COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for code compliance.

2. Based on LUC Section 2.4.3.2.D.8. Residential Care Services: Rehabilitation Service or Shelter Care "30", subject to: Sec. 3.5.7.8.F, and .H this site will be considered non-conforming for the minimum distance of five hundred (500) feet, measured in a straight line, from the property line to a zone boundary line of R-3 or more restrictive zoning, lot size and it appears lot coverage. This said, as a non-conforming use the Zoning Administrators letter dated November 12, 1993 is still valid and must be provided on the site plan. This site will be limited to 20 residents maximum.

3. D.S.2-02.2.1.A.4 Provide a location map which meets the minimum requirements of D.S. 2-05.2.1.D, show the subject property approximately centered in the one (1) square mile area, identify conditions within the square mile area, such as major streets and watercourses, section, township and range, north arrow and scale.

4. D.S.2-02.2.1.A.6 For the existing building(s) and structures provide the size (overall dimensions), height, overhangs, canopies, and use on the plan within the footprint.

5. D.S.2-02.2.1.A.6 Based on the current aerial photos of this site there is a structure located at the northeast corner of the parcel. If this structure still exists show it on the plan. There is also a shade structure on the current aerial photo shown within the fenced in area along the south side of the existing building.

6. D.S.2-02.2.1.A.6 Provide documentation showing that the existing structure, shown at the southeast corner of the existing building, and the shade structure, shown within the fenced in area along the south side of the existing building, have the required City of Tucson permits.

7. D.S.2-02.2.1.A.7 Provide the required street perimeter yard setback dimension on the plan. This setback is measured from the back of future curb.

8. D.S.2-02.2.1.A.8 As this site will be considered non-conforming, see comment 2, the parking on site must meet the minimum number shown on the last approved site plan.

9. D.S.2-02.2.1.A.8 Provide typical parking space details for both handicapped and standard vehicle parking spaces.

10. D.S.2-02.2.1.A.9 Provide a detail for the proposed bicycle parking. This bicycle parking is required to meet D.S. 2-09.0.

11. D.S.2-02.2.1.A.10 Show the future sight visibility triangles (SVT's) on the plan.

12. D.S.2-02.2.1.A.12 The proposed pedestrian circulation/accessible route shown coming in from the sidewalk along Silverbell Road across the parking area access lane (PAAL) does not appear to connect to a sidewalk. This must be a continuous pedestrian circulation/accessible route.

13. D.S.2-02.2.1.A.12 The proposed "20'-0" MIN." PAAL shown along the north side of the building does not meet the minimum twenty-four (24) foot width for a PAAL with 90 degree parking, see LUC Table 3.3.7.I.

14. D.S.2-02.2.1.A.12 The proposed loading space may not encroach into the proposed one-way PAAL shown along the south side of the building.

15. D.S.2-02.2.1.A.12 Per D.S. 3-05.2.3.C.1 some type of barrier will be required along the entire length of the northwest side of the proposed Parking Area Access Lane (PAAL) to prevent vehicles from accessing an un-improved area.

16. D.S. 2-02.2.1.A.13 If applicable provide the location, type, size and height of existing and proposed freestanding signage and billboards.

17. D.S. 2-02.2.1.A.14 Once the new location for the loading space has been determined show the maneuvering area on the plan.

18. D.S. 2-02.2.1.A.19 Show the future right-of-way (ROW) dimension on the plan.

19. D.S. 2-02.2.1.A.20 If applicable show all easements of record graphically on the plan together with recording docket and page reference.

20. D.S. 2-02.2.1.A.25 If applicable provide existing and proposed freestanding lighting layout and type. Provide a detail; list the height of pole and type of lighting.

21. D.S. 2-02.2.1.A.25 Show the existing zoning of the adjacent parcels, including those across streets and alleys.

22. D.S. 2-02.2.1.A.31 Please clarify if the office space shown on the plan is a separate use from the residential care service or if the office is for the residential care service. If the office is part of the residential care service then you are not required to park it separately.

23. D.S. 2-02.2.1.A.32 As the refuse container location has moved from the location shown on the last approved site plan the proposed location maybe required to meet the current enclosure requirements, see engineering comments.

24. D.S.2-02.2.2.A.3 Provide a floor area ration (FAR) calculation on the plan. Also per the Subject to Section 3.5.7.8.H provide a lot coverage calculation on the plan.

25. D.S.2-02.2.2.A.4 Once the use of the office space is clarified, see comment 22, the vehicle parking calculation can be verified. Also in the parking calculation provide the number of vehicle parking spaces provided.

26. D.S.2-02.2.2.A.4 Once the use of the office space is clarified, see comment 22, the bicycle parking calculation can be verified. Also in the bicycle parking calculation provide the number of bicycle parking spaces provided. For your information per LUC 3.3.7.8.A. Any use providing less than fifty (50) motor vehicle parking spaces may substitute Class 2 spaces for Class 1 spaces.

27. D.S.2-02.2.2.A.5 Provide the number of load spaces provided.

28. D.S.2-02.2.2.A.6 Provide a building area expansion calculation on the plan. This calculation includes storage sheds.

SUMMARY: Development Services Department Engineering Division has reviewed the received items and does not recommend approval until the following comments have been addressed.

SITE PLAN COMMENTS:
1) DS Sec.10-02.2.3.1.3: Provide a drainage statement with discussion of jurisdictional floodplain for the drainage condition along Silverbell Road. Add statement that the site is in Zone X shaded as indicated on the FEMA FIRM panel 2226K. If floodplain limits are not contained within the stormsewer system and right-of-way, add any floodplain limit delineation from a drainage study on planview.
2) Clarify detail 1 on sheet C1. Elevated pavement is effective for maintaining watershed delineations and preventing stormwater from entering the parking lot as in pre-developed conditions. Clarify detail against any drainage findings and for construction and inspection purposes.
3) DS Sec.10-02.2.2.5: A Floodplain Use Permit Application may be required for the proposed development if there is jurisdictional floodplain on the site.
4) DS Sec.2-02.2.1.A.8: Provide typical parking space details for both handicapped and standard vehicle parking spaces.
5) DS Sec.2-02.2.1.A.10: Show the existing and future SVT's on the planview for sheet C1.
6) DS Sec.2-02.2.1.A.19: Label future right-of-way dimension on the planview sheet A1.
7) DS Sec.2-02.2.1.A.32: Clarify solid waste container dimensions on sheets A1 and C1.
8) DS Sec.11-01.4.F.1.b: Add note regarding cut fill quantities on sheet C1.
9) DS Sec.11-01.2.2.I: A grading permit application is required for this project. The repaing plan may be revised to be titled a repaving/grading plan, or a separate grading plan may be submitted.

07/31/2008 JOE LINVILLE LANDSCAPE REVIEW Denied 1) Document continued compliance with the landscape and screening regulations in effect when the site received zoning approval per LUC 3.7.1.2

A review of the applicable regulations and the approved plans indicate that the following is required:

A) A 3' high planting screen along the Silverbell Road frontage. Xylosma planted at 2' on-center was indicated. The screen is to be located on the site 5' from property line. A 3' high screen was also included as an option in lieu of the vegetative screen.

B) The site was calculated as containing 559 sq. ft. of landscaping in addition to the screen. This landscaping should be within or at the perimeter of the parking lot per the standards in effect at the time. The plan also included 5608 sq. ft. of usable open space.

C) The approved plans indicated a 6' wood fence at all property boundaries except along Silverbell. At the time of approval a minimum 5' high screen would have been required. Revise the plans to note the height of all screening elements currently provided, include the type of fencing and ensure that the curb and wall locations are accurately depicted for the northern boundary of the site on sheets A1 and C1.

D) Revise the site plan to show easements affecting the site.
