| 07/22/2008 | HEATHER THRALL | ZONING | REVIEW | Denied | TO: Development Services Department, Plans Coordination Office FROM: Heather Thrall, Senior Planner PROJECT: T08CM02268, 6649 - 6689 E. Calle Alegria, multi-family existing plat for condos from 1971, developing site to match plat commercial site plan, 1st rview TRANSMITTAL DATE: July 23, 2008 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. Per zoning administration letter July 24, 2007, this project is the construction of multi-family structures to fit to the existing plat from 1971. A copy of the plat mentioned in the zoning advisement letter, BK 4158 Page 481-498, was found in the submittal to the zoning administration division and reviewed for compliance with this proposal. PLEASE PROVIDE A COPY OF THAT PLAT IN THE SITE PLAN RESUBMITTAL PACKAGE . Note, several elements of the development were not clarified in the plat nor in the zoning advisement letter, thus staff defaulted to current code requirements. In addition, staff reviewed the project for compliance with the Land Use Code (LUC) and Development Standards (DS) - and for site plan content outlined under DS 2-02. Note that alley access to these units is not in conformance with the LUC, however, it is in conformance with the existing development. 2. Per DS 2-02.2.1.4, regarding location map: A) please enlarge type size within location map for records - minimum size 12 point B) please correct adjacent section number in the lower left diagonal corner to read "12" 3. Per DS 2-02.2.1.6, regarding buildings: A) I see in the general notes the height listed, thank you. Please provide a note stating the units are 2 stories. B) please note any overhangs and porches C) please note the number of bedrooms per unit 4. Per DS 2-02.2.1.7, regarding setbacks: A) Per the plat referenced in comment 1, provide a 35' setback from the north lot line B) Change notes to reflect this is a developing area for this lot per LUC 3.2.6.5.A C) Setback required from Calle Serna and Calle Alegria at minimum is the greater of 21' or the height of the exterior building wall, measured from the nearest adjacent travel lane. Note on drawing, list in notes on sheet 1 and keynote travel lane and parking lanes on sheet 2 for both streets. D) Setback at west lot line is the greater of 10' or 3/4 of the height of the exterior building wall for R-3 to R-3. Call out provided setback and wall height facing west lot line. E) Will check to ensure setbacks for all buildings met on next review. 5. Per DS 2-02.2.1.8, regarding parking: A) in the parking calculation, please declare the number of bedrooms for each unit, note parking requirements could increase depending upon the number of bedrooms per unit. B) per DS 3-05 and LUC 3.3.7.6, tandem parking in multi-family developments is not permitted. Parking must be designed to meet DS 3-05, with striping, back up spurs, minimum PAAL requirements to access the parking, etc. C) further review comments forthcoming on parking elements - dimension spaces, show back up spurs, Parking Area Access Lanes, wheel stops, handicapped signage, - will be checked on next submittal when re-design is accomplished to have parking required meet DS 3-05 criteria. 6. Per DS 2-02.2.1.9, regarding bike parking: A) provide detail drawings for both class 1 and class 2 bike parking B) per DS 2-09.3.2, bike parking access must be separate from pedestrian ways. It appears access to bike parking is via the pedestrian route. Access to bike parking is permitted from vehicular use area - please relocate the bike parking spaces. 7. Per DS 2-02.2.1.11, staff acknowledges the site has traditionally had alley access as primary vehicular access for units, not conforming to LUC 3.2.8. access requirements - and will be allowed to continue with the proposed projects. 8. Per DS 2-02.2.1.12, regarding pedestrian access: A) per DS 2-08.4.1.A, provide sidewalk to Calle Serna and Calle Alegria B) per DS 2-08.3.1., provide sidewalk to connect to all units on site C) please dimension width of sidewalks D) call out dumpster location and provide pedestrian route to dumpster 9. Per DS 2-02.2.1.20, please ensure all easements are called out, with type and recordation information. 10. Per DS 2-02.2.1.25, please call out any free standing lighting with vertical clearance and base width. 12. Please note, depending upon responses provided, further review comments may be forthcoming.
