Engineering does not recommend approval until the floodplain information has been clarified and the following comments are addressed. SITE PLAN COMMENTS: 1) DS Sec.10-02.2.2.5: A Floodplain Use Permit Application may be required for the proposed development if there is jurisdictional floodplain on the site. 2) DS Sec.10-02.2.3.1.3: Powderhorn Wash Box culvert system may not convey all of the jurisdictional stormwater runoff in the system and some runoff may be creating floodplain conditions within Silverbell Road that may affect this parcel and existing structure. Provide a drainage statement or hydrology report which addresses the following drainage comments: a) Provide discussion of jurisdictional floodplain for the drainage condition along Silverbell Road. b) Add statement that the site is in Zone X shaded as indicated on the FEMA FIRM panel 2226K. c) If floodplain limits are not contained within the stormsewer system and Silverbell right-of-way, add any floodplain limit delineation within property boundary from a drainage study on planview. d) Elevated pavement at curbline is effective for maintaining watershed delineations and preventing stormwater from entering the parking lot as in pre-developed conditions. Clarify any areas that prevent stormwater runoff from entering the property from Silverbell, or areas that receive runoff onto or through the property and label Q100 and exit point at downstream property boundary. e) If jurisdictional floodplain impacts the structure, the following comments must be addressed: i) Substantial improvement assessment would be needed for this project if the existing structure is impacted by jurisdictional floodplain. Provide the following documentation: (1) Provide document that lists the value of the improvements for this project for City of Tucson record purposes and determining cumulative value. (2) Provide existing structure value (this shall not include land value). ii) This information will be used to determine percentage of improvement for assessing substantial improvement of the structure. If the percent improvement (including cumulative improvements over tine) reaches 50%, floodproofing is required for the structure. iii) Provide FFE for existing structure and adjacent WSEL's on exhibit in drainage statement/hydrology report. The re-submittal should address all of the above items. Resubmit package including a drainage statement or hydrology report with substantial improvement data, and response letter.
