Sweetwater, 1st Review New water pump station at existing city water facility TRANSMITTAL DATE: June 25, 2008 COMMENTS: Please resubmit revised drawings with redlines and a response letter, stating how Zoning comments were addressed. 1. This project was reviewed for compliance with the Land Use Code (LUC) and Development Standards (DS). Site plan content was reviewed under DS 2-02. 2. Please be advised, per LUC 2.3.2., this Utilities, Distribution System use is a Special Exception Use per the RX-1 zoning of the site. Please contact Michael Wyneken, Department of Urban Planning and Design (837-4955) to apply for a special exception. Zoning is unable to approve the plan without an approved special exception, and review to ensure compliance with special exception criteria. As courtesy, staff assumed the special exception case will be processed, and reviewed the plans for development designator "9" and special exception criteria of LUC 3.5.11.1.A,B,E,H,I and K. 3. Per DS 2-02.2.1.3, please note the site address (thank you for the address certificate) on the site and cover drawings - near the title block - 2550 W. Sweetwater Drive 4. Per DS 2-02.2.1.7, regarding setbacks: A) on sheet 2, for records and inspections, please provide a setback dimension from the west property line to the perimeter fence/wall and to the new building. B) on sheet 2, in notes, list minimum building setbacks. RX-1 to RX-1 is 20 minimum, in addition LUC 3.5.11.1.A requires a 20' setback from any adjacent residential zone. 5. Per DS 2-02.2.1.8, regarding parking: A) I acknowledge the administrative waiver request to waive parking for this expansion. B) in the parking calculation, please note the ratio for required parking is 1 space for every 500 s.f. of gross floor area, and note the actual GFA (enclosed buildings) actual required parking based upon that GFA, and actual provided parking on the site. C) sheet 2, please call out where existing parking is, note parking should meet DS 3-05. D) please clarify in the calculation if any handicapped parking is provided. 6. Per DS 2-02.2.1.11, regarding Parking Area Access Lanes (PAALs) A) sheet 2, please dimension PAALs through existing site B) on sheet 9, if applicable, please call out, dimension PAALs (with same shading noted on other areas) near the proposed area of work, noting any parking areas as well. C) note that PAAL widths for both any one and two way travel need to meet DS 3-05. 7. Per DS 2-02.2.1.13, call out any free standing signage/lighting with vertical clearance. 8. Per DS 2-02.2.1.14 and LUC 3.4.5.1. - regarding loading zones: A) please provide a loading zone calculation, noting the total GFA of all enclosed buildings on the site and the total number of loading zones required and actual provided. B) per LUC 3.4.5.1, one loading zone at 12x55' is needed for total GFA 1500-25000 B) please call out location of all existing/proposed loading zones, provide note that loading zones shall be striped and have overhead clearance of 15' 9. Per DS 2-02.2.1.20, call out any easements-noting type and docket/page of recordation. 10. Per DS 2-02.2.1.32, please call out any trash receptacles. 11. Per DS 2-02.2.A.2, regarding floor area ratio FAR calculations: A) FAR is comprised of the GFA of all buildings on site divided by the total site S.F - please provide in decimal form (I got .02 FAR, please double check, thank you) B) please list out both existing and proposed FAR 12. Per DS 2-02.2.A.3, regarding lot coverage calculations: A) lot coverage is comprised of both GFA of all buildings, and SF of all vehicular use areas, such as PAALs and parking. Please provide a breakdown of each GFA and vehicular use area in the lot coverage calculation. B) please list out both existing and proposed lot coverage C) I see that there is a building expansion notation with a 12032 s.f. increase in area that is not clarified on the lot coverage calculation above it - and only a small building area and no vehicular use area is proposed for this project. Please clarify. 13. Per DS 2-02.2.1.12, I see a note advising no further pedestrian facilities will be provided on this proposal, and administrative waivers will be sought. Staff understands the type of use - great amount of security, and great distance between enclosed buildings, parking and PAALs is not conducive to continuous pedestrian access. 14. Per DS 2-02.2.2.A.6, please revisit the expansion calculation. The number noted seems to exceed the actual expansion -only 349 GFA per notes. Check and clarify please. 15. Engineering Division does not recommend approval of the site plan application at this time. The following items need to be addressed: SITE PLAN COMMENTS: Engineering Division has reviewed this project for conformance with the Development Standards (DS) and Land Use Code (LUC). More specifically DS Sec.2-02, 3-05, 6-01, and 10-02. 1) DS Sec.2-02.2.1.A.8: Revise the site plan to label and dimension the existing vehicular use area to verify conformance with the minimum requirements of DS Sec.3-05. Or provide a copy of the last approved site plan that shows the existing vehicular use areas to be in conformance with the Development Standards. 2) DS Sec.2-02.2.1.A.8: Revise the site plan to dimension the minimum 24-foot PAAL widths for all two-way traffic (12-foot for one-way traffic unless used as a Fire Access Lane then 20-foot minimum) at all locations on the site plan. 3) DS Sec.2-02.2.1.A.14: Provide (label and dimension) the required onsite maneuvering areas for any required loading zones on the site plan, if applicable through Zoning). Refer to AASHTO for the national standards for turning radii. All radii must be shown to scale. 4) DS Sec.2-01.2.1.A.20: Verify that all existing easements are drawn with recordation information, location, width, and purpose of on the site plan. 5) DS Sec.2-02.2.1.A.32: Revise the site plan to show the location of the required refuse container. Provide a detail to show that the refuse enclosure meets the minimum requirements of DS Sec.6-01. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. 6) Be advised that further comments may be forth coming on resubmittal of the site plan. GENERAL COMMENTS: Please provide a revised site plan that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.
