Site Plan - parking lot reconfiguration

TRANSMITTAL DATE: 11/21/08

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Per the last approved site plan provided this site plan will be considered a parking lot reconfiguration with new handicap parking spaces being added.

2. The parking spaces located at the southeast corner of the property appear to be located in the right of way. It appears 3 parking spaces will be required to be deleted or relocated.

It appears that the parking spaces along the east property line are partially located in the right of way. This may be a drafting error or a survey error. Clarify.

Per the aerial photos, the indicated parking spaces along the south property line do not appear to be correct. There appears to be only 10 parking spaces not 11 as indicated on the plan. Clarify.

If this plan is considered an ALTA survey the plan must be sealed by the surveyor which performed the survey.

3. Per LUC Sec. 3.3.8.4 Reduction Based on Criteria for Parking for the Physically Disabled. For existing development, the number of spaces required may be reduced at a ratio of two-thirds (2/3) space for every new space provided for the physically disabled.

The above section of the LUC would allow this site to reduce the number of required parking spaces by 5 parking spaces for a total of 106 spaces required. Revise plans accordingly.

4. Clearly indicate the width and direction of travel for the PAAL's which do not meet the minimum width requirement of 24' for a two way PAAL. (one at the north end and one at the south end of the property)

SUBJECT: 960 S Freeway Site Plan- Engineering Review
TO: MPE Attn: Lisa Bowers
LOCATION: T14S R13E Sec14 Ward 1
REVIEWERS: Jason Green, CFM
ACTIVITY: T08CM03690 (Site Plan)

SUMMARY: Engineering Division of Development Services Department has received and reviewed the site plan (T08CM02132) for the above referenced property. Engineering Division does not recommend approval of the site plan application at this time. The following items need to be addressed:

SITE PLAN COMMENTS:

1) DS Sec.2-02.2.1.A.8: Revise the site plan to label and dimension all areas of the existing vehicular use area to verify conformance with the minimum requirements of DS Sec.3-05. Or provide a copy of the last approved site plan that shows the existing vehicular use areas to be in conformance with the Development Standards.

2) DS Sec.2-02.2.1.A.8: Revise the site plan to dimension the minimum 24-foot PAAL widths for all two-way traffic (12-foot for one-way traffic unless used as a Fire Access Lane then 20-foot minimum) at all locations on the site plan. Clearly indicate the width and direction of travel for the PAALs which do not meet the minimum width requirement of 24 feet for two way traffic.

3) DS Sec.2-02.2.1.A.12: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap and ANSI Standard requirements that apply to this project.

4) DS Sec.2-02.2.1.A.19: Clarify the right-of-way widths for all adjacent streets and the frontage road for I-10. Per Mapguide the parking spaces located along the east side of the property falls within the existing right-of-way of the I-10 frontage road. No improvements are permitted within the Public Right-of-Way. Verify property line location and right-of-way dimensions in plan view.

5) Provide the seal and signature of the surveyor that prepared the site plan/ALTA Survey, if applicable. If the site plan used a survey to verify right-of-way information and property line locations then the surveyor of record must seal and sign the plan for conformance.

6) Be advised that further comments may be forth coming on resubmittal of the site plan due to the changes required.

GENERAL COMMENTS:

Please provide a revised site plan that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.

Further comments may be generated upon resubmittal of the site plan review.

If you have any questions or to schedule an appointment I can be reached at 837-4929.
