a. The governing accessible code is: 2006 IBC, Chapter 11, ICC/ANSI 117.1 2203 Edition. Please revise all ADA, ADAAG code references on all sheets to this code.
b. Clear width for all accessible pedestrian routes as required by Zoning Development Standards is 4' wide.
2. The Marked Crossing:
a. The South end of the marked crossing is not encroaching into the PAAL it is in the PAAL area and has no wheel curb protection at the detectable warning and the 5' x 5' landing area.
b. It is assumed by the fact that the accessible parking on the East and West sides are required to have sidewalk ramps that the existing concrete walkway is elevated at least 6" above the asphaltic paving and the sidewalk continues to be elevated at the North end of the building adjacent to the Porte' Cohere (carport) area. If this assumption is correct, should not the South end of the Marked Crossing have to be ramped up to access the level of the accessible route? There is no indictaion nor spot elevations on the drawings that show the South accessible route walkway is flush with the asphaltic paving.
c. Zoning requires a 4' wide minimum accessible route. The existing columns are only 3' wide. Access through these columns is not compliant.
d. The landscape island needs to be extended around the South end (raised?) marked crossing for continued protection. Reference attached suggested sketch.
3. We review the design as to it's compliance with the code. We can not provide an approval unless we know it meets the accessible code stipulations. The slope of the pedestrian route is all about accessibility, therefore grade elevations are necessary prior to construction for our approval.
4. The concrete walk in fron of the pool parking and the ramp access appears to be constructed. Please confirm all accessible reqirements of the ramp and show on drawings,including dimensions and grade elevations.
4. If you descide to flush the accessible parking to the existing accessible route, zoning requires a physical separation of the parking area and the accessible route. Reference zoning comments and Development Standards 2-08.4.1. This has nothing to do with the flared sides of the parking area. However it appears from aerial photos that both accessible parking areas have already been reconstructed with new concrete pads. If so, please confrim all accessible requirements on the drawings including actual dimensiona and grade elevations.

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the areas of revised accessibility.

2. Per discussion with staff this site will not be reviewed nor approved as a site plan but will be reviewed for ADA changes proposed only. Any future changes to this site or building may require full code compliance for the entire site.

3. D.S. 2-02.2.1.12 It is not clear how the proposed sidewalk and truncated domes works with the proposed accessible route located near the northwest corner of the building. Is this sidewalk flush with pavement or raised? Is there a ramp?

Provide physical separation from the vehicle use area in the above mentioned area. See Handicap reviewers comments and suggestions regarding providing curbing in this area.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the revised site plan (T08CM03688) for the above referenced property. Engineering Division does not recommend approval of the site plan application at this time. The following items need to be addressed:

SITE PLAN COMMENTS:

1) DS Sec.2-02.2.1.A.12: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap and ANSI Standard requirements that apply to this project. Once all of the handicap comments have been addressed Engineering will be able to stamp the ADA Upgrade site plan approved.

2) DS Sec.2-02.2.1.A.12: Revise the site plan to clarify how the proposed sidewalk and truncated domes functions with the proposed accessible route located near the northwest corner of the building.

3) Per discussion with the Zoning Section this site will not be reviewed nor approved as a site plan but will be reviewed for the proposed ADA revisions only. Any future changes to this site or building may require full code compliance for the entire site.


GENERAL COMMENTS:

Please provide a revised site plan that addresses the ADA comments provided above. It is recommended that once the plan is approved by the Structural Plans Examiner that the applicant schedules an appointment with the Engineering reviewer for an over the counter stamped approval. Otherwise resubmit the plans for review and stamped approval.
