The applicant is authorized to use a portion of the flood hazard area in the City of Tucson, Arizona, on the property described as: 1434 E Hampton Street, Tucson, AZ 85719, A portion of parcel 123-12-0160, MONTEREY AMENDED LOT 4 & E2 OF L 5 BLK 26 (10464/123 11545/3015). In a portion of Township 14 South, Range 14 East, Section 6, for the construction of an addition to an existing non-conforming structure. The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard, and Watercourse Amenities, Safety and Habitat regulations, and are particularly bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not constitute a waiver of other requirements contained in the Tucson City Code, Land Use Code, or any other Federal, State, County, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under City of Tucson Floodplain and Erosion Hazard Regulations and Watercourse Amenities, Safety, and Habitat regulations require the issuance of an additional Floodplain Use Permit. The following conditions apply to this permit: 1) This permit becomes invalid and is subject to additional floodplain review, if any required development permit changes the configuration of the improvement, or, if there is any further disturbance within the floodplain other than that outlined in this application. This floodplain use permit may be subject to conditions or restrictions designed to reduce or mitigate the potential damage or hazard to life or property resulting from development within the regulatory floodplain, floodway or erosion hazard areas as determined by the project engineer and accepted by the City of Tucson. 2) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties. 3) The addition is located within a City of Tucson 100-year Floodplain, as defined in The Floodplain and Erosion Hazard Management Ordinance, Chapter 26 of the Tucson Code (Ordinance). 4) Hydrology Report for Mountain Avenue Wash (JE Fuller Hydrology and Geomorphology, 30JAN08), Signed and sealed by Robert Shand (1-30-08). 5) For purposes of this permit the following flood elevations shall be used: Base Flood Elevation (BFE) = 2414.7 feet NAVD 1988 Regulatory Flood Elevation (RFE) = 2415.7 feet NAVD 1988 Finished floor of the addition and the lowest point of any attached appliances including water heater, air conditioning units, etc. are to be at or above the Regulatory Flood Elevation (RFE). 6) Floodplain Approval of elevation certificate, prepared by an Arizona State Registered Land Surveyor, is required prior to final approval of single family residence or electrical inspection. The Elevation Certificate must include the identity and elevation of the lowest service equipment/machinery servicing the single family residence as well as the identity and location of all other equipment/machinery servicing the single family residence. All elevation certificates are to be returned to Development Services - Engineering Department at 201 N Stone on the 1st floor - for review, approval and the release for inspections. 7) Certification is required by an Arizona State Registered Professional Civil Engineer that the finished floor of the single family residence meets all the requirements of Section 26-9 of the Ordinance. 8) All work shall conform to the approved details and general Site Plan, which are made part of this permit. 9) Within 5 (five) days of issuance of this permit, and through completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "CONSTRUCTION PROCEEDING UNDER REQUIREMENTS OF CITY OF TUCSON FLOODPLAIN USE PERMIT # T09OT00460 FOR INFORMATION PLEASE CALL 791-5550." 10) This Floodplain Use Permit and plans shall be kept in a readily accessible location on site at all times. 11) Any additional future disturbance of the floodplain shall have separate floodplain use permit applications submitted to this office for review and approval. 12) Contractor will need to call for floodplain use permit inspections by Development Services Department Engineering Division Inspection Team (791-5550) prior to and after the installation of the prefabricated storage container. 13) See the associated activity T08CM03407. Hampton St. Applicant: Linda Moody Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, we request that you please provide revised plans and calculations, along with a written response to each of the noted items indicating action taken. SCOPE OF REVIEW: The scope of this plan review includes architectural, electrical, plumbing, mechanical, and energy conservation. The purpose of this review is to verify compliance to the 2006 International Residential Code with local amendments. Other comment references may be derived from additional codes and standards adopted by The City of Tucson. All features have been checked only to the extent allowed by the submittals provided for review. All portions of this project are assumed to meet other departmental requirements, conditions, and concerns before permit approval. GENERAL REQUIREMENTS: 1. Provide two copies of the corrected set of drawings (no clouds or revision numbers please) along with a set of the first submission (cloud corrections on this set please). All corrections and revisions shall be made on original tracings or finished reproducible set. Pen or pencil corrections on final prints will not be acceptable. To avoid delays, ensure that all corrections have been made, are complete, and have been coordinated on all applicable detail and note sheets. INCLUSIVE HOME DESIGN: 2. SECTIONS - DETAILS: 14. Specify wall and ceiling covering. Note: Ceiling gypsum board must be either 5/8" or ½" sag resistant when applied to ceilings framed at 24" o/c, IRC table R702.3.5 footnote d. 15. The walls and soffit of the enclosed space under stairs shall be protected on the enclosed side with ½" gypsum board, R311.2.2. 16. Provide the stair tread and riser dimensions, R311, R312. Provide the maximum developed length of water line from the meter the furthest appliance served, the size of the water meter, the available pressure, and the diameter of the water supply line from the meter, UPC Table 6-6. 22. The Tucson Water policy adopted 3/2/07 limits the maximum demand for a 5/8" water meter (there are no ¾" meters for Tucson Water service) to 10GPM, confirm with Tucson Water that the existing meter will be able to meet the new water demand. Reference Tables P2903.6 and P2903.6(1), IRC 2006. 23. Provide note requiring that water hammer arrestors be installed in accordance with ASSE 1010-2004 on water lines serving appliances equipped with quick-closing valves to include but not limited to: clothes washers, dishwashers, and refrigerators, UPC 609.10. 24. Provide consistent information regarding the location of the proposed sewer (the site plan and the plumbing plan show conflicting information). MECHANICAL PLAN: 31. Show supply and return air ducts with a minimum R-8 insulation, R1103.2.1. 32. Show the condensate line and secondary for HVAC unit, M1411.3. ELECTRICAL PLAN: 33. Provide riser diagrams for service panel and sub-panels with feeder conductors, conduit sizes, and over-current protection (with appropriate correction factors), E3605.5. Include grounding method and bonding to metallic piping, E3303, E3507. 34. All meters shall be located on an exterior house or garage wall, but not under a carport, breezeway, patio, porch, or area that can be enclosed with building expansion, TEP SR-405. 35. Lights installed over a shower or bathtub must be approved for use in wet area, E3903.8. INTERNATIONAL ENERGY CONSERVATION CODE: 36. Specify the "R" value of the insulation, as well as the "U" factor and the solar heat gain coefficient of the windows and doors. Tucson is in climate zone 2B. The simplified prescribed energy values for glazing and skylights is U=0.75, ceiling R=30 and walls R=13. Mass wall requirement is R=4 when 50% of insulation is exterior and R=6 when applied interior, N1102.1. 37. Specify the method in which the minimum insulation value can be accommodated with 2x8 roof framing materials (standard R-30 batt insulation is 9½").
