COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for code compliance.

2. This comment was not addressed correctly. The existing SVT's are required to be shown on the plan also. D.S.2-02.2.1.A.10 Zoning acknowledges that the existing sight visibility triangles (SVT's) are shown on the plan. Based on the future curb location show the future SVT's on the plan.

3. D.S.2-02.2.1.A.12 Per D.S. 3-05.2.2.B.3 provide the two (2) foot setback from the proposed PAAL to the northwest property line.

4. All easements need to be clearly shown on the site plan. If there is a blanket easement no part of the proposed building may be located within the easement. D.S. 2-02.2.1.A.20 If applicable show all easements of record graphically on the plan together with recording docket and page reference.

5. This comment was not addressed. D.S. 2-02.2.1.A.25 The zoning shown for the parcel located to the northwest is not correct. There is split zoning of C-1 and O-3.

6. D.S.2-02.2.2.A.4 The provided vehicle parking space calculation shows "ACCESSIBLE SPACES - 2" but there is only one (1) shown on the plan, please clarify.

7. D.S.2-02.2.2.A.4 Provide a copy of the recorded cross access agreement. As the required 22 vehicle parking spaces for Taco Bell are provided on site a cross parking agreement is not required.

8. This comment has not been addressed and must be completed prior to site plan approval. As this site is made up of two separate parcels, 133-16-021B & 133-16-021C a lot combination is required. Provide a copy of the approved Pima County Assessors Combination Request Form and a recorded Covenant Regarding Development and Use of Real Property.

9. As a lot combination is required, see comment 8, remove all references to "PARCEL 1" and "PARCEL 2" and the associated lot line from the plan.

10. Remove all landscape references from the site plan i.e. trees and 40' radius.

11. Additional comments may be forth coming depending on how each comment has been addressed.

06/05/2009 ANDREW CONNOR LANDSCAPE REVIEW Denied 1. Street landscape borders shall be located entirely on site, except that, if approved by the City Engineer or designee. Up to five (5) feet of the required ten (10) foot width be placed within the adjacent right-of-way area.

2. An approved site plan is required indicating how the project will comply with LUC requirements when the MS&R right-of-way can no longer be used as part of the site. Such plan is to be an exhibit to an executed covenant for recordation stating the responsibility of the property owner, successor, or assignee as to the removal of improvements and compliance with the LUC at no cost to the City LUC 2.8.3.5.F

3. Correctly show the future site visibility triangles on the landscape plan D.S.2-02.2.1.A.10. Note: Any vegetation higher than thirty (30) inches must be located outside of the sight visibility triangle per 3.7.3.4 revise plant locations if necessary.

4. Every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) LUC 3.7.2.3.A.1.a Additional tree is required

5. A minimum of 4' width must be provided for each canopy tree. The measurement is always within the planter area and does not include any material which defines the outer edge of the unpaved area per DS 2-06.3.3.C. Dimension strip planter within vehicle use area on the landscape plan.

6. All landscape areas will be depressed to accept water flow from roofs, PAAL, and parking areas. Show by detail or spot elevations how landscape areas will accommodate water harvesting. Planting details provided will not meet requirements, revise as necessary.

7. Add the following notes to Sheet L1 of landscape plan

DS 2-06.6.0 MAINTENANCE STANDARDS

Plant Materials.

A. Any plant material in areas of required landscaping that does not survive will be replaced with an equivalent size and species within thirty (30) days.

B. Plant material will be pruned as necessary to control size but not to disrupt the natural growth pattern or characteristic form of the plant except as necessary to achieve height clearance for visibility and pedestrian passage or to achieve a continuous opaque hedge if required.

C. Clipping and pruning of the plant material are required to allow maximum shading while preserving surveillance opportunities and preventing obstructive overhang into walks, curb areas, drives, and line of sight triangles. For general guidelines on height clearance of tree canopies, refer to Sec. 2- 06.3.6.D, Sec. 2-06.3.6.E, Sec. 2-06.3.6.F, and Sec. 2-06.3.7.D.

D. All dead or removed plant material will be replaced with plant material acceptable under the requirements of the xeriscape landscaping regulations. Replacement material will be a minimum fifteen (15) gallon size for trees and five (5) gallon size for shrubs.

E. Regular landscape maintenance should ensure water efficiency and include, but not be limited to, pruning, mulching, weeding, and litter removal.


8. The site plan and landscape plan must show identical site layout to avoid conflict between the two plans. Ensure that all changes to the site plan are reflected on the landscape plan.
