05/29/2008 PETER MCLAUGHLIN LANDSCAPE REVIEW Denied 1. Distinguish clearly the between the customer and employee parking spaces and the vehicle display areas on the plans. For designated customer and employee parking spaces, one (1) canopy tree is required for each 10 motor vehicle parking spaces and every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1.a. DS 2-07.2.2.A.2.c

2. The minimum required text size is 12 point (0.12"). There are some labels ("Service Awning" and "Covered Porch") on the landscape and irrigation plan which do not meet this requirement.

3. There is a tree symbol located within the street landscape border (in two locations) and within the drainageway which is not indicated in the plant legend on the landscape plan. In the legend on the site plan cover sheet 0.1 it is labeled in the legend as an "unknown tree". Revise landscape plan to indicate the type of tree it is.

4. Some of the tree symbols in the legend on the site plan cover sheet 0.1 do not match those in the landscape plan legend. There is also a symbol (a small circle with a line positioned at 9 o'clock) located in the street landscape border along Mountain View Avenue which does not appear in the legend. Revise to be consistent.

5. For clarity, revise the symbols in the legend to be of similar size and shape to those on the landscape plan drawing. The plant symbols on the landscape plan should indicate the approximate size of canopy spread at maturity. DS 2-07.2.2.A.1.c

6. Vehicles may not be displayed within the street landscape border. They must also be screened from the adjacent right-of-way per LUC Table 3.7.2-I. Indicate the location and label the type and height of all screening, which is to be placed along the development side of the street landcsape border. DS 2-07.2.2.A.3

7. Indicate square footage of all landscaped areas and provide a calculation of the percentage of vegetative coverage per DS 2-07.2.2.2.g. Fifty (50) percent or more of the street landscape border area must have shrubs and vegetative ground cover per LUC 3.7.2.4.

8. A street landscape border, per Sec. 3.7.2.4 of the LUC, is a landscape area with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress. On streets designated as Major Streets and Routes (MS&R), the street landscape border is measured from the MS&R right-of-way line as determined by LUC 2.8.3.4. The existing circular concrete pads used for vehicle display must be removed to allow for the required street landscape border and required screening.

9. Fences constructed in a single continuous line shall extend into a street landscape border no more than the actual width of the fence or wall. Where a fence or wall incorporates offsets or similar design features, a screen may extend a maximum of three (3) feet into the street landscape border. The existing fence may not extend across and along the front of the street landscape border as depicted on the plan. Revise plan accordingly. LUC 3.7.3.2.C.3

10. One (1) canopy tree must be provided for every thirty-three (33) linear feet of landscape border or fraction thereof per LUC 3.7.2.4. Provide a calculation showing the length of landscape borders and the number of canopy trees per length. DS 2-07.2.2.A.2.f

11. Landscape note 7 on sheet 1.2 is incomplete. Revise.

12. Landscaping requirements apply to expansion of existing development as follows:
On sites where the gross floor area of the existing building(s) is more than ten thousand (10,000) square feet, expansion in square footage of land area, floor area, lot coverage, or vehicular use area as follows:

If the expansion is less than 25%, the requirements of this Division apply only to the proposed expansion. Existing development on the site is subject to the zoning regulations in effect at the time the existing development received zoning approval per LUC 3.7.1.2.B

If the expansion is 25% or greater or if expansions as of February 15, 1991 cumulatively result in a 25% or greater expansion in land area, floor area, lot coverage, or vehicular use area, the requirements of this Division apply to the entire site per LUC 3.7.1.2.B.

13. Refer to DS 2-07.2.2 and DS 2-06.5.4 for the specific content required in the following elements of the landscape plan: Maintenance Schedule, Construction Details. Revise landscape plan to include required content and specifications. DS 2-07.0, LUC 3.7.4.3.B

14. The loading zones are shown to be in slightly different locations on the landscape plan and there are twice as many as are shown on the site plan. Revise to be consistent.

15. 2. The pedestrian walk located between the rows of handicap parking spaces must be constructed of concrete or brick pavers set in a bed of concrete, and it may not be striped asphaltic paving. DS 2-08.5.1.C

3. The PAAL behind the 3 parking spaces located at the northwest corner of the site, dimensions to only 21 feet in width. Revise drawing so that all two-way PAALs meet the minimum required width of 24 feet. DS 3-05.2.1.C.1

4. The site data table on sheet 1.2 indicate a building gross floor area of 14,350 square feet but the building data and the site plan drawing state that it is a total of 15,087 square feet. Revise to be consistent and revise parking calculations and FAR calculation if necessary.

5. Add a note to the site data that the proposed vehicle sales use in the C-2 zone is subject to LUC 3.5.9.5.A and 3.5.9.5.B.

The Site Plan (SP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Site Plan:

1. Please include a response letter to the comments along with the corrected copies of the SP.
2. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207.
3. Provide the contour intervals at the north arrow and scale per D.S. 2-02.2.1.
4. Please provide property description per D.S. 2-02.2.1.3.
5. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10.
6. Label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12.
7. Show the limits of the 100-year floodplain and water surface elevation for Naylor Wash per D.S. 2-02.2.1.15.
8. Call out all named washes (Naylor Wash).

19. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice.
20. A floodplain use permit is required.
21. Add note: "Depress all landscaped areas 6" maximum for water harvesting".
22. "A grading permit and Stormwater Pollution Prevention Plans (SWPPP's) will be required for this project. Submit 3 sets of grading and SWPPP's with text, upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans".
