COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the fuel center only.

2. Provide a copy of the approved site/development plan drawings that includes the last approved parking calculation.

3. D.S.2-02.2.1.A.10 The sight visibility triangles (SVT's) shown on the plan are not shown correctly, see engineering comments. Also if applicable show future SVT's on the plan. Both Grant Road and 1st Avenue are arterial streets and there may also be intersection widening required, see engineering comments.

4. D.S.2-02.2.1.A.12 The location of the fuel truck appears to encroach into the twenty-four (24) foot wide two-way parking area access lane (PAAL). Per LUC Section 3.3.7.2 and D.S. 3-05.2.1.C.1, the minimum width of a two-way PAAL is twenty-four (24) feet.

5. D.S.2-02.2.1.A.12 The striped pedestrian circulation/accessible route, shown south of the proposed handicapped vehicle parking space, within the landscape area is required to be a sidewalk, see D.S. 2-08.4.1. Sidewalks within a project must be physically separated from any vehicular travel lane by means of curbing, grade separation, barriers, railings, or other means, except at crosswalks

6. D.S.2-02.2.1.A.12 Per D.S. 2-08.3.1 Within all development, a continuous pedestrian circulation/accessible route path is required. This path must connect all public access areas of the development and the pedestrian circulation path located in any adjacent streets. The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas, and all other common use areas. This said, show the required pedestrian circulation/accessible route to Grant Road and to the existing shopping center.

7. D.S.2-02.2.1.A.13 If applicable, show the location, type, size and height of any existing and proposed free standing signs or billboards on site.

8. D.S.2-02.2.1.A.18 Label both Grant Road and 1st Avenue as MS&R.

9. D.S.2-02.2.1.A.19 Show the right-of-way (ROW) dimensions, future and existing, on sheet SP.

10. D.S.2-02.2.1.A.21 If applicable show future curb for both Grant Road and 1st Avenue and a dimension from the street monument line.

14. Per D.S. 2-02.2.2.B When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. This said all calculations required under D.S. 2-02.2.2.A are required for the entire site. Once the calculations are revised to include the entire site Zoning will be able to review the calculations.

15. Based on the SUBJECT TO: SEC. 3.5.9.2.C within a C-1 Zone the Fuel dispensing locations are limited to a maximum of twelve (12). This said it appears that there are fourteen dispensing locations proposed within the C-1 zone.

16. Additional comments may be forth coming depending on how each comment has been addressed.

09/10/2008 PETER MCLAUGHLIN LANDSCAPE REVIEW Denied 1. Provide a copy of the approved site or development plans, including last approved landscape plans.

2. Obtain approval for right-of-way improvements, including landscaping and irrigation, from the Departrment of Transportation in compliance with the TDOT standard (see comment 3). Provide verification, in writing, of any approvals obtained. Contact Gary Wittwer, DOT Landscape Architect for specific requirements.

3. Revise the landscape plans to include the following standard notes for landscaping in the public right-of-way:

All planting and irrigation that is proposed within the ROW must receive a permit prior to construction. Plans should be submitted to the City of Tucson Permits and Code section at 201 N. Stone, 4th floor. Once the permit has been approved, the applicant must call for a "Blue Stake " prior to the required pre-construction meeting with the City Landscape Architect, and prior to starting any work.

It is the property owner's responsibility to keep the Sight Visibility Triangles (SVT), and the pedestrian access area clear of vegetation at all times, per Land Use Code (LUC) section 3.7.2.9.

Final plant locations must be in compliance with all utility setback requirements. The owner understands that if the City of Tucson Transportation Department or any utility company needs to work within the ROW in the landscaped area, plants and irrigation may be destroyed without replacement or repair.

The property owner assumes full liability for this landscape and irrigation, and any damage to roadway, sidewalk and utilities within the public right-of-way.

2. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10.
3. Show all points of egress and ingress including locations and width of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11.
4. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12.

If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice.
