Engineering Division does not recommend approval of the building plan or floodplain use permit at this time. The following items need to be addressed to the next submittal: Please include a response letter to the comments along with the corrected copies of the site plan. Building Plan: 1. Complied 2. Provide cost estimate for the material and labor for the proposed conversion of structure from a SFR to Duplex . See attached example for the cost estimate. Cost estimate should have material and labor included in cost estimate. Include in the estimate all labor costs. In addition, cost estimate is to be signed and dated by contractor. Include contact information including address and phone number of person who completed estimate. 2. Additional comments may be forthcoming. ADDITIONAL COMMENTS: 1) Current improvements per Contactors Estimate = $6,400.00. Valuation from Development Services - Residential show valuation for improvement = $72,939.30. All future improvements will be subject to additional review. 2) Per DSD-Residential Valuation of improvement, the improvements exceed 50% of the current value of the structure; no other improvements will be permitted unless the entire structure is brought into compliance with the City of Tucson Floodplain and Erosion Hazard Area Regulations (Chapter 26, Tucson Code). The project is determined to be a substantial improvement, and, it is determined that the lowest flood elevation is below the regulatory floor elevation, a design submittal, and review and acceptance of the submittal for floodproofing will be required and shall conform to current City of Tucson and FEMA floodplain development requirements in effect on the date of authorization by the Development Services Department. OR Improvements will need to be changed to bring improvements below 50% of the value of the structure. 3) The proposed improvements shall does impose conditions that would increase the flood damage potential to the combined proposed and existing building, by 50 percent or greater of the existing structure's value. 4) Per Building Residential Valuation ($72,939.30) was provided showing that the improvements are more than 50 % (estimate was 59%) of the assessed value of the structure (using Pima County Assesors 2008 Valuation of $155,477.00 and subtracting 20% to exclude land - $124,381.60). No person shall repair or alter property in a piecemeal manner so as to avoid the provisions of Section 26-4.1.a.3, Chapter 26-Tucson Code. 5) DSD-Building Residential Valuation will ne used since the difference between, Original Garage and Patio Guy (General Contractor - James Sullivan) Sun and Fun Construction (AZ ROC 179353), estimate of $6,400.00 is $66,539.30 less than the $72,939.30 valuation completed by Building Residential.
