COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance.

2. Clarify what the use of the proposed patio will be, i.e. just smoking or will beverage and food service be provided on the patio. If alcoholic beverage will be served on this patio then an expansion of the liquor license will be required.

3. Provide a copy of the last approved site plan with your next submittal.

4. Provide documentation that shows the last lot split, 2006 was approved by The City of Tucson. Also provide a copy of the twenty (20) year history, property card.

5. All lettering and dimension shall be the equivalent of twelve (0.12") point or greater in size to facilitate reproduction and photographically reduced (microfilm) for record keeping. It does not appear that the dimension text meets this requirement.

6. Current aerial photos show a different site configuration that what is shown on the plan. Demonstrate on the plan how these differences will be dealt with. If not corrected and what is currently on site does not match the last approved site plan zoning violation may be generated.

The following comments are based on a cursorily review. Once the above information is provided additional comments maybe forth coming.

7. D.S. 2-02.2.1.A.4 Provide a location map which meets the minimum requirements of D.S. 2-05.2.1.D, show the subject property approximately centered in the one (1) square mile area, identify conditions within the square mile area, such as major streets and watercourses, section, township and range, north arrow and scale.

8. D.S. 2-02.2.1.A.6 For the existing building provide overall dimensions, height, overhangs, canopies and use on the plan.

9. D.S. 2-02.2.1.A.8 Provide a width dimension for the handicapped vehicle parking space locate adjacent to the proposed patio wall. Per D.S. 3-05.2.1.B.3 When the side(s) of a parking space abuts any vertical barrier over six (6) inches in height, other than a vertical support for a carport, the required width for the space is ten (10) feet to provide extra width to allow passengers to enter and exit the vehicle on the side where the barrier exists.

10. D.S. 2-02.2.1.A.9 If the proposed patio is considered an expansion of use bicycle parking will be required.

11. D.S. 2-02.2.1.A.10 As the right-of-way for Prince Road is not currently at future width show the future SVT's on the plan.

12. D.S. 2-02.2.1.A.11 The proposed parking area access lane (PAAL) adjacent to the proposed patio wall does not meet the minimum twelve (12) foot width, see D.S. 3-05.2.1.C.1. Also Per D.S. D.S. 3-05.2.2.B.3 A minimum distance of two (2) feet must be maintained between a PAAL and any wall, screen, or other obstruction, provided pedestrian activity is directed to another location.

13. D.S. 2-02.2.1.A.11 The PAAL shown adjacent to the parking along the west parking area, dimensioned as 21'-8 7/8" does not meet the minimum width for a two-way PAAL, see D.S. 3-05.2.1.C.1. Provide a copy of the last approved site plan showing this dimension.

14. D.S. 2-02.2.1.A.12 Based on the current aerial photos it appears that a sidewalk has been removed along the north side of the building and that connected to the pedestrian circulation within the ROW. This is a required pedestrian circulation provide else where on the plan. See D.S. 2-08.3.1.

15. D.S. 2-02.2.1.A.13 If applicable provide the location, type, size and height of existing and proposed freestanding signage and billboards.

16. D.S. 2-02.2.1.A.18 Label Prince Road as an MS&R.

17. D.S. 2-02.2.1.A.19 Show the future right-of-way for Prince Road correctly on the plan. Ensure to show the required taper.

18. D.S. 2-02.2.1.A.20 If applicable show all easements of record graphically on the plan together with recording docket and page reference.

19. D.S. 2-02.2.1.A.21 Show the future curb on the plan.

20. D.S. 2-02.2.1.A.28 Show the existing zoning of the adjacent parcels, including those across streets and alleys.

21. D.S. 2-02.2.1.A.31 Provide the proposed use on the plan "Food Service "30", subject to: Sec. 3.5.4.6.C and Sec. 3.5.13.5".

D.S. 2-02.2.1.A.31 Show the refuse container location on the plan.

22. D.S. 2-02.2.2.A.3 Provide a Floor Area Ration (FAR), allowed and provided, on the plan.

23. D.S. 2-02.2.2.A.4 Until the use of the patio is clarified, see comment 2 above, the parking calculation can not be verified.

24. D.S. 2-02.2.2.A.4 Until the use of the patio is clarified, see comment 2 above, bicycle parking requirements cannot be determined.

25. D.S. 2-02.2.2.A.5 Provide a loading space calculation, required and provided, on the plan.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the site plan (T08CM02167) for the above referenced property. Engineering Division does not recommend approval of the site plan application at this time. The following items need to be addressed:


SITE PLAN COMMENTS:

1) Revise the site plan so that all lettering and dimension are the equivalent of 0.12" point or greater in size to facilitate reproduction and photographically reduced (microfilm) for record keeping.

2) DS Sec.2-02.2.1.A.4: Revise the site plan to provide a location map which meets the minimum requirements of DS Sec.2-05.2.1.D, show the subject property approximately centered in the one (1) square mile area, identify conditions within the square mile area, such as major streets and watercourses, section, township and range, north arrow and scale.

3) DS Sec.2-02.2.1.A.8: Revise the site plan to label and dimension the existing vehicular use area to verify conformance with the minimum requirements of DS Sec.3-05. Or provide a copy of the last approved site plan that shows the existing vehicular use areas to be in conformance with the Development Standards.

4) DS Sec.2-02.2.1.A.8: Revise the site plan to dimension the minimum 24-foot PAAL widths for all two-way traffic (12-foot for one-way traffic unless used as a Fire Access Lane then 20-foot minimum) at all PAAL locations on the site plan.

5) DS Sec.2-02.2.1.A.8: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap and ANSI Standard requirements that apply to this project.

6) DS Sec.2-02.2.1.A.8: Verify the width dimension for the handicap parking space locate adjacent to the proposed patio wall. Per DS Sec.3-05.2.1.B.3 when a parking space abuts any vertical barrier over six (6) inches in height, other than a vertical support for a carport, the required width for the space is 10-feet to provide extra width to allow passengers to enter and exit the vehicle on the side where the barrier exists.

7) DS Sec.2-02.2.1.A.10: Revise the site plan to provide the future sight-visibility triangles (SVTs) for all existing driveways. Improvements can not be located within either the existing or future SVTs, revise the plan accordingly.

8) DS Sec.2-02.2.1.A.12: Revise the site plan to provide the required pedestrian circulation from the existing building to the public road way. Per the aerial photograph the existing pedestrian access that connected the building to the r-o-w has been removed with the construction of the proposed wall. Refer to DS Sec.2-08.3.1 for minimum pedestrian circulation requirements.

9) DS Sec.2-02.2.1.A.19: Revise the site plan to label Prince Road as both a Public Road and a MS&R Route. Clearly label the centerline of the road.

10) DS Sec.2-02.2.1.A.19: Revise the site plan to correctly label and dimension the future MS&R right-of-way width (120-feet) for Prince Road. Provide roadway improvement plans from TDOT if the right-of-way dimension is to be measured from a different spot other than the street center line.

11) DS Sec.2-01.2.1.A.20: Verify that all existing easements are drawn with recordation information, location, width, and purpose of on the site plan.

12) DS Sec.2-01.2.1.A.21: Provide dimensions from the street monument lines to the existing curb line, existing sidewalk and label and dimension the future right-of-way, future curb and 6-foot sidewalk area in plan view. Clearly label all future improvements (curb and sidewalk) according to the adopted MS&R map.

13) DS Sec.2-02.2.1.A.32: Revise the site plan to label the location and details for the existing refuse enclosure to verify that it meets the minimum requirements of DS Sec.6-01. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction.

14) Be advised that further comments may be forth coming on resubmittal of the site plan.


GENERAL COMMENTS:

Please provide a revised site plan that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.
