COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. DS 2-02.2.1.4 The indicated township and range for the location map is incorrect. Should be township 13 and range 13. Revise.

2. Provide a copy of the Board of Adjustment approval letter. Provide on the plans what the Board of Adjustment variance was for, date of approval and any conditions of approval.

3. DS 2-02.2.1.11 Provide the width of the PAAL adjacent to the handicap parking spaces.

Per DS 3-05.2.3.C.1 A vehicular use area must be provided with post barricades or wheel stop curbing designed to prevent parked vehicles from extending beyond the property lines; damaging adjacent landscaping, walls, or buildings; or overhanging adjacent sidewalk areas or unpaved areas on or off site and to prevent vehicles from driving onto unimproved portions of the site. Barriers or wheel stop curbing will be required along the indicated edge of pavement at the north, east and south portions of this site.

Provide as a note indicating the proposed gates at both entrances and the man gate are to remain open during business hours.

4. DS 2-02.2.1.13 Indicate the locations and types of proposed signs (wall, freestanding, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Also indicate if there are existing billboards on site. Billboards will be required to meet all LUC requirements as stated in LUC Sec. 3.5.4.26. If none exists please state so.

5. DS 2-02.2.1.20 Provide on all easements either the docket and page or book and page recording information. (not "by plat")

Per the final plat general note #9 the indicated fence which passes through the sewer easement is required to have written consent of Pima County Waste Water Department. Provide documentation.

Per the final plat there is a 15' communications easement across a portion of the east side of the property. Indicate on the plan and provide docket and page information.

Per the final plat there is a 10' P.U.E along the street property line. Indicate on the plan and provide book and page information.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the Site Plan (T08CM02132) and Drainage Statement (Stanley Engineering & Drainage, Inc., 17JUL08) for the above referenced property. Engineering Division does not recommend approval of the Site Plan application at this time. The following items need to be addressed:


SITE PLAN COMMENTS:

1) DS Sec.2-02.2.1.A.4: Revise the location map shown on Sheet A-1.1 so that it is at a referenced scale of 3 inch equals 1 mile. Revise the Township and Range reference to correctly label Township 13 Range 13.

2) DS Sec.2-02.2.1.A.8: Revise the Site Plan to clarify the minimum 24-foot PAAL widths for all two-way traffic (20-foot minimum if used as a Fire Access Lane) at all locations (specifically north east side of building) on the Site Plan. Verify the minimum 20-foot width at the entry gates for fire access. The Site Plan proposes a pair of 12-foot gates, verify if this is acceptable to Fire.

3) DS Sec.2-02.2.1.A.8: Revise the Site Plan to include 6-inch curbing around the entire proposed vehicular use area. Curbing is required to prevent encroachment onto the undeveloped portion of the property. Provide a label with the associated keynote to verify location.

4) DS Sec.2-02.2.1.A.8: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap and ANSI Standard requirements that apply to this project.

5) DS Sec.2-02.2.1.A.8: Revise the Site Plan to label and dimension the minimum 18-feet radii at all PAAL intersections that are being used as access for fire and refuse vehicles. Refer to DS Sec.3-05.2.1.C.3.a for clarification.

6) DS Sec.2-02.2.1.A.10: Revise the Site Plan to correctly show the near side dimensions for the required SVTs. The Site Plan must reflect a PAAL to Local street intersection dimension, revise.

7) DS Sec.2-02.2.1.A.10: Revise the Site Plan to so that improvements are not located within the existing SVTs. Keynote # 35 shows a 6-foot chain link fence which contradicts Keynote #10 and General Note #8, revise the plan accordingly or provide transitions between the proposed fence/wall heights to verify.

8) DS Sec.2-02.2.1.A.12: Revise the Site Plan to include a barrier between the proposed loading zone and pedestrian circulation area. If the pedestrian circulation along the south east side of the building is proposed as flushed then a barrier must be provided for pedestrian safety and to prevent a loading truck from block pedestrian access.

9) DS Sec.2-02.2.1.A.14: Provide (label and dimension) the required onsite maneuvering areas for any required loading zones on the Site Plan. Refer to AASHTO for the national standards for turning radii. All radii must be shown to scale.

10) DS Sec.2-02.2.1.A.16: Revise the Site Plan to label and dimension roof drainage and scupper locations. Provide separate details for the scuppers showing the standard detail number for public improvements in order to convey the 10-year flow under the pedestrian circulation.

11) DS Sec.2-02.2.1.A.17: Revise the Site Plan to provide for the estimated cut and fill quantities for grading plan purposes.

12) DS Sec.2-02.2.1.A.19: Revise the Site Plan to label the shown right-of-way for Freeway Industrial as existing. Provide the recordation information for the public roadway on the Site Plan.

13) DS Sec.2-01.2.1.A.20: Verify that all existing easements (10-foot public utility easement and the 15-foot underground communication easement) are drawn with recordation information, location, width, and purpose of on the Site Plan. For platted easements that are existing provide the subdivision book and page numbers.

14) DS Sec.2-01.2.1.A.20: Revise the Site Plan to clearly show all improvements located outside of the platted easements. All proposed improvements that are located within the public easements must have written permission from the respective entities prior to Site Plan approval. Specifically for the proposed chain link fence that is shown on the Site Plan along the back of the property through the communication, sewer and drainage easement. The drainage easement must remain unobstructed and open to flow a chain link fence will not work in this area. Additionally the fence shown on the grading plan differs from the Site Plan, clarify.

15) DS Sec.2-02.2.1.A.23: Provide the Basis of Elevation for the topography shown. Provide the Bench Mark based on City of Tucson Datum, including City Field Book and page number along with the datum reference used (i.e. 1929 NGVD or NAVD 1988).

16) DS Sec.2-02.2.1.A.32: Revise the Site Plan to provide a detail to show that the proposed refuse enclosure meets the minimum requirements of DS Sec.6-0, Figure 3. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction.

17) DS Sec.2-02.2.1.A.32: Revise the maneuverability for the refuse vehicle that is shown in plan view so that the refuse vehicle does not have to back-up over the maximum 40-foot distance as shown to meet maneuverability within the vehicular use area. Refer to DS Sec.6-01 or contact Andy Vera, Environmental Services Department for further clarity, Andy.Vera@tucsonaz.gov or (520)-791-5543 x1212.

18) Be advised that further comments may be forth coming on resubmittal of the Site Plan.


GRADING PLAN:

19) A grading permit application has been submitted for review to Development Services. Comments for the grading plan are under a separate review letter posted under T08BU01309. Please refer to those comments for any corrections required prior to grading plan approval. The grading plan can not be approved prior to Site Plan approval.


GENERAL COMMENTS:

Please provide a revised Site Plan that addresses the comments provided above. Include a comprehensive response letter and any supplemental information addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.
