COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance.

2. All lettering and dimension shall be the equivalent of twelve (0.12") point or greater in size to facilitate reproduction and photographically reduced (microfilm) for record keeping. Text on the location map does not meet this requirement,

3. It appears that this project is comprised of two (2) different parcels. There are two (2) options in regards to utilizing the two (2) parcels as one site. Prior to approval of the site plan provide; 1) A Pima County Tax Parcel Combo and a recorded covenant regarding development and use of real property, or 2) Provide a site plan for each parcel that shows how the parcels can stand alone, if sold separatly, and meet the requirements of the LUC if sold separately along with a recorded covenant regarding development and use of real property.

4. As this project is located on a Major Street & Route (MS&R) and the possibility of future right-of-way (ROW) taking is possible, the site plan needs to be either designed to meet the future ROW or provide a future site plan showing how this site will meet all LUC and Development Standards at the time of street widening. The future site plan must meet all requirements of D.S. 2-02.

5. D.S. 2-02.2.1.A.8 Per ICC/ANSI A117.1-2003 Sec. 502.5, show the 1:48 maximum slopes for the handicapped vehicle parking space and the access aisle on the handicapped parking space detail.

6. D.S. 2-02.2.1.A.8 Provide a dimension for the location of the wheel stop on the handicapped parking space detail.

7. D.S. 2-02.2.1.A.8 The western most Customer Parking space is located within the future sight visibility triangle (SVT). Per D.S. 3-01.5.1.A.1 Lines of sight will not be obscured between thirty (30) inches and six (6) within the SVT. A parking vehicle would obscure this area.

8. D.S. 2-02.2.1.A.9 On the provided off-street bicycle parking, including materials for lighting, and security; fully dimensioned layout. Per D.S. 2-09.5.1.B show the 36" dimension to the perpendicular wall of the proposed building.

9. D.S. 2-02.2.1.A.9 The proposed bicycle rack does is not an acceptable rack, see D.S. 2-09.0 Figure 4.

10. D.S. 2-02.2.1.A.12 It is not clear how a handicapped person will gain access to the sidewalk from the handicapped parking access aisle. The handicapped parking detail calls out the sidewalk along the south property line as being flush with pavement and then shows a ramp that appears to go up. It also shows a wheel stop within the access aisle.

11. D.S. 2-02.2.1.A.13 If applicable provide the location, type, size and height of existing and proposed freestanding signage and billboards.

12. D.S. 2-02.2.1.A.14 Label 12th Avenue as a MS&R.

13. D.S. 2-02.2.1.A.20 If applicable show all easements of record graphically on the plan together with recording docket and page reference.

14. D.S. 2-02.2.1.A.25 If applicable provide existing and proposed freestanding lighting layout and type. Provide a detail; list the height of pole and type of lighting.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the proposed site plan for the above referenced property. Engineering Division does not recommend approval of the site plan at this time. Please address the following review comments prior to the next submittal.

Please include a response letter to the comments along with the corrected copoes of the site plan.
Site Plan:

1. The most recent aerial photo of the building does not match what is depicted on the site plan. Please modify site plan to represent actual footprint of building and/or clarify. If the building indicated on the site plan is new - lable accordingly. If previous building was removed and/or demolisheed, please provide demolition permit number.
2. Verify that site meets all minimum Federal ADA requirements, see comments by Ron Brown for all handicap access comments.
3. D.S. 2-02.2.1.4.: Revise the project location map on Sheet 1 of 2. Identify the section corners and place property approximately within the center of location map and bold major streets. Verify that the text located within the location map is equivalent to twelve (0.12) point or greater in size to facilitate reproduction and photographically reduced (micorfilm) for record keeping.
4. Provide all existing and proposed buildings and structures, including location, size, height, overhangs, canopies, and use per D.S. 2-02.2.1.6.
5. This project is located on a MS&R and the possibility of future right of way is likely to occur at some time in the future. Revise site plan to exclude any parking and/or improvement that could interfere with future expansion.
6. DS Sec.2-02.2.1.A.11 & DS Sec.3-01.3.2.C: Depict and label 25-feet radii concrete curbs per City of Tucson/Pima County Standard Detail 213 (PC/COT SD 213) at the driveway entrance along 12th Avenue. The curbs should be constructed at the edge of pavement and entirely on the subject property, which must also be depicted on the site plan.
7. Per City of Tucson, Transportation Access Management Guidelines, Guideline 5.4.1 states entrance and exit drives crossing arterial and collectors are limited to two per three hundred feet of frontage along any major roadway. The nearest pavement edges spaced at least eighty feet apart. Guideline 5.4.1 states a minimum of one hundred and fifty feet, measured at curbline, shall separate the nearest pavement edge of any entrance or exit driveway and the curbline to any signalized intersection with arterial and collector roadways. For questions in regard to Transportation Management Guidelines please contact Jose Ortiz, Civil Engineer, for questions. Call out adjacent driveways to dempnstate that the guideline have been met.
8. Indicate curb returns for MS&R and call out radius on plans.
9. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12.
10. Provide depressed curb openings to allow onsite drainage to enter identified water harvesing areas.
11. Fully dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14. DS Sec.2-02.2.1.A.14: Provide (label and dimension) the required onsite maneuvering area for the loading zone that is shown adjacent to the proposed building. Refer to AASHTO for the national standards for turning radii.
12. Please provide Drainage patterns and finished grades per D.S. 2-02.2.1.16.
13. Provide estimated cut & fill quantities on the site plan per D.S. 2-02.2.1.17.
14. DS Sec.2.02.2.1.A.16: Provide drainage arrows and locations of all concentration points. Specifically show roof down spout locations proposed buildings at pedestrian circulation areas. A detail for the dimension of the proposed scuppers that are used for collecting onsite roof drainage at all pedestrian sidewalk is required, refer to City of Tucson details. Any scuppers proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Provide a drainage statement showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk.
15. DS Sec.2-02.2.1.A.18: Revise the site plan to call out 12th Avenue as a Major Streets and Routes (MS&R). Provide a note stating that the site plan is in conformance with the MS&R overlay zone criteria.
16. DS Sec. 2-05.2.4.H.2: Provide the right-of-way (ROW) recordation information for 12th Avenue and indicate whether 12th Ave is either public or private.
17. DS Sec.2-02.2.1.A.19: Label the 11-foot future sidewalk and curb area on the site plan to verify that all improvements are located outside of the future ROW.
18. Verify that all easement of record must be graphically shown on the plan together with recording docket and page per D.S. 2-02.2.1.20.
19. Verifty that plan shows all fences, walls, or vegetation for screening and sight visibility by type, material, height, location and spacing per D.S. 2-02.2.1.27.
20. Show site plan activity number in the lower right hand corner of each sheet per D.S. 2-02.2.1.29.

25. DS Sec.2-02.2.1.A.8: Provide typical parking space detail for parking areas. Provide site plan parking dimensions, note and parking details for both standard and handicap parking, together with access thereto. See DS Sec. 3-05.2.0.B.1 for minimum parking standards.
26. DS Sec.2-02.2.1.A.32: Provide a letter or email from Andy Vera, City of Tucson Environmental Services, to verify if a standard refuse container is needed. Provide a note on the site plan stating; who, how and the frequency of the proposed trash receptacle pick up.
27. Provide dashed lines in water harvesting areas to represent depression.
