicles in plan view at the proposed refuse container location. Show that current positioning of trash area allows for 14' X 40' clear approach, show access dimensioning to proposed trash enclosure.
29. Provide dimension for driveway to trash enclosure between edge of opened gate to the edge of curb opposite of gate.
30. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
31. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the grade break at the driveway if applicable.
32. List the consulting engineer and the owner/developer on the plans with the pertinent information.
33. Add note: "Depress all landscaped areas 6" maximum for water harvesting".
34. Provide a legend and indicate all symbols on plans within legend.
35. DS Sec.2-02.2.1.A.8: Provide typical parking space detail for parking areas. Provide site plan parking dimensions, note and parking details for both standard and handicap parking, together with access thereto. See DS Sec. 3-05.2.0.B.1 for minimum parking standards.
36. Call out radaii of all curbs within siteplan.
