Plata St. Site Plan - Commercial Storage TRANSMITTAL DATE: 03/13/09 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. DS 2-02.2.1.2 Provide the legal description of the property on the site plan. 2. DS 2-02.2.1.5 Provide the distance and bearings of all property lines. 3. DS 2-02.2.1.6 Provide dimensions for the footprints of all structures. A "Family Dwelling" use is allowed in the I-1 zone as a secondary use and only as a caretaker use for the principal use. See LUC Sec. 2.7.2.4.A and subject to Sec. 3.5.7.7. Review and revise plans. Parking spaces are required to be included in the parking calculations as well as the secondary use is to be listed with the uses. Provide on the footprint of all structures the height of all existing and proposed structures. 4. DS 2-02.2.1.7 Provide the required zoning setbacks distances from property lines and distances between buildings. 5. DS 2-02.2.1.4 A small, project-location map shall be drawn on the first sheet of the development plan, preferably in the upper right corner. The map should cover approximately one (1) square mile, be drawn at a minimum scale of 3" = 1 mile, and provide the following information. 1. Section, township, and range; section corners; north arrow; and the scale will be labeled. 6. DS 2-02.2.1.8 Handicap parking space is dimensioned at 11' width but note indicates 9' width. Clarify. Clearly indicate the location of the wheel stop curbing with dimension. Minimum 2'-6" from front of parking space to the front of the wheel stop curb. Clearly indicate the correct number of required parking spaces in the calculations. The caretakers quarters will require 2 parking spaces. 7. DS 2-02.2.1.9 Provide in the calculations the number of required and provide bicycle parking spaces. See LUC Sec. 3.3.4 and DS 2-09 for requirements. Please provide a dimensioned detail class 2 bicycle parking spaces and a detail of the type of rack proposed. Be aware that that development standard 2-09 has been revised. Please provide a plan view detail of the proposed class 2 bicycle parking spaces. Single rack spaces placed in a row will allow a minimum of seventy -two (72) inch length per bicycle parking space and a minimum of thirty (30) inches between outer spaces of racks. A five (5) foot wide access aisle measured from the front or rear of the seventy-two (72) inch long parking space will be provided beside each row. Lighting will be provided such that all facilities are thoroughly illuminated and visible from adjacent sidewalks, parking lots, or buildings, during working hours. The surface of the facility can be surfaced the same as for motor vehicle parking or with a minimum of one (1) inch thickness of one-fourth (1/4) inch aggregate material. Class 2 bicycle parking facilities will be located no more than fifty (50) feet from the main building entrance(s) and will be along the front side of the building as well as along other sides of the building that has an entrance. Bicycle access through the development will be separate from the pedestrian ways. Vehicular access may be used as bicycle access. Bicycle access to a parking facility may cross a pedestrian way at a right angle (DS2-09.3.2). Please review the revised DS 2-09 and provide the necessary corrections to the bicycle parking as required. Once changes are provided and reviewed further comments may result. DS 2-02.2.1.10 Provide sight visibility triangles for the entrance from the north side of the property. Sight visibility triangles do not appear to be the correct size. See engineering comments. 9. DS 2-02.2.1.11 Near the north east side of the property along the east side of the PAAL a 2' shy area is required. Provide curbing along this side of the PAAL to prevent vehicles from driving onto unimproved portions of the site. The entrance to the trash enclosure will require curbing or barriers to prevent vehicles from driving onto unimproved portions of the site. 10. DS 2-02.2.1.12 Clearly indicate the required physical separation of the sidewalk from a vehicle use area along the east side of the eastern most parking space. 11. DS 2-02.2.1.13 If applicable, provide location, type, size, and height of existing and proposed signage. 12. DS 2-02.2.1.14 Provide dimensioned location of the required loading zone. Provide in the calculations the number of required and provided loading zones including required size. Per LUC Sec. 3.4.5.2 , one 12X55 loading zone is required. 13. Engineering Division does not recommend approval of the site plan at this time. Please address the following review comments prior to the next submittal. Please include a response letter to the comments along with the corrected copies of the Site Plan. Site Plan: 1. Please provide project address per D.S. 2-02.2.1.3. A. D.S. 2-02.2.1.4. Revise location map to cover approximately one (1) square mile and draw at a minimum scale of 3" = 1mile, and provide the following information: 1. Show the subject property approximately centered within the one (1) square mile area. 2. Identify conditions within the square mile area, such as major streets and watercourses. 3. Sec.2-02.2.1.17: It appears that cut and fill will not be occurring for the proposed patio. However, as part of the site submittal requirement estimated cut and fill quantities are required to be indicated on the plans so that it is clear to the inspector that no cut in fill is to be taking place. If not cut and fill is taking place indicate the quantity of zero (0) on the plan. Estimated cut and Fill: Cut = 0 and Fill = 0 will suffice. 13. Please show dimensioned existing and future right-of-way and label per D.S. 2-02.2.1.19. 14. DS Sec. 2-05.2.4.H.2: Provide the right-of-way (ROW) recordation information for 10th Avenue and Plata Street. 15. Verify that all easement of record have been graphically shown on the plan together with recording docket and page per D.S. 2-02.2.1.20. 16.
