This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the entire site. 2. This project proposes an expansion within the HR-2 zoned portion of this parcel. Per LUC Section 2.3.5.2.C.3 Educational Use: Elementary and Secondary Schools "11", subject to: Sec. 3.5.3.7.B Site Area. The minimum required site area in residential zones is five (5) acres, unless a greater site area is required under the applicable Development Designator, or the ratio of one thousand four hundred fifty-two (1,452) square feet of site area for each student proposed for the school, whichever is greater, up to a maximum of ten (10) acres for elementary schools (Grades K-6), twenty (20) acres for middle schools (Grades 7 and 8), and forty (40) acres for high schools (Grades 9-12). This said the proposed HR-2 site area does not meet the minimum site area requirement. At a minimum a Special Exception Land Use with Zoning Examiner Full Notice Procedure will be required. Please be aware that under LUC Section 2.3.5.3.D.1 Educational Use: Elementary and Secondary Schools, Development designator "11", it does not appear that this project will be able to meet the lot coverage, 15%, and possibly the floor area ratio, 0.10, requirements. A rezoning maybe required. These issues must be addressed prior to any further Zoning reviews. Indicate height, location and materials of screening on the landscape plan. 6) Revise the zoning classification on sheets L-1 and SP-01 to indicate that a portion of the site is zoned HR-2. 7) Landscaping along parking lots and parking spaces where plants are susceptible to injury by vehicular traffic must be protected by appropriate means, such as wheelstop curbs, bollards, or low walls per LUC 3.7.2.3.B. Revise the plans to indicate curbing/protection for the landscaping adjacent to the parking spaces along the east property line. 8) Screening of the parking spaces from Speedway Blvd. must extend to screen the length of the parking spaces. Revise plan to show an extension to the 30-inch screen wall. Engineering Division does not recommend approval of the site plan application at this time. The following items need to be addressed: SITE PLAN COMMENTS: 1) DS Sec.2-02.2.1.A: Revise the site plan and the Owner section to provide a telephone contact number for the listed owner of the site. 2) DS Sec.2-02.2.1.A.8: Revise the site plan to label the minimum 24-foot width for the PAAL adjacent to the loading zone and the new curb. 3) DS Sec.2-02.2.1.A.8: Revise the site plan to label the minimum 12-foot width for the drop off lane adjacent to the loading zone. 4) DS Sec.2-02.2.1.A.8: Revise the site plan to clearly show that all existing PAAL access points that are not being used have been closed off in conformance with TDOT requirements. The existing PAAL access off of 6th Ave north of the revised access point must be closed off with curbing and new sidewalk to prevent vehicles from trying to turn into a closed off PAAL and then having to back out into MS&R traffic. 5) DS Sec.2-02.2.1.A.10: Revise the sight visibility triangles (SVTs) for the intersection of the PAAL at 6th Ave. Per the DS the near side dimensions on all Arterial streets is 345 feet, revise. Refer to DS Sec.3-01.5.1 for sight visibility requirements. 6) DS Sec.2-02.2.1.A.11: Revise the site plan to label the 25-feet radii and concrete curbs per City of Tucson Transportation Access Management Guidelines (TAMG), Section 5.5 at the driveway entrances located on both MS&R streets. Refer to DS Sec.3-01.3.2.C for street development standards. Curb returns must be constructed entirely on subject property. 7) DS Sec.2-01.2.1.A.12: Revise the site plan to show the required 6-foot wide sidewalk with curb along both street frontages of Speedway Blvd and 6th Ave. Per the adopted Mayor and Counsel policy all sidewalks along MS&R right-of-ways for arterial and collector streets require 6-foot wide sidewalks. If sidewalks already exist along the frontage of both streets provide photo documentation showing that the existing sidewalk is in good condition. If the sidewalk is missing in spots or is cracked and buckled a new 6-foot sidewalk will be required. 8) DS Sec.2-02.2.1.A.12: Revise the site plan to provide a detail for all proposed handicap access ramp. Revise the plan to show that all proposed handicap access ramps meet the design requirements per Detail 207 Standard Public Improvement or the ANSI Standards A117.1-2003 Section 406.13 (offsite versus onsite handicap ramps). Refer to Ron Brown, RA Structural Plans Examiner for all handicap and ANSI Standard requirements that apply to this project. 9) DS Sec.2-02.2.1.A.12: Revise the site plan and the 5-foot access aisle adjacent to the drop off zone so that it is clearly marked to prevent parking 10) DS Sec.2-02.2.1.A.16: Revise the site plan so that the stormwater discharge from the proposed vehicular use area drains into the proposed planting areas and the 10-foot front landscape border/water harvesting area to help reduce onsite flows from leaving the site. Provide a curb cut with dimensions to show that stormwater drains into the landscape area to minimize offsite impacts and to show conformance with the City of Tucson Water Harvesting Guidance Manual. 11) DS Sec2-02.2.1.A.16: Provide flow arrows on the site plan to identify drainage patterns for the vehicular use area and for the roof drainage to verify downspout and scupper locations and to verify how the stormwater from the vehicular use area drains into the required landscaping 12) DS Sec2-02.2.1.A.16: Provide a note on the site plan that states "Water Harvesting Areas to be depressed a minimum of 6-inches." Refer to the "City of Tucson Water Harvesting Guidance Manual, Ordinance # 10210" for recommendation on how to construct and maintain the required water harvesting areas for onsite flow containment. 13) DS Sec2-02.2.1.A.19: Revise the site plan to clearly label the center lines of all streets that are shown. 14) DS Sec2-02.2.1.A.19: Revise the site plan to label and dimension the right-of-way width for Arizona Ave as shown on the east side of the property. 15) DS Sec2-02.2.1.A.19: Revise the site plan to label both 6th Ave and Speedway Blvd as MS&R- Arterial Streets. Verify that the future right-of-way width is shown across the subject property for Speedway Blvd. Per the submitted site plan the r-o-w line stops at the property line and is not shown on the subject property. 16) DS Sec2-02.2.1.A.19: Revise the site plan to label and dimension the future sidewalk areas for both MS&R Arterial streets. For Speedway Blvd the sidewalk area width is 9 feet and for 6th Ave the width is 10 feet, revise. 17) DS Sec.2-01.2.1.A.21: Provide dimensions from the street monument lines to the existing and/or proposed curb, sidewalk, driveway and any utility lines. 18) DS Sec.2-02.2.1.A.32: Provide a letter of approval from Environmental Services for the proposed "roller" trash receptacle as shown on the site plan. Verify that Environmental Services approves this method of trash pick-up. 19) Review and approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction.
