This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance. 2. Once the Design Development Option (DDO) has been approved provide the DDO number, approval date and any conditions on the plan. 3. This comment was not fully addressed Per D.S. 2-02.2.1.A.9 provide a fully dimensioned layout; specific type of rack and the number of bicycles it supports. Per D.S. 2-09.5.1.A the 30" dimension is from between the racks, see Figure 2-09 #9. Per D.S. 2-09.5.1.B a minimum 36" will be provided between a bicycle parking space and a perpendicular wall. As the south side of the proposed bicycle parking is adjacent to the proposed building wall provide the 36" dimension on the plan. Since the specific type of rack, and or an elevation of the bike rack was not provided zoning can not verify if this rack meets the minimum requirements of D.S. 2-09. D.S. 2-02.2.1.A.9 To maintain consistency with D.S. 2-02.2.1.A.9 please provide the required bicycle parking space details for the required Class 2 and proposed Class 1. For your information per LUC Section 3.3.7.8 A. Any use providing less than fifty (50) motor vehicle parking spaces may substitute Class 2 spaces for Class 1 spaces. The Bicycle Parking detail shown on Sheet 6 of 8, Class 2, dimension do not meet the requirements of revised D.S. 2-09.5. Review the revised standard and revise the detail to reflect the appropriate dimension. 4. Zoning acknowledges that this comment was not provided in the first review. Provide documentation the shows that the lot split done in 2000 was approved by the City of Tucson. After discussions with Ron Brown, Structural Review, City of Tucson, Development Services Department in regards to the ICC/ANSI A117.1-2003 and the requirements for detectable warnings (truncated domes), it has been determined that some locations previously requiring truncated domes may no longer require them. The following comments are a direct result of these discussions. If you have any questions in regards to the requirements for truncated domes contact Ron Brown @837-4908. 5. Truncated domes are not required at the handicapped access aisle ramp as shown on the detail. Remove the reference from the detail. 6. | 06/23/2008 | JASON GREEN | ENGINEERING | REVIEW | Denied | DATE: June 24, 2008 SUBJECT: 6450 E Grant Road- 2nd Engineering Review TO: Rick Engineering Company LOCATION: T14S R15E Sec06, Ward 2 REVIEWERS: Jason Green, CFM ACTIVITY: T08CM00751 (Site Plan) and T08BU00439 (Grading Plan) SUMMARY: Engineering Division of Development Services Department has received and reviewed the revised site plan (T08CM00751), grading plan (T08BU00439), Drainage Report (Rick Engineering Company, 03MAR08, revised 09MAY08) and Geotechnical Evaluation (Western Technologies Inc., 02FEB05 addendum 24APR08) for the above referenced property. Engineering Division does not recommend approval of the site plan nor grading plan applications at this time. The Drainage Report was reviewed for site plan and grading plan purposes only. The following items need to be addressed: SITE PLAN COMMENTS: Engineering Division has reviewed this project for conformance with the Development Standards (DS) and Land Use Code (LUC). More specifically DS Sec.2-02, 3-05, 6-01, 10-01, 10-02, and Chapter 25 of the Tucson Code. 1) DS Sec.2-02.2.1.A.12: Revise the site plan to provide the required 6-foot wide sidewalk along the street frontage of Grant Road. Per the adopted Mayor and Counsel policy all sidewalks along MS&R right-of-ways for arterial and collector streets require 6-foot wide sidewalks. If an existing sidewalk is already constructed along the frontage of Grant Road provide photo documentation showing that the existing sidewalk is in good condition. If the sidewalk is missing in spots or is cracked and buckled a new 6-foot sidewalk will be required. A DSMR will be required for modifying the development standards to allow a sidewalk that does not meet the minimum 6-foot width requirements along Grant Road. The DSMR must be approved prior to site plan approval. All exhibits (clearly label and dimension the existing sidewalk on the site plan) and discussion must reflect any changes made by the approved DSMR. Provide a General Note to list the DSMR number, the Development Standard being modified along with the date of DSMR approval. This comment was not fully addressed at last submittal. 2) DS Sec.2-02.2.1.A.12: Revise the site plan to label and reference the existing and/or proposed handicap ramps at the driveway entrance point from Grant Road. Provide a keynote call out that references the associated detail on Sheet 7. 3) DS Sec.2-02.2.1.A.16: Revise the site plan to clearly label the proposed 3-foot curb opening located at the back-up spur at the southeast corner of the building. The 3-foot curb must be discussed within a revised Drainage Report. Provide calculations and revise Figure 5 to clearly show 3-foot curb opening. 4) DS Sec.2-02.2.1.A.16: Revise the site plan and proposed basin design so that the retaining wall system does not occupy more than 35% of the basin perimeter per DS Sec.10-01.4.3.1. If more than 35% of the side slope for the basin is constructed out of retaining walls the excess area must provide an alternate design that meets the basin configuration standards, such as a retaining wall system design that provides positive drainage away from the retaining system where an earthen slope is constructed on the inside of the basin wall to prevent ponding of water along the retaining wall. Verify that the basin still meets the detention/retention volume requirements. 5) DS Sec.2-02.2.1.A.32: Revise the keynote call out on the site plan to correctly reference DS Sec.6-01 for refuse requirements. Per keynote #5 on the site plan the refuse requirements are referenced to DS No. 60-01.0, revise. 6) DS Sec.2-02.2.1.A.32: Revise detail E/6 on the grading plan to reference the minimum 3,000 psi for the concrete that is proposed under the refuse container. Per Figure 3 and DS Sec.6-01 the concrete for the refuse container pad must be a minimum 3,000 psi, revise. 7) DS Sec.11-01.9: Revise the site plan to provide additional details/cross sections to verify the required 2-feet setback from all property boundaries to the proposed limits of grading, fill slopes, detention basin, proposed channel, and associated erosion protection. Provide additional cross-sections on the site plan for all property boundaries that shows the limits of grading and the required 2-feet setback from property line. Specifically provide a cross section (or reference section G/6 with revisions if applicable) at the 1:1 slope and riprap protection located at the back-up spur in the north parking lot to verify that the 2-foot setback has been addressed. 8) Review and approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. GRADING PLAN COMMENTS: The project was reviewed for grading plan purposes, however until all site plan and Drainage Report comments are addressed the grading plan could not be shown to be in conformance with an approved plan. The grading plan will be reviewed for more accurate details once the approved site plan has been submitted. 10) DS Sec.11-01.9: Revise the grading plan to provide additional details/cross sections to verify the required 2-feet setback from all property boundaries to the proposed limits of grading, fill slopes, detention basin, proposed channel, and associated erosion protection. Provide additional cross-sections on the site plan for all property boundaries that shows the limits of grading and the required 2-feet setback from property line. Refer to Ron Brown, RA Structural Plans Examiner for al other handicap related issues. 13) Revise the grading plan to provide additional cross section for the basin outlet. Per the Drainage Report the proposed scuppers are acting as the basin weir and all details associated with the construction of the scuppers, basin side slopes, retaining wall, rock riprap, etc must be clearly labeled and dimensioned for construction purposes. 14) Revise the grading plan to verify curb locations (keynote #1) for the entire project. Specifically verify that curbing is installed along the west side of the building and sidewalk that are adjacent to the PAAL. 15) Revise the Typical Slope Treatment Box to correctly label the detail that is associated with it. The referenced detail K/6 is for a depressed curb not proposed slope treatment, revise. 16) Revise details L and M on Sheet 6 to label and dimension all modifications that are proposed to Standard Detail (SD) #209. Any modifications to a SD require that the proposed design be submitted for review with accurate details, dimensions, etc. for construction purposes. 17) Revise details N, O, and possibly M on Sheet 6 to reference detail I for the proposed retaining wall design. All walls require a separate permit and review from all agencies prior to construction. 18) DS Sec.6-01.4.2: Revise the keynote call out on the grading plan to correctly reference DS Sec.6-01 for refuse requirements. Per keynote #7 on the grading plan the refuse requirements are referenced to DS No. 60-01.0, revise. 19) DS Sec.6-01.4.2: Revise detail E/6 on the grading plan to reference the minimum 3,000 psi for the concrete that is proposed under the refuse container. Per Figure 3 and DS Sec.6-01 the concrete for the refuse container pad must be a minimum 3,000 psi, revise. 20) Clarify Detail G on Sheet 6. Provide the location for this detail in plan view or remove the details if they do not apply to this project. If detail G/6 is proposed for the 1:1 slope at the back-up spur within the north parking lot provide the property line and the required 2-foot setback for verification purposes. 21) Revise Detail M on Sheet 6. Per this detail the joint locations are supposed to be shown in plan view but could not be located, clarify. 22) Please ensure that any future grading plan will be consistent with the site plan and Drainage Report. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf DRAINAGE REPORT: 23) DS Sec.10-01.2.2: Provide a revised geotechnical report or addendum with infiltration tests results for the proposed basin. A detention basin is required to provide a low flow bleed pipe to prevent standing water within the basin, however if the design of the project and the spot elevations provided do not accommodate a basin bleed pipe then an infiltration test is required per Section 3.1 of the proposed Drainage Report. 24) DS Sec.10-01.4.3.1: Revise the Drainage Report, Figure 5 exhibit, grading plan and proposed basin design so that the retaining wall system does not occupy more than 35% of the basin perimeter. If more than 35% of the side slope for the basin is constructed out of retaining walls the excess area must provide an alternate design that meets the basin configuration standards, such as a retaining wall system design that provides positive drainage away from the retaining system where an earthen slope is constructed on the inside of the basin wall to prevent ponding of water along the retaining wall. Verify, with calculations, that the basin still meets the detention/retention volume requirements. 25) Clarify in the Drainage Report, Figure 5 exhibit and the grading plan the proposed curb open for the basin. Per Section 4.2 and Figure 5 of the Drainage Report concentration point 1 is located at the east end of the propsed basin and is required to have a 7-foot curb opening. The site plan and grading plan both call out 6-foot curb openings along both the east and west side of the basin, clarify. The site/grading plan must match the proposed Drainage Report in location, size and type of proposed drainage infrastructure. 26) Provide calculations in Section 4.2 of the proposed Drainage Report for the proposed 3-foot curb opening that is located at the southeast corner of the building adjacent to the back-up spur. GEOTECHNICAL EVALUATION: 27) DS Sec.10-02.14.2.6: Provide a revised geotechnical evaluation or addendum that provides an infiltration test for the proposed basin per Section 3.1 of the Drainage Report. Infiltration rates are required to ensure that the proposed basin meets the maximum drain down time within DS Sec.10-01.3.5.1.3.a. GENERAL COMMENTS: Please provide a revised site plan, grading plan, Drainage Report, and Geotechnical Evaluation that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package. Further comments may be generated upon resubmittal of the site plan, grading plan, Drainage Report, and Geotechnical Evaluation reviews.
