Bellevue St. Site Plan -- Apartments TRANSMITTAL DATE: 05/16/08 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. DS 2-02.2.1.7 The following comments can be used for submittal for the required Design Development Option (DDO). South elevation of buildings #1 and #16 The required street setback per LUC Sec. 3.2.6.5.A is 20' or 1 ½ times the height of the proposed wall. The wall height of 24'-10 1/2" requires a street setback of 37'-3 3/4" the owner proposes a setback of 36'-3" . The wall height of 22'-1 1/2" requires a street setback of 33'-2 1/4" the owner proposes a setback of 29'-6 ½". North elevations of buildings #8 and #9. The required perimeter yard setback per LUC Sec. 3.2.6.4 is 10' or ¾ times the height of the proposed wall. The wall height of 24'-10 1/2" requires a setback from the north property line of 18'-7 7/8" the owner proposes a setback of 17'-1". The wall height of 22'-1 1/2" requires a setback from the north property line of 18'-7 7/8" the owner proposes a setback of 10'-4 ½". The DDO must be completed and approved prior to approval of this site plan. Add a note stating the DDO case number, date of approval, what the DDO is for, and any conditions of approval. Add the DDO case number near the lower right hand corner of the site plan and all other sheets.. 2. DS 2-02.21. The backup spur indicated must have a clear area behind the curb of three (3) feet. The indicated bollards appear to be less than 3' from the curb. Provide dimension. 3. DS 2-02.2.1.12 The pedestrian circulation path (sidewalk) must continue onto the trash enclosure. 4. Per your response letter zoning acknowledges that a DSMR is being applied for in regards to the following two comments. Zoning cannot approve the site plan until the DSMR is approved. Once the DSMR is approved add a note to the plans with the DSMR case number, date of approval, what the DSMR is for, and any conditions of approval. Add the DSMR case number near the lower right hand corner of the site plan and all other sheets. Per DS 2-08.4.1.F Sidewalks or pedestrian refuge areas may not be located between any motor vehicle parking space and the PAAL providing access to that space. Per DS 2-08.4.1 Sidewalks within a project must be physically separated from any vehicular travel lane by means of curbing, grade separation, barriers, railings, or other means. The wedge curb proposed is not considered a physical separation. 5. The indicated ridge height on the foot print of buildings 1 and 2 (24'-4") does not match the cross section nor buildings 15 and 16 (24'-10 1 ½"). Revise The wall height on the foot print of building 16 (22'-1 ½") does not match the north elevation top of wall height (21'-7 1 ½"). Revise. The DDO comments have been based on the greater dimension for both walls. If this is incorrect a revision to the DDO comments will be required. 5. Clearly indicate on the typical parking detail the surfacing material used for the parking spaces.. Per LUC 3.3.7.3 Surfacing Requirements. All vehicular use areas shall be surfaced with one (1) of the following materials. A. Asphaltic concrete. B. Cement concrete. C. A penetration treatment of bituminous material and seal coat of bituminous binder and mineral aggregate.
