| 04/23/2008 | STEVE SHIELDS | ZONING | REVIEW | Denied | DSD TRANSMITTAL FROM: Steve Shields Lead Planner PROJECT: Apartments for TMM and Angle Campus T08CM00904 Site Plan (1st Review) TRANSMITTAL DATE: April 23, 2008 COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the area of the new apartment building and parking. 2. D.S. 2-02.2.1.A.3 Provide the property address on the site plan. 3. D.S. 2-02.2.1.A.5 Provide the lot line bearings on the plan. 4. D.S. 2-02.2.1.A.6 Provide the height and overall dimension for the proposed building on the plan. 5. D.S. 2-02.2.1.A.7 The zoning setbacks shown for the proposed building to the streets are shown incorrectly. Per LUC Section 3.2.6.5.B the setback from Country Club Road should be measured from the back of future curb and for Addams Street from the back of existing curb. Zoning acknowledges that it appears the building will meet setbacks. 6. D.S. 2-02.2.1.A.8 Per ICC/ANIS A117.1-2003 Section 502.4.1 the access aisle for the proposed angled handicapped vehicle parking space should be located on the passenger side of the parking space. 7. D.S. 2-02.2.1.A.8 On the standard vehicle parking space detail the angle shown calls for "45 1/8 degrees, please clarify. Also per LUC 3.3.7.2 and D.S. 3-05.6.0 Table 1 provide the Curb Length dimension on the detail. 8. D.S. 2-02.2.1.A.8 Provide a wheel stop for the proposed angled handicapped vehicle parking space. 9. D.S. 2-02.2.1.A.12 There is a proposed one-way sign shown in the middle of the sidewalk on the east side of the proposed entrance parking area access lane (PAAL). Relocate this sign. 10. D.S. 2-02.2.1.A.12 It is not clear how the required continuous pedestrian circulation/accessible route connects to the existing pedestrian circulation. Per D.S. 2-08.3.1 is required to connect to all buildings on site. It appears that there is a three (3) foot sidewalk proposed along the north side of the proposed building but it is not clear how the sidewalk along the south side of the proposed building. Per D.S. 2-08.5.1.A all sidewalks on site must be four (4) foot wide. 11. D.S. 2-02.2.1.A.13 If applicable provide the location, type, size and height of existing and proposed freestanding signage and billboards. 12. D.S. 2-02.2.1.A.20 If applicable show all easements of record graphically on the plan together with recording docket and page reference. 13. D.S. 2-02.2.1.A.25 If applicable provide existing and proposed freestanding lighting layout and type. Provide a detail; list the height of pole and type of lighting. 14. D.S. 2-02.2.1.A.31 Please provide the existing and proposed use on the plan. 15. D.S. 2-02.2.1.A.32 Show the location of the refuse container for the proposed building on the plan. If a roll off is planned show where the storage and pick-up area will be located. 16. Additional comments may be forth coming depending on how each comment has been addressed. If you have any questions about this transmittal, please contact me at Steve.Shields@tucsonaz.gov or (520) 837-4956. | 04/29/2008 | PETER MCLAUGHLIN | LANDSCAPE | REVIEW | Denied | 1. One (1) canopy tree must be provided for every thirty-three (33) linear feet of landscape border or fraction thereof per LUC 3.7.2.4. With a street landscape border length of 210 feet a total of 7 canopy trees are required along the Adams Street landscape border. 2. The flowering plum (Prunus) tree is not found on the approved drought-tolerant plant list and may not always grow large enough to be a good parking lot shade canopy tree. It is recommended that the plant schedule be revised to propose a different canopy tree. 3. A detention basin located within the Adams Street landcsape border is labeled on the landscape plan but no details or cross sections are provided for the basins. Revise the landscape plan to include slope ratios for retention and detention basins. Basin slopes in most instances are required to have slopes no steeper than 4:1 where depths exceed three feet; 3:1 for unprotected slopes and 2: 1 for protected slopes for depths less than three feet. DS 10-01.4 4. Street landscape borders shall be located entirely on site, except that, if approved by the City Engineer or designee, up to five (5) feet of the required ten (10) foot width be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets. Landscape borders proposed in right-of-way areas must be approved by the City Engineer or designee and comply with the City Engineer's requirements on construction, irrigation, location, and plant type. Provide verification, in writing, of any approvals obtained. Contact Gary Wittwer, DOT Landscape Architect for specific requirements. LUC 3.7.2.4.A.3 4. Walls, fences, or other screening must be placed behind the landscape border. Walls constructed in a single continuous line shall extend into a street landscape border no more than the actual width of the wall. Where a wall incorporates offsets or similar design features, a screen may extend a maximum of three (3) feet into the street landscape border. LUC 3.7.3.2.C.3 5. Provide a copy of the last approved landscape plan. 6. The area between the right-of-way line and sidewalk and the area between the sidewalk and the curb, if not covered with vegetation, shall be covered with an appropriate inorganic ground cover, such as decomposed granite. Revise the plans to clarify compliance. LUC 3.7.2.4.A.4 7. Grading, hydrology, and landscape structural plans are to be integrated to make maximum use of site storm water runoff for supplemental on-site irrigation purposes. The landscape plan shall indicate use of all runoff, from individual catch basins around single trees to basins accepting flow from an entire vehicular use area or roof area. LUC 3.7.4.3.B 8. Based on the expansion of vehicle use area given, this project is considered a greater than 50 percent expansion. There is 16,555 square feet of vehicle use area shown on the last approved plan provided, and 27,350 square feet shown on sheet SD-1 for this project, which equals an expansion of 60.5 percent. Revise plans to show how landscaping, screening and all other site elements meet land use code requirements for the entire site. Further comments may apply. |
