Whether or not required, screens along a street frontage must be located on the development side of the street landscape border so that they do not obstruct the view of the street landscape border from the street LUC 3.7.3.2.B. Fences or walls constructed in a single continuous line shall extend into a street landscape border no more than the actual width of the fence or wall. Where a fence or wall incorporates offsets or similar design features, a screen may extend a maximum of three (3) feet into the street landscape border. Move all screening to the back of landscape border(s).

2. Landscaping is required along retention basin side slopes, bottom and periphery. Plant materials used in basins shall withstand periodic inundation. A minimum of 20 trees per acre must be provided, 33% of tress shall be 24" box or larger. A minimum of 2 shrubs for each tree is required per DS 10.01. Revise landscape plan to include basin(s) treatment. Additional landscape is required within basin.

3. The area between the right-of-way line and sidewalk and the area between the sidewalk and the curb, if not covered with vegetation, shall be covered with an appropriate inorganic ground cover, such as decomposed granite. Indicate treatment for ROW.

4. Submit NPP plan or Application for Exception per DS 2-15.0; if necessary include acceptable documentation, which clearly indicates that the project will not impact Protected Native Plants.

5. The site plan and landscape plan must show identical site layout to avoid conflict between the two plans. Ensure that all changes to the site plan are reflected on the landscape & grading plan.

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. DS 2-02.2.1.2 The property description, because of two separate lots, should read as follows: Kolb Commercial Lots 1 & 2, Kolb Commercial Lots 3 & 4

It appears that a lot combination has been completed recently for both parcels. Provide documentation showing approval of the lot combinations.

On page C1 remove the tax code parcel numbers. This will change because of the lot combinations.

2. DS 2-02.2.1.5 The property line between the two parcels is missing from the site plan. Provide with dimensions and bearings

3. DS 2-02.2.1.6 Provide the allowed and proposed height of the structures. Clearly indicate the height of the walls of each elevation. As indicated (max. 30') the buildings would not meet the required setback from the east property line.

The square footage of both structures as indicated on page C2 (8094 sq. ft.) does not match the building sq. ft. in the lot coverage calculations. FYI: Lot coverage calculations are not required and may be removed from this plan.

On the site plan both buildings are indicated as building 1. Clarify.

4. DS 2-05.2.1.7 provide dimensions from the structures to the property line between the lots.

5. DS 2-02.2.1.9 Because of the property line between the two buildings a minimum of two class two bicycle parking spaces will be required at each building.

The type of rack, for the class 2 bicycle parking space, proposed does not provide two-point support for bicycles. Please review DS 2-09.8.0 Figure 2 - 7 for acceptable and unacceptable rack designs, Figure 8 for rack location, and Figure 9 for dimensional requirements.

6. DS 2-02.2.1.12 A Pedestrian circulation path (sidewalk) from the north building connecting to Kolb Rd. is required. See DS 2-08.3.1.

Clearly indicate the width of all sidewalks. Minimum width is 4'.

7. DS 2-02.2.1.14 Loading spaces are required for each building. See LUC Sec. 3.4.5. Residential Care Services over 5000 sq. ft. require loading zones. Per LUC Sec. 3.4.5.4 each loading zone is required to be a minimum of 12 x 35. Provide location with dimensions on the site plan.

Provide in the calculations the number of required and provided loading zones.

8. DS 2-02.2.1.20 If applicable, provide all easements of record on the plan together with recording docket and page reference.

9. DS 2-02.2.1.25 If applicable, provide proposed lighting layout and type.

10. DS 2-02.2.1.28 The zoning of the adjacent property along the south portion of this site is C1. The R2 is located across the alley. Revise.

11. DS 2-02.2.1.31 General note #2, should read as follows: "Residential Care Services: Adult Care Service or Physical and Behavioral Health Service "29", subject to: Sec. 3.5.7.8.C.4, .D, and .H (no minimum lot size)

The Site Plan (SP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Site Plan:

1. Please include a response letter to the comments along with the corrected copies of the SP.
2. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207.
3. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12.
4. Fully dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14.
5. Show the limits of the 100-year floodplain and water surface elevation per D.S. 2-02.2.1.15.
6. Please provide Drainage patterns and finished grades per D.S. 2-02.2.1.16.
7. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17.

14. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable.
15. "A grading permit and Stormwater Pollution Prevention Plans (SWPPP's) will be required for this project. Submit 3 sets of grading and SWPPP's with text, upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans".

Drainage Report:
1. Please include a response letter to the comments along with the corrected copies of the DR.
2. The DR was reviewed for SP purposes only.
3. Demonstrate that the design 5-year retention volume is directed into the basin.
4. Provide details for the ret. basin including dimensions and cross-sections.
5. Show the 100-year WSEL for the basin. Finished floors of structures shall be a minimum 1-foot above the 100-year WSEL per S.M.D.D.F.M. 14.2.14.
6. Add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR.
