PAUL | ZONING | REVIEW | Denied | CDRC TRANSMITTAL FROM: Michael St.Paul, Planning Technician PROJECT: T08CM02390 5318 East 5th Street (127-08-0030) Addition to SFR TRANSMITTAL: September 4, 2008 COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1) This review is for a single-family-residence (SFR) in the R-1 zone (LUC Section 2.3.4.2.A.1). The Development Designator is "G" (LUC Section 3.2.1.3.B) and the Perimeter Yard Indicator is AA (LUC Section 3.2.6.4). 2) The minimum setback for all structures to the interior lot lines is the greater of six (6) feet or two thirds the height [2/3 (H)] of each structure's wall facing a property line (LUC Sections 3.2.3.1.B & 3.2.6.4). Identify the heights of these walls on the plot plan. These walls are measured from design grade (usually the ground level) to the highest point of each wall (LUC Section 3.2.6.3). Dimension the locations of each structure to the property lines on the plot plan. Provide the dimensions of the roof overhangs. If the roof overhang is greater that two (2) feet the location of the structure is dimensioned from the edge of the roof to the property lines (LUC Section 3.2.6.6.B.1.b). 3) The Design Development Option (DDO) process and approval (LUC Section 5.3.4) shall be required to meet the setback along the south property line. It appears from the elevation drawings that the wall height is thirteen (13) feet. Therefore the setback requirement is eight (8) feet eight (8) inches. It also appears that the setback measurement should be taken from the edge of the roof overhang. 4) It may be necessary to connect the shade structure to the main structure due to the proximity of the two structures. If the shade structure is to be connected in any way to the main structure include it in the DDO. Please see comments by Residential Review. 5) Remove the phrase "existing" from any structure that requires a permit. Both the shade structure and the carport shall require a permit. Please see comments by Residential Review. 6) Revise the lot coverage calculation to demonstrate the actual lot coverage. Also dimension the structures throughout. Clearly depict all the vehicle use areas on the plot plan. A turn around area must be provided to prevent backing out on to 5th Street. 7) East 5th Street is on the Major Streets and Routes (MS&R) Plan (LUC Section 2.8.3). The future right-of-way (ROW) for East 5th Street at this location is ninety (90) feet with a ten (10) foot sidewalk area. Delineate and dimension future ROW to the centerline. Also provide the future curb location on the plan. The front setback is the greater of twenty-one (21) feet or the height from the back of the future curb (LUC Section 3.2.6.5.B.1). Delineate this information on the plan along with the actual placement of the house. 8) Please be aware that additional comments may be necessary relative to revisions and future submittals. |

This letter reflects comments to be addressed. In order to facilitate a shorter back check time, we request that you please provide revised plans and calculations, highlighting any changes, along with a written response to each of the noted items indicating action taken. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2006 International Residential Code, 2006 International Energy Conservation Code, and Arizona State amendments to the 2006 Uniform Plumbing Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. GENERAL REQUIREMENTS: All corrections and revisions shall be made on original tracings or a finished reproducible set. Return two sets along with a set of the first submission for reference. Pen or pencil corrections on final prints will not be acceptable. To avoid delays, ensure that all corrections have been made, are complete, and have been coordinated on all applicable detail and note sheets (clouded revision notation is not necessary for comment changes). All engineers and architects involved in the design of the structure are to seal the related sheets of plans, details and calculations in accordance with the rules of the State Board of Technical Registration. The City of Tucson adopted the 2006 IRC with amendments on 6/12/2007, the 2006 UPC with amendments on 7/10/2007 and effective 1/1/2007 the Inclusive Home Design. All plans should reference these codes. Adopted amendments are found at: http://www.tucsonaz.gov/dsd/Codes___Ordinances/Building_Codes/building_codes.html GENERAL NOTES: " All code references to the International Residential Code shall be changed from 2000 to 2006 with appropriate paragraph references. Revise General Note sheet S-1. " Provide individual sheet numbers on each construction drawing, R106.1.1. Renumber two of the three A-1 sheets. " Interior alterations require the installation of smoke alarms at existing bedrooms, R313.2.1. FOUNDATION PLANS: 1. Show compliance with termite treatment, R320 as amended. 2. Show the 6" minimum foundation height above finished grade (Detail 6/S-2), R404.1.6. FLOOR PLANS: 1. The Carport is located within the 3-foot fire separation distance to property line. Show a one-hour fire-resistive wall (without openings) protecting all portions of the roof structure (no overhang). Extend the wall from foundation to the Carport roof with lateral support, R302.1(City of Tucson Amended). Show a section detail of materials prescribed in IBC Table 720.1(2), Items 15-1.1 to 16-1.3. 2. Roof projections may not extend between the fire-resistive wall and the property line, R302.1 (City of Tucson Amended). 3. Provide all window sizes and types, and designate the operable portion of windows, as well as the location of tempered glass (within 18" of the floor), R308.4. STRUCTURAL PLANS: 1. Provide an engineer's calculation, design and seal for retaining walls exceeding 2 ' in height measured from the bottom of the footing to the top of the wall, R404.5. 2. Specify steel lintels to support imposed load over the French Doors, R606.10: SECTIONS - DETAILS: 1. Provide consistent sizes, R106.1.1. a. Existing Ridge Beam: note 5/D-1, note 4 detail 4/S-2 and Roof Framing Plan. b. Rebar: Vertical Reinforcing S-1 and note 3 detail5/S-2. 2. Specify all ledgers connected to masonry walls with 3x material, R606.11. Revise note 4 detail 2/S-2, note 5 detail 3/S-2 and note 1 Roof Framing Plan. 3. Provide dimensioned and noted sections and firebox plan. State the size of the hearth (R1001.10), 12" footings below fireplace (R1003.2) and flue size (R1003.15). See Table and Figure R1001.1. 4. Show a 2" clearance to combustible roofing materials, R1001.11. 5. Show chimney crickets (width over 30"), R1003.20 and flashing, R903.2.1. PLUMBING PLANS: 1. Reference the code for the Plumbing design. Sheet CS-1 references the IRC, but the Fixture Schedule is using UPC values. Provide a plumbing design using a single code, 2006 UPC or 2006 IRC. 2. Note and specify all piping materials, UPC 301.1.1. IRC P2608. 3. Provide water pressure range, developed length, and a complete fixture unit schedule including existing fixtures for verifying a correct supply pipe size and/or meter size, UPC 610.8, Table 6-6. IRC P2903.7. 4. Show the water closet cleanout size as required by Table 7-6. The water closet VTR may be used as the cleanout if increased to 2-½" (3" ABS). 5. Show the VTR size for the water closet (Min. 2") UPC 904.0, Table 7-5. MECHANICAL PLANS: 1. Show bathroom exhaust fan locations for venting to exterior with minimum 50 CFM rating R303.3 and M1507.3. ELECTRICAL PLANS: 1. Show locations of smoke alarm, R313. Note that all smoke alarms must be interconnected with a power source from the building wiring, and shall be equipped with battery backup. When ceiling finish materials are removed in existing construction, existing bedrooms shall be in compliance. When ceiling finish materials are not removed, existing bedrooms may be equipped with battery operated smoke alarms, R313.2. 2. Smoke alarms are required outside each separate sleeping area, R313.2. 3. Specify recessed lighting with 3" separation from combustibles or IC listing, R808, and compliance with energy efficiency leakage, N1102.4.3. 4. Show the location of each outlet on the Electrical Plan, E3305.1. Add the outdoor light (circuit B5) and A/C disconnect (circuit B4/6), E4001.5. 5. Panelboards may not be located in clothes closets or bathrooms, E3305.4. 6. Designate the circuit number at the location of each light fixture, receptacle, and equipment disconnect switch, E3603.5. Show circuit numbers for the Storage building devices. 7. Show overcurrent protection not exceeding the allowable conductor ampacity, E3605.5. The #2 conductor feeding Panel 'B' is rated 115A @75 degrees C and may not be protected with a 125A breaker. 8. Show a GFCI receptacle outlet on the same level within 25' of exterior HVAC equipment, E3801.11. 9. Note that combination type arc-fault circuit interrupter shall protect bedroom outlets including receptacles, lights and smoke detectors, E3802.12. 10. Show at least one wall-switch-controlled lighting outlet providing illumination on the exterior side of each outdoor egress door having grade level access R3803.3. 11. Note that light fixtures in clothes closets shall be installed in accordance with E3903.11. OUTDOOR LIGHTING CODE 1. Show compliance with City of Tucson Outdoor Lighting Code with an approved lighting calculation in accordance with OLC 3.1.2. Include all exterior fixtures on the property in the calculations. 2. Provide cut sheets for all full cut-off fixtures showing the lamp placement and fixture wattage. All other fixtures are assumed to be unshielded (non-FCO style). Fixtures may be exempt from the total lumen budget if both of the full cut-off FCO style and located under overhangs, OLC 5.1.2. INTERNATIONAL ENERGY CONSERVATION CODE: 1. Tucson is in climate zone 2B. The simplified prescribed energy values for glazing and skylights is U=0.75, ceiling R=30 and walls R=13. Show the "U" factors of the windows and doors on the plans as well as the solar heat gain coefficient SHGC minimum value of 0.40, N1101.2. 2. Show ceiling insulation over the bathroom Section A & B and revise ceiling R rating note 1, detail 3/S-2 (R-30 required), N1101.2.
