COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. DS 2-02.2.1.6 Provide the proposed use of the existing building located on the north parcel. (per Kevin Hall the proposed use will be Food and Beverage Sales "28" ) Provide dimensions on the footprint of the existing building.

The parking calculations indicate an exterior dining area. Clearly indicate where on the site plan this dining area is located and provide dimensions of this area..

2. DS 2-02.2.1.7 Provide dimensions from the back of future curb to the new building from both streets. The minimum setback is 21' or the height of the structure measured from the back of future curb.

3. DS 2-02.2.1.8 Handicap parking spaces are required to be located near the existing building on the north parcel. See HC comments.

The minimum size of a parallel parking space is 8 X 23. The southern most parking space of the 3 parallel parking spaces does not meet this requirement.

4. DS 2-02.2.1.9 The bicycle parking may be all class two bicycle parking spaces per the LUC allowing substitution of class one spaces for class two if less than fifty vehicle parking spaces are required.

Class two bicycle parking is required at the existing building. All class two bicycle parking spaces must be located within 50' of the main entrance of both buildings.

Please provide a plan view detail of the proposed class 2 bicycle parking spaces. A five (5) foot wide access aisle measured from the front or rear of the seventy-two (72) inch long parking space will be provided beside each row. Lighting will be provided such that all facilities are thoroughly illuminated and visible from adjacent sidewalks, parking lots, or buildings, during working hours.

5. DS 2-02.2.1.10 Provide the location of the future curb for both Broadway and Swan. Provide future sight visibility triangles for both streets.

6. DS 2-02.2.1.11 Provide the widths of all PAALs. Missing at the entrance from Swan and between the parking spaces located on the north parcel.

The backup spur located at the north property line is required to have a 3' clear area behind the curb, a minimum 3' radius curb and a minimum 24' width.

7. DS 2-02.2.1.12 An accessible pedestrian circulation path is required connecting all buildings. Handicap ramp missing at the north end of crosswalk . See HC comments

Clearly indicate the minimum 4' wide sidewalk area required at the front of the indicated handicap ramps or redesign the handicap ramps. See HC comments.

8. DS 2-02.2.1.13 Indicate the locations, size, height and types of proposed signs (wall, freestanding, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Also indicate if there are existing billboards on site. Billboards will be required to meet all LUC requirements as stated in LUC Sec. 3.5.4.26. If none exists please state so.

9. DS 2-02.2.114 The indicated 10X20 loading zone does not meet the requirements of LUC Sec. 3.4.5.3 for a Food and Beverage Sales use. A 12X35 loading zone is required for the building on the north parcel as well as for the new building for a total of 2-12X35 loading zones.

10. DS 2-02.2.1.20 If applicable, all easements proposed or existing must be graphically shown on the plan together with recording docket and page reference.

11. DS 2-02.2.1.25 If applicable, provide existing and proposed site lighting layout and type.

12. DS 2-02.2.2.A.5 Revise the number of required and provided loading zones.

13. DS 2-02.2.2.B When the proposed site is part of a larger site, all calculations encompass the entire site, whether existing or proposed.

14. This site contains two (2) separate parcels therefore you will need to show how the parcels can work as stand alone parcels if sold separately or provide a Pima County Tax Parcel Combo and a recorded covenant regarding development and use of real property. Forms may be found at http://www.tucsonaz.gov/dsd/Forms_Fees___Maps/Applications/applications.html

If the Pima County Tax Parcel Combo cannot be completed (possibly because of different owners), the covenant regarding development and use of real property must be completed. Provide a copy for review. Provide a note on the plans indicating recording docket and page for the covenant.
A document that provides the cross access, parking, and pedestrian circulation will be required to be completed. Add the recordation information (docket and page number) of the document. Provide a copy for review.

10/21/2008 PETER MCLAUGHLIN LANDSCAPE REVIEW Denied 1) One (1) canopy tree must be provided for every thirty-three (33) linear feet of landscape border or fraction thereof per LUC 3.7.2.4. With a total length of 113 feet, the street landscape border along Broadway Blvd must contain a total of 4 canopy trees, and with a length of 169 linear feet the landscape border along Swan Road must contain 6 canopy trees. Revise plan drawing and landscape border table as needed.

2) Revise note on landscape plan drawing which reads "5-foot vegetative screen for loading zone". Per LUC Table
3.7.2-I a 6-foot masonry wall is required to screen a loading zone from a designated major street and route such as Swan Road. Note: see zoning review comments regarding required size of loading zones.

3) To be consistent indicate with a label the existing zoning of the parcel to the north (C-1 zoning) on the landscape plan sheeet 1.

4) To verify LUC compliance, dimension the minimum width and label the square footage measured from the inside of tree planters in the vehicle use area. An unpaved area, which is a minimum of thirty-four (34) square feet in area and four (4) feet in width, must be provided for each canopy tree.

The site plan cannot be approved as submitted. Please address the following comments.
The Drainage Report is accepted for site plan review purposes.
1. Provide 6-foot sidewalks along in the right of way of the two arterials adjacent to the project in accordance with the applicable active practice guideline for right-of-way improvements.
2. Clearly indicate on the solid waste refuse container enclosure that there will be 10 feet clear between the bollards on opposing sides of the enclosure and between the rear bollards and the gates.
Note that a separate grading plan and permit must be reviewed and approved for this project.
