SUBJECT: 8750 E Woodland Road Barn Additions- 3rd Engineering Review
TO: Platosa LLC
LOCATION: T13S R15E Sec34 and T14S R15E Sec03, Ward 2
REVIEWERS: Jason Green, CFM
ACTIVITY: T08CM03103, T08CM03104 (Site Plans) and T08OT02278 (Floodplain Use Permit)

SUMMARY: Engineering Division of Development Services Department has received and reviewed the revised Site Plan applications (T08CM03103 and 03104), Floodplain Use Permit (T08OT02278), Drainage Report (Richard G. Macias, 14NOV078 revised 12JAN09) and Structural Detail Sheets for the above referenced property and does not recommend approval of the Site Plans, Floodplain Use Permit or Drainage Report at this time.

The subject property is fully located within the Floodway of the Tanque Verde Creek and within a Special Flood Hazard Area (SFHA), Zone AE as shown on the Flood Insurance Rate Map (FIRM), Community- Panel No. 040073-04019C-1670K, effective date July 24, 2000.

The following information is required:

FUP SITE PLAN:

1) Revise the No-Rise Certification in the report to include the following language to be in compliance with FEMA Code of Federal Regulations (Title 44) and the City of Tucson Floodplain regulations; "….dated July 24, 2000 and will not impact the 100-year flood elevations, floodway elevations, or floodway widths at the unpublished cross sections in the vicinity of the proposed development."

2) Revise Section 4.4 of the Drainage Report to remove the statement "The proposed barns are set at a distance greater than the allowable minimum 50-foot from the channel top of bank." This statement does not apply to Regional Watercourses such as the Tanque Verde Creek, only to small regulatory channels. Please provide the statement to read; "The setback determined is from aerial investigation and the professional judgment of the certifying engineer. The erosion hazard setback equation per DS Sec.10-02.7.6.1 was not used to determine the erosion hazard setback line since the structures are non-habitable."

3) Revise Section 4.6 of the Drainage Report to include the word "fringe" in the title of the section. To read; "4.6 Requirements for Building within the floodway fringe."

4) Provide the following notes on the site plan under the Permitting Note Section:

a) "The subject property is located within a mapped regulatory floodway and floodplain, it will be required that 2 elevation certificates for the proposed barn structure (3720 sq feet) be filled out by an Arizona Registered Land Surveyor showing that the finished floor elevation (FFE) of the proposed barn is elevated above the calculated water surface elevation per the FFE datum referenced on the plan set, and returned to our office. The first elevation certificate must be returned to this office prior to the pouring of the slab. The second elevation certificate must be returned to our office prior to the final building inspection." (These will be issued with the Floodplain Use Permit approval)
b) "Both the horse barn and the horse breeze way must remain open sided for the life of the structure. Both structures are to remain non-habitable."

5) Clarify on the site plan the proposed work under the Proposed New Structure Section. Per the Section on the site plan the new work will consist of; 1) 3720 sqft horse barn, 2) 4 sheds, 3) 3 shade structures, and 4) 3800 sqft horse stalls (Breezeway). The 3 shade structures could not be located on the site plan and are not addressed in the Drainage Report encroachment analysis, clarify. The section for proposed work should read 1) 3720 sqft horse barn, 2) 4 detached sheds, 3) 3800 sqft horse stalls (clarify the square footage in the section versus the plan view number), 4) expand the existing riding arena, and 4) 2- 5000 gallon water tanks.

6) Provide a description for all proposed work under the permit activity numbers (T08CM03103 and T08CM03104) or provide a separate permit for the detached sheds, expanded riding arena, and 2-5000 gallon water tanks. Please contact the Permit Counter when resubmitting so that these proposed improvements are either added to your permits or that new permits are taken out for the new structures.

7) Revise the engineered site plan to include all cross section (labeled, with both existing and developed water surface elevations) that are on the subject property per the proposed Drainage Report and exhibits.

8) Revise Detail 1 to include a reference to the approved Structural Plan sets for the exact construction of both the barn and breezeway. Provide the name of the plan, name of the company or name of certifying engineer, date of plan certification and the number of sheets. A reference to the approved plan set is necessary for field clarification and FUP approval.

9) It is recommended that the Note "All sheds and water tanks shall be anchored" be moved to the permitting note section.

02/04/2009 ANDREW CONNOR LANDSCAPE REVIEW Needs Review 1. No Encroachment in Floodplain. Where the owner of a lot or parcel affected by these regulations chooses to leave the one hundred (100) year floodplain undisturbed, the Environmental Resource Zone (ERZ) does not apply except that temporary fencing will be placed between the project site and the floodplain area as provided in Sec. 2.8.6.6.B; where permitted by the floodplain ordinance, development in this floodplain area is allowed as provided in Sec. 2.8.6.6.

2. The plan will document the specific impact of the development on existing critical riparian habitat areas within the resource corridor. Delineate and identify the 100 year flood plain limits, and critical riparian habitat on submitted plans.
